<strong>Welcome</strong> <strong>to</strong> <strong>your</strong> <strong>Community</strong> <strong>Plan</strong>In 2004, Calne <strong>Community</strong> Area Partnership produced the first <strong>Community</strong> <strong>Plan</strong> for the Calne<strong>Community</strong> Area and sent it out <strong>to</strong> nearly every household in Calne and the surroundingvillages. You may remember it - it was in the form of a 2004 calendar.The plan was produced following extensive consultation and outlined the community's needsand aspirations for the future. The aim of the plan is simple - <strong>to</strong> improve the quality of life forall who live, work or visit the Calne <strong>Community</strong> Area.It's now two years since that document was produced and we want <strong>to</strong> update you on howthings are progressing <strong>to</strong>wards meeting the miles<strong>to</strong>nes outlined in that calendar. A hugeamount has been achieved by both individual partner organisations and by the Calne<strong>Community</strong> Area Partnership in the past two years. Looking back over the past two years, anextraordinary amount has happened <strong>to</strong> help address the community's concerns andaspirations.I hope you will keep this calendar and refer <strong>to</strong> it throughout the year. What happens next?1. The <strong>Plan</strong> informs local authorities and public bodies about what the people inCalne <strong>Community</strong> Area consider important and helps <strong>to</strong> shape future servicedelivery plans.2. A group called the Calne <strong>Community</strong> Area Partnership, which containsrepresentatives of many different organisations and bodies, has been formed <strong>to</strong>adopt and implement this <strong>Plan</strong>.3. The <strong>Plan</strong> has a ten-year vision and is a combination of projects that can becarried out relatively quickly and long-term visions for the area. New projects willcome <strong>to</strong> the fore during the life of this plan.4. This Update is the first of a series of planned reviews, which will help <strong>to</strong> assessprogress and guide future development of the <strong>Plan</strong>.As you read this update you will encounter traffic light symbols. Listening <strong>to</strong> the <strong>Community</strong>The Calne <strong>Community</strong> Area Partnership needed <strong>to</strong> learn more about how residents view theirlocal community. We commissioned two special surveys, the first was sent <strong>to</strong> 2119 housesacross the community area. The second survey was given <strong>to</strong> 1027 students at The JohnBentley School <strong>to</strong> seek the views of the next generation. The response rates wereexceptional and the results will be incorporated in<strong>to</strong> the larger strategy & action plan.In addition <strong>to</strong> this, Barnardo’s carried out research with over 200 children, aged 4 <strong>to</strong> 13, andthese responses have been taken in<strong>to</strong> account.A long list of fac<strong>to</strong>rs had been identified from earlier research. EconomyThe local economy gives the clearest indication of the state of the community area. Theeconomy affects almost every part of our lives, from local employment, <strong>to</strong> the health of retailprovision, <strong>to</strong>urism, house prices and much more. A healthy and mixed economy that providesemployment opportunities locally helps <strong>to</strong> create a sustainable and self-supportingcommunity.Secure funding for capacity building <strong>to</strong> allow more people <strong>to</strong> gain access <strong>to</strong>broadband technologyAppoint a full time person <strong>to</strong> visit retail provision in villages and offer advice andsupport.Bring the farmers market back <strong>to</strong> CalnePromote the community diary of eventsProduce a local <strong>to</strong>urist guideUpdate Calne regeneration development briefExplore opportunities for incorporating other services in<strong>to</strong> village shopsCreate better links with Portemarsh businessesRelaunch the Portemarsh Liaison Group


Education and Lifelong LearningEducation and lifelong learning is more than mainstream primary and secondary education.The aim is <strong>to</strong> ensure that learning opportunities are available <strong>to</strong> all members of the communityarea in an environment that encourages people <strong>to</strong> take part. Focus needs <strong>to</strong> be on raisingthe level of basic skills, i.e. literacy, numeracy etc. and giving access <strong>to</strong> informationtechnology for all. Opportunities will be provided that encourage people <strong>to</strong> explore new skillsand interests <strong>to</strong> create an enthusiastic and diversely skilled population.Enlist community advocates <strong>to</strong> encourage others <strong>to</strong> participate in learningOffer alternative environments and routes <strong>to</strong> learningIdentify the current basic skills level in the community areaReview publicity of learning <strong>to</strong> give it a local focusWork <strong>to</strong> take learning opportunities <strong>to</strong> rural communitiesImprove transport links <strong>to</strong> enable participation by the whole community areaProduce a list of learning facilities within the community area, and make moreavailable


Crime and <strong>Community</strong> Safety<strong>Wiltshire</strong> is one of the safest places in the country. However, fear of crime and anti-socialbehaviour is a reality for some members of our community. Within Calne, there is a<strong>Community</strong> Safety Partnership that consists of local authorities, the police and localorganisations. TransportThe overall aim of the Transport Group is <strong>to</strong> enable the people of the Calne <strong>Community</strong> Area<strong>to</strong> reach their destinations quickly, safely and in an environmentally friendly way. The<strong>Community</strong> Area covers a diverse rural and urban environment with transport being a keycomponent of the communications network.Investment proposals need <strong>to</strong> focus on public transport, maintenance of current roads andfootpaths, and <strong>to</strong> improve walking and cycling facilities, <strong>to</strong> promote greener, cleaner travelchoices and reduce the reliance on the car.Secure funding for Wigglybus for next three years (until 2007)Promote CLARENCE for reporting of road defectsAll category A potholes <strong>to</strong> be repaired within 24 hours of reportingSchool transport plan <strong>to</strong> be completed <strong>to</strong> promote safer routes <strong>to</strong> schoolFull disabled accessibility <strong>to</strong> all public vehicles by 2015Town cycle network <strong>to</strong> be completed by 2010 and ahead of scheduleRegular daily accessible bus links on route 55Local government <strong>to</strong> take over the enforcement of parking restrictionsCompletion of an eastern by pass. Social Care and Health<strong>Wiltshire</strong>’s population is generally healthier than the national average. However, there aresome pockets of ill health within the Calne <strong>Community</strong> Area. The Primary Care Trustunder<strong>to</strong>ok a strategic review of all its services across Kennet and North <strong>Wiltshire</strong> and anintegrated Health and Social Care Team has been created.There has been a move within health and social care <strong>to</strong> concentrate more on promoting andmaintaining good health and independence. Housing and the Built EnvironmentAs our <strong>to</strong>wns and villages develop, it is important <strong>to</strong> ensure that there is the right mix betweenprivate and social housing, and that there is adequate provision of affordable accommodation.It is also important <strong>to</strong> ensure that services, facilities and amenities are in place <strong>to</strong> support theincreasing population. The character of the area must be maintained, and his<strong>to</strong>rical buildingspreserved for future generations.Influence planning legislation <strong>to</strong> incorporate 30% affordable housing in newdevelopmentsUndertake a needs analysis in order <strong>to</strong> identify areas for service improvementEncourage Village <strong>Plan</strong>sInfluence private developers designs <strong>to</strong> protect the landscape settingRaise awareness of grants availableIncrease the number of homes that reach energy efficiency standardsEncourage more environmentally sustainable practices in private new builddevelopmentsIdentify potential sites for rural housing development


Culture including Leisure, Recreation and the ArtsCulture, in all its forms including recreation, leisure, sports and arts is a major contribution <strong>to</strong>community cohesion. Often reliant on volunteers, the work undertaken by groups in thiscategory directly involves the community and is much appreciated. Efforts will be made <strong>to</strong>increase support <strong>to</strong> existing events in order <strong>to</strong> create a series of excellent activities throughoutthe calendar year.
