Regional News<strong>NVCSS</strong> Bids Farewellto Executive DirectorJan Maurer W<strong>at</strong>kins came to <strong>NVCSS</strong> in 1993 tomanage the housing programs. She was quicklypromoted to the position of Deputy Directorand in 1995 accepted the position of ExecutiveDirector, the second one in the agency’s history. InSeptember 2007 Jan left the agency with a legacyof having developed a stronger organiz<strong>at</strong>ion withincredible community support in six North St<strong>at</strong>ecounties. When she began as Executive Director,<strong>NVCSS</strong> had 70 employees and an annual budgetof four million dollars. With a solid vision of thecapabilities of staff and an extremely supportiveBoard of Directors, Jan directed the growthof the agency so th<strong>at</strong> when she left there were125 employees and an annual budget th<strong>at</strong> haddoubled. Under her guidance <strong>NVCSS</strong> continuedas a flourishing organiz<strong>at</strong>ion th<strong>at</strong> expanded andbuilt a strong reput<strong>at</strong>ion for addressing uniquecommunity needs.“Do not follow where the p<strong>at</strong>hmay lead. She has anundergradu<strong>at</strong>e Degree in Art and a Master’s Degreein <strong>Social</strong> Work. She worked with the VISTA VolunteerOrganiz<strong>at</strong>ion and spent a number of successfulyears with the City of Redding. Her knowledgeof finance, administr<strong>at</strong>ion, mental health issues,and housing were the building blocks of agencygrowth during her years as Executive Director. Shehelped develop 241 apartment units for specialneeds individuals in Shasta, Butte and TehamaCounties. Regional News<strong>NVCSS</strong> Receives Mark of Distinction in N<strong>at</strong>ionalPeer Review Training for the Mentoring Childrenof Prisoners ProgramSince 2003 the Mentoring Children of Prisoners Program (MCP) has provideda regional approach to assisting agencies th<strong>at</strong> provide mentoring servicesto children who have a parent or other significant adult in prison or acorrectional institution. The local program currently serves families in Shasta,Siskiyou, Butte, Tehama, and Trinity Counties. Ninety children ages 4 to 17are currently benefiting from the care and concern of a local mentor.The federal Department of Health and Human <strong>Service</strong>s, Administr<strong>at</strong>ion forChildren and Families, awards three-year grants to organiz<strong>at</strong>ions th<strong>at</strong> willcarry out activities under the Mentoring Children of Prisoners Grant Program.Continu<strong>at</strong>ion of funding is subject to s<strong>at</strong>isfactory performance with currentgoals and objectives and compliance with Administr<strong>at</strong>ion for Children andFamilies (ACF) grant terms and conditions. In October 2006, <strong>Northern</strong> <strong>Valley</strong>C<strong>at</strong>holic <strong>Social</strong> <strong>Service</strong> (<strong>NVCSS</strong>) was pleased to receive another round offunding for this n<strong>at</strong>ional programOne of the requirements of the Mentoring Program is to be reviewedby an outside source. Due to the unique challenges of this program, theAdministr<strong>at</strong>ion for Children and Families and the N<strong>at</strong>ional Resource Centerfor Youth <strong>Service</strong>s developed a peer monitoring system. The process wasrecently piloted, and peers have particip<strong>at</strong>ed as subject m<strong>at</strong>ter “experts”throughout the development of the system.<strong>NVCSS</strong> ReceivesFundraising Award <strong>at</strong>the Bidwell MansionA Program of North <strong>Valley</strong> Community Found<strong>at</strong>ionThe Butte, Glenn and Tehama County <strong>NVCSS</strong> offices raised $26,500 throughthe First Annual “Annie B’s Community Drive” directed by the North <strong>Valley</strong>Community Found<strong>at</strong>ion. Thanks to this outpouring of generosity, <strong>NVCSS</strong> washonored with the “Excellence in Fundraising Award” <strong>at</strong> the philanthropiccelebr<strong>at</strong>ion held <strong>at</strong> the Bidwell Mansion in Chico on October 13th.More than 100 particip<strong>at</strong>ing non-profit organiz<strong>at</strong>ions raised a collective$787,000 between August 15th and October 11th. Money raised receiveda 14% challenge grant m<strong>at</strong>ched by local businesses and individuals asadded incentive to gener<strong>at</strong>e generous giving. “This is a gre<strong>at</strong> boost to theprograms and services in Butte, Glenn and Tehama Counties,” according toJake Mangas, <strong>NVCSS</strong> Fund Development Director. Agency-wide there were 114 responses,approxim<strong>at</strong>ely the same number of responses received in 2006. Responseswere overwhelmingly positive on all eight questions. The questions and thecombined percentages of “strongly agree” and “agree” responses are:Deborah TompkinsA peer training was planned in coordin<strong>at</strong>ion with the University of Oklahomain order to implement this review process. <strong>NVCSS</strong> was honored to beselected to particip<strong>at</strong>e as a “Peer Reviewer” out of approxim<strong>at</strong>ely 230 granteesn<strong>at</strong>ionwide. Deborah Tompkins, the <strong>NVCSS</strong> MCP Program Coordin<strong>at</strong>or, waschosen to <strong>at</strong>tend the training in Tulsa, Oklahoma this past September withtwenty other program represent<strong>at</strong>ives from across the country. Tompkinsst<strong>at</strong>ed, “It was truly a privilege to represent this federally-funded programand assist in a newly designed program evalu<strong>at</strong>ion method.” Within the nexttwo years, Deborah will use this training as she travels to several st<strong>at</strong>es toreview fellow grantees of the Mentoring Children of Prisoners Program.The peer review process will be instrumental in strengthening the existingMentoring Program, and is a remarkable achievement for <strong>NVCSS</strong> and thepartner agencies involved in this significant regional project.Percentage ofSurvey St<strong>at</strong>ementAnswers in Agreement1. So successful was this program th<strong>at</strong> soon judges acrossthe country began utilizing citizen advoc<strong>at</strong>es. In 1990, the US Congressencouraged the expansion of CASA programs with passage of the Victimsof Child Abuse Act.Today, CASA has grown to a network of more than 50,000 volunteersth<strong>at</strong> serve 225,000 abused and neglected children through 900+ localprogram offices n<strong>at</strong>ionwide. Advoc<strong>at</strong>es, also known as volunteerguardians ad litem in some jurisdictions, are appointed members of thecourt. Judges rely on the inform<strong>at</strong>ion these trusted advoc<strong>at</strong>es present.<strong>NVCSS</strong> will Construct AffordableHousing for People with MentalIllness in Butte CountyThe U.S. Department of Housing & Urban Development recentlyawarded <strong>NVCSS</strong> a $1,329,500 Section 811 fund reserv<strong>at</strong>ion toconstruct a ten unit apartment complex for persons with persistentmental illness. The City of Chico has again provided criticalsupport to <strong>NVCSS</strong> by approving $900,000 for land acquisition anddevelopment costs associ<strong>at</strong>ed with the project. This is part of theCity Council’s continuing commitment to developing affordablehousing in Chico. For several months lastsummer, Laney worked more than 100 hours putting togethera proposal of her project “A New Start for A New Life”. Laneysolicited don<strong>at</strong>ions in the local community by personal asks andby visiting garage sales. She also searched online through variouswebsites.Once Laney obtained don<strong>at</strong>ions, she assembled beautifulpackages for the clients and their infants. She assembled twentybags for the teen mothers. Each bag included baby items such asdiapers, wipes, powder, lotion, a r<strong>at</strong>tle, a bottle, and a blanket.Laney Quigley assembled twenty bags for the teen mothers.Even after the project was completed, Laney continued to bringin containers filled with baby clothes and handmade blankets th<strong>at</strong>had been don<strong>at</strong>ed to the clients.Laney researched the TAPP and Cal-Learn programs th<strong>at</strong> shehelped, took the time to speak to people in the community aboutthe programs and the cause th<strong>at</strong> she was supporting, then shevolunteered more than 18 hours in the Shasta County Teen <strong>Service</strong>soffice assisting staff to organize the Resource Library. Laney is trulyan amazing teen volunteer. Her commitment to do somethinggood for her community is appreci<strong>at</strong>ed in a very big way.Thank you Laney!<strong>NVCSS</strong> Celebr<strong>at</strong>edMental Illness Awareness WeekThe second week in October marked the n<strong>at</strong>ion’s “Mental IllnessAwareness Week” (MIAW). The N<strong>at</strong>ional Alliance on Mental Illness(NAMI) of Shasta County invited <strong>NVCSS</strong> to collabor<strong>at</strong>e with themin the celebr<strong>at</strong>ion. <strong>NVCSS</strong> was pleased to particip<strong>at</strong>e by offeringa tour of its apartment complexes built to serve individuals withpersistent mental illness and by hosting its second annual SierraCenter Art Show.The Art Show was held on the evening of October 11th <strong>at</strong> theShasta County <strong>NVCSS</strong> site. Over 100 pieces of art were fe<strong>at</strong>uredincluding abstract paintings, sewing projects, handmadecheckerboards, and gift boxes which were cre<strong>at</strong>ed by consumersand friends. The Center also developed a cookbook entitledK.I.S.S. Keep It Simple Soups and More and offered samples fromthe cookbook throughout the evening. Cookbooks ($10.00 each)and handmade gift boxes ($1.00 each) are still available for salein the Shasta County <strong>NVCSS</strong> reception area. Sierra Center staffare very thankful to everyone who made it possible to hold thesecond annual Art Show. By sharing the treasures and talents ofSierra Center participants, the event was able to showcase theempowering role th<strong>at</strong> art plays in a person’s recovery.At the MIAW banquet held on October 9th <strong>at</strong> the Holiday Inn,keynote speaker Capt. Don Van Buskirk of the Shasta CountySheriff’s Department, presented an honoree plaque award tothe <strong>NVCSS</strong> Sierra Center Day Rehabilit<strong>at</strong>ion program. Cowell Found<strong>at</strong>ion Visits Tehama OfficeThe Corning Family Resource Center (CFRC) is pleased to be invitedto develop a first proposal with the S. H. Cowell Found<strong>at</strong>ion basedin San Francisco. The S.H. Cowell Found<strong>at</strong>ion works to improvethe lives of children in making grants and providing support tostrengthen families and communities. On October 10th and 11thfour team members from the Found<strong>at</strong>ion came to the Corningcommunity for a site visit, to learn wh<strong>at</strong> it’s like to live here.We started off with introductions and heartwarming stories, while adelicious luncheon of Mole Jaliscience was served and prepared byvolunteers from Home Help for Hispanic Mothers. They enjoyed aRobozo (shawl) fashion show with a display of hand sewn apparel,crocheted and knitted items and beaded jewelry all made by ourclientele. Camilla Delsid, Tehama County Director, conducted aPowerPoint present<strong>at</strong>ion of the CFRC in action and points of interestaround our town. Then they walked over to West Street K-5 Schooland observed the Safe Educ<strong>at</strong>ion and Recre<strong>at</strong>ion for Rural Families(SERRF) after-school program and new computer lab. The nextmorning we gave them the tour of the town in a small yellow schoolbus. Upon arriving back, the Cowell team was joined by communitystakeholders for lunch and a meeting moder<strong>at</strong>ed by Steve Kelish,Corning Unified Elementary School District (CUESD) superintendent.The Cowell team invited us to share wh<strong>at</strong> our dreams were for ourcommunity and how we would make them happen.Now we have fulfilled the criteria for their place-based grantmakingapproach so we will move forward with exploring grantopportunities with specific projects... our dreams. Our next stepis working with Cowell to make a proposal for the Family ResourceCenter grant. The Cowell team will make a recommend<strong>at</strong>ion andseek approval for funding from their Board of Directors. If their Boardapproves the request, they would start working with our partners aswell on developing other complementary proposals.Page 8 • Winter 2007

Each ofthese young women prepared a wish list where they requested items they needed to live independently as they left the foster care systemto live on their own and <strong>at</strong>tend college.The Soroptomist Club assembled the care packages with items such as laundry soap, school supplies, snacks, sheets, towels, andvitamins.
