Volunteers are the backbone of <strong>Northern</strong> <strong>Valley</strong> <strong>Catholic</strong> <strong>Social</strong><br />
<strong>Service</strong> (NVCSS). They dedicate their time to provide help<br />
and create hope. Volunteers assist in all of the endeavors of<br />
NVCSS from Adopt-A-Family, Casablanca, Shasta CASA, Kohl’s<br />
Cares for Kids®, Lobster Feed, Hearts and Hope Tea, Sock Hop<br />
and so much more. The programs of NVCSS would not be the<br />
same without the support received from volunteers. NVCSS is<br />
grateful to have such tremendous help from the community.<br />
With that being said, NVCSS would like to recognize groups<br />
of individuals who serve wholeheartedly and who do not<br />
always receive the appreciation they deserve. They work<br />
behind the scenes and on the sidelines cheering NVCSS on.<br />
These volunteers represent a broad range of individuals from<br />
the community; they are trusted advocates, the first people<br />
turned to when the Agency is in need. They are friends,<br />
neighbors; they are part of the NVCSS family. They are the<br />
Advisory Boards for Butte/Glenn, Tehama, Trinity, Shasta and<br />
Siskiyou Counties.<br />
The county Advisory Boards act as representatives of NVCSS<br />
to the community. They provide NVCSS with counseling and<br />
offer advice. The Advisory Boards facilitate fundraisers for<br />
programs through vehicles such as the Annual Fund and other<br />
local events. They work hard in creating strategic plans to keep<br />
NVCSS focused. These volunteers are an important aspect of<br />
NVCSS. And here is what they would like to share:<br />

of hardworking, dedicated individuals with whom I am proud to<br />
serve. I see great possibilities ahead as our programs continue<br />
to grow and expand. I share hope with everyone who supports<br />
NVCSS, that through our collective efforts, we are able to say<br />
at the end of each day, we have in some measure enabled one<br />
more NVCSS client to achieve the opportunities in their life they<br />
so richly deserve.<br />

I love being associated with the staff because they are so<br />

long career in public child welfare, I truly believe in the mission<br />

honestly say that NVCSS has given much more to me than I<br />

are invaluable to an organization. Members are the ones<br />
that market the organization to the community. Advisory<br />
Boards help the organization establish goals and strategies for<br />
sustainability. Advisory Board members are partly responsible<br />
for the organization’s success.<br />
- Anne Lagorio, Trinity County Chair- It is a call to serve. I<br />
think we are all spiritually called to do this. It really is beyond<br />
volunteerism, it is a ministry.<br />
With the help from these great volunteers NVCSS has been<br />
able to reach new heights and serve more people. Executive<br />
Director, Donald Chapman, says “NVCSS benefits greatly<br />
from the commitment of our Advisory Board members to the<br />
Agency’s mission. They are worthy advocates, representing a<br />
cross-section of the community, ever vigilant in recognizing<br />
community needs and alerting us to new opportunities for<br />
service and growth. They help us through their devotion of<br />
time and talent, as well as leading by example in generously<br />
giving of their resources to Agency signature events and other<br />
fundraising efforts.” To put it simply, thank you. NVCSS is able to<br />
fulfill the mission of reaching out in care and in love successfully<br />
with the counties’ Advisory Boards leading the way.

From the Executive Director<br />
This July marks the beginning of a new fiscal year and the beginning of NVCSS’ 25th<br />
year of serving the North State. This issue of Update focuses on the important role<br />
that the various counties’ Advisory Boards and all of our many volunteers have<br />
played in the Agency’s accomplishments during the past fiscal year. It will also<br />
describe some of the unique ways that people in need have recently been served<br />
as well as some of the Agency’s plans for providing needed services in the future.<br />
The challenges posed by the poor economy and the State’s budget problems<br />
have been faced by nonprofit organizations such as NVCSS for the past several<br />
years and will be with us in our new fiscal year. The spirit of cooperation that<br />
has existed between nonprofit organizations and their private and government<br />
funders has made the best of a difficult situation and enabled services to continue<br />
to be provided for people in need throughout the six counties that NVCSS serves.<br />
Through the efforts of our dedicated employees and volunteers and with the<br />
support of our donors, NVCSS has been able to maintain and even expand the<br />
Agency’s services in some of the six counties that we serve. We are grateful that<br />
our donors have continued to provide support for our programs in spite of these<br />
difficult economic times.<br />

For over a decade <strong>Northern</strong><br />
<strong>Valley</strong> <strong>Catholic</strong> <strong>Social</strong> <strong>Service</strong>,<br />
Inc. (NVCSS) has been proud to<br />
provide safe, decent, affordable<br />
housing opportunities for a variety<br />
of individuals and families. NVCSS<br />
projects, located in Butte, Shasta,<br />
Siskiyou and Tehama Counties, are<br />
an integral part of an extensive<br />
ongoing effort on the part of<br />
NVCSS, local governments, and<br />
communities to assist in the<br />
provision and support of affordable housing for<br />
special needs populations including seniors,<br />
low-income or homeless individuals and<br />
families, and individuals with developmental<br />
disabilities or mental illness.<br />
Tenants residing in NVCSS housing encompass<br />
community members who have difficulty<br />
obtaining safe affordable housing by virtue<br />
of their low-income status, age, and/or<br />
disability. Housing barriers also include<br />
poor credit, transportation challenges<br />
a n d g e n e r a l l y h e l d s t e r e o t y p e s a b o u t<br />
those with disabilities and limited<br />
income. The primary benefit of<br />
affordable housing provided by<br />
NVCSS is the minimization of the<br />
rent burden for very low and<br />
extremely low income individuals<br />
and families, most of whom would<br />
otherwise pay well over 50% of<br />
their income for housing. NVCSS<br />
brings housing opportunities,<br />
as well as essential services,<br />
neighborhood beautification, and<br />
a family-friendly, communitybuilding<br />
presence to a neighborhood.<br />
NVCSS housing totals ten complexes<br />
incorporating 216 units in four counties.<br />
NVCSS also administers 34 rent subsidies<br />
providing permanent supportive housing<br />
options for chronically homeless mentally<br />
ill individuals residing in Shasta County. As<br />
the nonprofit management agent, NVCSS<br />
maintains extensive ties to the communities,<br />
agencies and organizations that serve<br />
special needs populations. NVCSS provides<br />

comprehensive property management and<br />
on-site supportive social services for hundreds<br />
of individuals.<br />
One example is John, a tenant who has<br />
experienced episodes of homelessness for<br />
several years, alternating between camping<br />
in outlying areas to short stays at the mission.<br />
His mental illness and his unstable living<br />
situation prevented him from obtaining the<br />
assistance he he needed needed to access income and<br />
support. John John heard about our rent subsidy subsidy<br />
program and was assisted by staff<br />
in completing an application. application. As<br />
he he became became accustomed to having a a<br />
permanent home, home, his life stabilized.<br />
He was was able to work with NVCSS<br />
staff and community resources<br />
that eventually eventually provided provided him an<br />
income income source source and support for his<br />
mental illness. John has a love for<br />
music and exhibits a real talent for for<br />
playing playing various instruments and<br />
composing. He He spends his free<br />
time composing and recording the<br />
uplifting music that he uses to minister to<br />
others.<br />
The most recently recently completed project, Saint<br />
Clare Court, was developed utilizing funds<br />
from the Department of Housing and Urban<br />
Development, the City of Redding, and the<br />
City of Redding Redding Redevelopment Redevelopment Agency. The<br />
project was designed based on input from<br />
prospective tenants tenants and community members.<br />
This energy energy efficient apartment complex<br />
provides independent independent living living for individuals<br />
with mental illness. It includes fourteen onebedroom<br />
units and a two bedroom<br />
on-site resident resident manager’s unit,<br />
an office, a community room and<br />
laundry facilities.<br />
NVCSS continues to pursue new<br />
building development development options to<br />
increase increase housing housing opportunities for<br />
the most vulnerable populations<br />
in our our communities. Villa Serena,<br />
Inc. has commenced construction.<br />
Through the the financial support
Housing Projects Benefit the Community continued<br />
offered by the Department of Housing and Urban<br />
Development and the City of Chico, this 10 unit complex<br />
will provide housing for the mentally ill. Also in progress<br />
is a shared housing project in Siskiyou County providing<br />
five rooms for the chronically homeless mentally ill. The<br />
City of Shasta Lake continues to work tirelessly with NVCSS<br />
housing staff to develop a 30 unit project for seniors. In<br />
its infancy are the preliminary discussions for an 11 unit<br />
project in Chico that will serve transitional age youth.<br />
NVCSS is guided by a strong commitment to caring<br />
relationships and the dignity of human life. All activities<br />
promoted by NVCSS are propelled by the belief that a<br />
project is successful only when it contributes to a person’s<br />
overall freedom and independence. The ultimate goal<br />
of every program the agency offers is to encourage each<br />
individual to attain his or her highest level of autonomy.<br />
The success of the housing developments currently being<br />
developed and operated by NVCSS illustrates how the<br />
agency is fulfilling its mission “to reach out effectively in care<br />
and in love to serve the unmet needs of all people in our<br />
communities.” By building affordable housing for special<br />
needs populations, we are also building and strengthening<br />
our communities.<br />
Butte Baby Steps: A Positive Step for <strong>You</strong>ng Families<br />
Butte County NVCSS is proud to present an update regarding<br />
our latest home visitation program, Butte Baby Steps,<br />
which is funded by the Butte County Children and Families<br />
Commission (First 5). This home visitation program truly<br />
fits into the NVCSS mission of reaching out in love and<br />
care to those in need and building upon family strengths<br />
to promote and encourage self-sufficiency. The program<br />
follows the evidence-based home visitation model, Healthy<br />
Families America. The model is designed to support<br />
pregnant parents and parents of newborns in getting their<br />
children off to the best start possible. This is achieved<br />
through the promotion of bonding and attachment,<br />
education on child health and development and improving<br />
family functioning.<br />
<strong>Service</strong>s are family-centered and delivered through weekly<br />
home visits by qualified and well-trained home visitors.<br />
These home visitors have been selected based on their<br />
professional and life experiences as well as their personal<br />
characteristics. The key to providing quality services with a<br />
lasting impact depends upon the relationships these home<br />
visitors are able to grow and build with families.<br />

eing served has been huge. Participants are now referring<br />
their friends, family members and neighbors to the Butte<br />
Baby Steps program, which is the biggest compliment of all.<br />
Butte Baby Steps is currently<br />
serving families in the South<br />
Butte County communities of<br />
Oroville, Biggs, Gridley and the<br />
rural mountain communities.<br />
Parents must be under the age<br />
of 25 and deliver at Oroville<br />
Hospital. The program currently<br />
has 48 families enrolled in home<br />
visitation services and has<br />
provided over 275 home visits<br />
since October 2009.<br />

of Behavioral Health,<br />
celebrated Children’s<br />
Mental Health Awareness<br />
Day Day (CMHAD) in Oroville<br />
on May 6, 6, 2010. This<br />
community fair brought brought<br />
local agencies, businesses<br />
and families together to increase awareness and reduce<br />
the stigma of children’s mental health issues in Butte<br />
County. It’s estimated that approximately 300 people<br />
attended the fair, which was held at Martin Luther King<br />
Jr. Park in the Southside area of Oroville.<br />
Connecting Circles of Care<br />
a gathering in April with a tremendous turnout. Twentytwo<br />
families turned out and enjoyed crafts such as belly<br />
casting for the pregnant women and hand casting for the<br />
infants and toddlers. Food was donated by Fast Eddie’s in<br />
Chico and Raley’s in Oroville.<br />

Community agencies, such as the YMCA, the Boys and<br />
Girls Club, Butte Baby Steps and the Drug Prevention Task<br />
Force-Sherriff’s Department (just to name a few) provided<br />
information about their services as well as activities that<br />
focused on positive physical health and mental health.<br />
The fair also included food, face painting and a magic<br />
show. In addition, all eight CCOC cultural Wraparound<br />
teams offered physically active games for youth such<br />
as jump rope and football while others made available<br />
traditional games so youth could learn more about these<br />
cultures. There was a live remote with Radio Mexico - LA<br />
GRAN X radio station (donated by the station) offering<br />
Spanish music to the crowds. One of the highlights was a<br />
dunk tank where Butte County Supervisor Steve Lambert<br />
was an easy target.<br />

On April 22nd staff and volunteers were invited to<br />
a GRAND event. Beginning with a walk down the<br />
red carpet, guests were treated to an assortment<br />
of appetizers and beverages.<br />

mingle, the presentations to<br />
acknowledge volunteers of the<br />
year began. David Gasman,<br />
Chair of the Board, opened the<br />
ceremony with a prayer. Don<br />

of NVCSS presented the Overall<br />
Volunteer of the Year award to<br />
John Kenny for his dedication<br />
John Stapp is the new Program Manager for Second<br />
Home. His many years of experience in the mental<br />
health field, as well as being a certified Wellness<br />
Recovery Action Plan (WRAP) trainer, have made the<br />
transition to his new position a smooth one. As a new<br />
program manager John has facilitated a forum in which<br />
participants voice their concerns and ideas for Second<br />
Home. Called “ Town Hall Meetings ” these forums<br />
are held the fourth Wednesday of each month at 1250<br />
California Street at 12 noon. Working together, NVCSS<br />
Over the past year NVCSS went through the<br />
development stages of bringing the Court Appointed<br />
Special Advocate (CASA) Program to Shasta County.<br />
Shasta County was one of the largest counties in<br />
California that did not have a CASA Program, until April<br />

staff and the Second Home Resource Board determine<br />
the direction of Second Home’s activities, outreach,<br />
and daily functions.<br />
John expanded the staffing to include four new<br />
hires. NVCSS welcomes three program assistants:<br />
Steve-o Scherban, Sherrie Allan and Naomi Dene; and<br />
coordinator, Stevan Keyser.<br />
It is the vision of NVCSS Second Home to realize a<br />
drop-in center which is more participant directed and<br />
run. With a transportation grant from the Redding<br />
Rancheria Community Fund, Second Home is facilitating<br />
activities for participants to become more involved<br />
in the community, subsequently educating the public<br />
to reduce the stigmas associated with mental illness<br />
and help build an environment in which everyone is<br />
respected.<br />

volunteers paid off and CASA of Shasta County became<br />
an official program.<br />
CASA is a nationally known program operated in all 50<br />

states. The program was founded in 1977 in Seattle,<br />
Washington after Superior Court Judge David Soukup<br />
noticed the lack of information regarding a foster child’s<br />
case. This caused him to be unable to rule or make a fair<br />
decision. Something had to change and he came up with<br />
the idea of appointing volunteers to look after abused<br />
and neglected foster children. Volunteers work one-onone<br />
with the children, gathering information regarding<br />
each case and the child’s needs and desires. Then the<br />
volunteers report straight to the judge. One of CASA’s<br />
most important roles in the child’s life is giving them a<br />
consistent person to connect with. A child’s time in the<br />
dependency system can be very unstable. Each can go<br />
through a dozen social workers, several foster homes,<br />
and numerous schools, never being able to have that<br />
one person who knows how they are doing by the look<br />
on their face, or what they went through last month<br />
or the year before. Through CASA it is hoped that the<br />
Advocate can assist the courts and social services find<br />
The Friends of CASA committee is hard at work year<br />
round. CASA is partially funded by the Department of<br />
Justice and requires a significant amount of matching<br />
funds. Friends of CASA are the people who raise the<br />
funds to make CASA functional.<br />
For the first event the Friends of CASA committee<br />
brought Sinbad the comedian to<br />
the Cascade Theatre on April 25,<br />
2010. It was a huge success and<br />
a lot of fun. They worked with<br />
Enjoy Magazine as Enjoy Magazine<br />
chose CASA of Shasta County<br />
as the program of the month<br />
for July Movies in the Park in<br />
Anderson Park. This was another<br />
fun opportunity for families to<br />
spend time with their kids while<br />
supporting an amazing program.<br />
Nadine Bailey, the Friends of CASA<br />
Committee Chair stated, “CASA<br />

a family that will not only open their home, but their<br />
hearts for the child’s entire life.<br />
On February 26, 2010 in preparation for starting the<br />
program in Shasta County, Karen Schaefer was sworn in<br />
as the first Program Manager for CASA of Shasta County.<br />
Schaefer loves what the CASA Program can bring to the<br />
community and says, “Developing CASA and bringing<br />
this service to the foster youth of our community has<br />
been one of the most rewarding things I have been<br />
fortunate enough to participate in here at NVCSS.”<br />
The first Advocate Training began on March 16, 2010,<br />
ending with 15 Advocates being sworn in as Officers of<br />
the Court on April 16, 2010. Currently Advocates come<br />
from various backgrounds. Each has come in with a<br />
heart of gold wanting to make a difference in a child’s<br />
life.<br />

In early May Siskiyou County opened its second satellite<br />
office, located thirty miles west of the Yreka office in the<br />
remote Scott <strong>Valley</strong> area. This newest office is located<br />
in the frontier community of Etna and will help NVCSS<br />
therapists and case managers serve<br />
clients not only in Etna, but in the<br />
neighboring towns of Callahan,<br />
Greenview and Fort Jones. This area<br />
was previously served by Siskiyou<br />
County Behavioral Health, but when<br />
their Scott <strong>Valley</strong> therapist relocated,<br />
NVCSS Siskiyou was asked to step in<br />
and fill the vacancy. NVCSS Siskiyou<br />
was able to meet the need and were<br />
extremely pleased to do so.<br />
Scott <strong>Valley</strong> is a remote, high elevation valley named for<br />
the Scott River, which flows full year round throughout<br />
the valley. Etna stands at the heart of the valley, amidst<br />

Event took place and the Red Bluff and Corning Family<br />
Resource Centers (FRC) were there to take part. Brenda<br />
Jauregui explained the various programs and classes<br />
offered by the FRCs to attendees. Goodies, toiletries,<br />
toothbrushes, resource guides and flyers were offered.<br />

and to inform the homeless<br />

April was Child Abuse Prevention month. The local<br />
Child Abuse Prevention Council (CAPC) urged all in the<br />
community to take action for children by displaying<br />
blue ribbons on their trees. Pictured are Red Bluff FRC<br />

the international sign for child abuse prevention and<br />
serves as a constant reminder that everyone has a<br />
responsibility to help keep children safe.<br />
The three Family Resource Centers (FRCs) in Tehama<br />
County including the NVCSS Corning and Red Bluff FRCs<br />
and the First Steps FRC in Los Molinos participated in<br />
the Volunteer Income Tax Assistance (VITA) program<br />
to help with tax preparation for low income families.<br />
NVCSS staff were trained and oversaw the VITA folks<br />
from the Community Action Agency as they completed<br />
64 tax returns and calculated $81,094 in refunds and<br />
$43,913 in earned income credit.<br />
The Corning FRC celebrated Día del Niño (Day of the<br />
Child) on April 29th with a big party of pizza and a<br />
candy-filled Mickey Mouse piñata. Twenty-five adults<br />

and eighty children attended this event. Forty children<br />
came from the SERFF (after school program) at West<br />
Street Elementary School across the street.<br />
The Corning FRC hosted again the First 5/<strong>Northern</strong><br />
<strong>Valley</strong> Indian Health Mobile Dental Clinic (MDC)<br />
from April 19-23 and May 10-14, 2010. The MDC will<br />
return for further treatment in August, October and<br />
November. Last year the MDC both screened and did<br />
follow-up treatments with 227 children ages 1-5 and<br />
pregnant mothers. As children are seen by the MDC,<br />
the Corning FRC provides a place for families to wait<br />
and connect to other services as needed.<br />
Budget Classes at the Red Bluff FRC are gaining<br />
popularity. At one of the classes, leader Barbara<br />
Kurbanick explains the power of choice and the<br />
opportunities people have in spending. For example<br />
by shopping thoughtfully and carefully a person can<br />
provide a complete spaghetti dinner with green salad<br />
and brownies for the cost of one package of cigarettes.<br />
Kurbanick also explained that a large specialty coffee<br />
drink costs almost as much as a 2 pound can of coffee.<br />
By making your own coffee people are able to save<br />
money. The class teaches basic budgeting, budgeting<br />
tips, handling a bank account, how to get out of debt,<br />
and how to build and repair credit.
Douglas City Christmas Party Celebrates the Season!<br />

Resource Center (FRC)<br />
Set back behind the Holy Trinity <strong>Catholic</strong> Church in Hayfork<br />
is a store that is becoming known to the local residents<br />
of the community. The Michael J. Mangas FRC operates<br />
a free store once a week to residents in need of clothing,<br />
shoes, household items, books, toys, occasionally<br />
food and more. The center is run by dedicated NVCSS<br />
Advisory Board members and volunteers who spend<br />
countless hours receiving, sorting, displaying donations<br />
and operating the store. One Advisory Board member<br />
commented on how wonderful it has been this past year to<br />
see the residents make this a regular shopping spot. Juana<br />
Mendoza Moreno a volunteer for FRC says, “The people<br />
who used to go to the dump now go to the free store,<br />
FRC. It is extremely helpful especially for the poor families<br />
who have children. Families are able to get clothes, shoes,<br />
sheets, furniture, computers and occasionally food.”<br />
Grease the Wheels Sock Hop<br />
October 10, 2009 was the day to dig out the poodle<br />
skirts, roll up the tees, slick back the hair and take a<br />
date on a ride to see Grease at the Weaverville movie<br />
theatre. Men and women arrived in their “50’s Best” to<br />
watch the movie, and then join together for an evening<br />
of dancing, sipping on Cherry Cokes, and enjoying a<br />
“50’s” style BBQ. The Trinity County Advisory Board<br />
and many other volunteers transformed St. Patrick’s<br />
Church Parish Hall into a “50’s” diner. This fundraiser<br />
was a huge success. All proceeds have helped support<br />
the Michael J. Mangas Family Resource Center. NVCSS<br />
On December 15, 2009 NVCSS Staff, Trinity County Advisory Board, and many<br />
volunteers teamed up with the local faith community to bring the feeling of<br />
Christmas to Trinity County. The Douglas City Fire Station was the perfect venue<br />
to greet over 300 children and their families for a night of celebrating the season<br />
with Christmas carols, Santa Claus, gifts, blankets and a warm meal for all. The<br />
event was a huge success thanks to the collaboration of area churches and NVCSS.<br />
<strong>Thank</strong>s to the generosity of the community, all items and food distributed at the<br />
event were donated. The Douglas City Christmas Party demonstrated the NVCSS<br />
mission through families, staff, and volunteers reaching out in care and love to<br />
make the season brighter!<br />

Makes it Work!<br />
The Trinity County Advisory Board is all action behind<br />
great ideas. Over this past year the Advisory Board<br />
members have worked alongside the faith community<br />
to participate in a successful holiday event, a successful<br />
fundraiser, operated the resource center, taken tours<br />
of the local social services organizations to identify<br />
gaps in service — all with energy left for the new fiscal<br />
year. This year NVCSS staff and the Advisory Board will<br />
be developing a three year strategic plan. NVCSS is<br />
grateful for the work and dedication demonstrated by<br />
the Trinity Advisory Board members as they support<br />
the mission of NVCSS.<br />
