Dear Friends,
I have been a part of Northern Valley Catholic Social Service since its
formative years. During this time I have had the good fortune to watch
the agency grow and flourish into what it has become today. NVCSS has
grown immensely in the past 19 years. In 1986 we began with the simple
idea to provide affordable counseling to families and individuals. We
opened with one staff member and one volunteer who provided services
in the Redding area. Who could have anticipated that NVCSS would
grow to serve six north state counties and become a leading social service
organization providing vital services to our community!
Margaret Mead once said, "Never doubt that a small group of thoughtful,
committed people can change the world. Indeed, it is the only thing
that ever has." Here at NVCSS we have been blessed to have a group of
thoughtful and committed people working for us. Volunteers, staff, and
board members help to provide programs in the areas of housing, mental
health, teen services, and family and community support. Our success
stories are many: a pregnant teenager learns how to care for her baby;
a child of an inmate is given a mentor and friend; a family moves from a
hotel room to permanent affordable housing; a teen overcomes a substance
abuse problem through group therapy and family support. The
list continues as people in our community are given the resources they
need to change their lives.
I know for me, as for most people, these success stories are a powerful
reminder of our continual effort to reach out to people in care and love
as we provide vital services in our community. My journey with NVCSS
will continue to remind me that our work is providing help and creating
hope while truly changing the world.

housing complex serving adults with chronic and persistent mental
illness, states of her new home, "It was exciting to be on my own
and now I'm even more excited because of the possibility of meeting
new people and doing things that I've only dreamed of doing
for years. I hope that people don't give up. You can't give up. If
you give up and you think that you can't do it, then you won't
work at it. It takes believing in yourself, and you have to believe in
yourself in order to do it….. and I did."

Butte County teens appreciated the chance to
enhance their skills at the Jobs Workshop and
requested other opportunities to learn more.
A local student coordinates and arranges backpacks
for the "backpack project." This project was
headed by the St. Joseph's CCD class in Redding,
where the students gathered new and used backpacks
for foster children and children in need.
These backpacks were passed out to many deserving
children that are being served by NVCSS in all
five of our counties.

The Year in Review
Northern Valley Catholic Social Service continues its 19th year of
reaching out to serve the unmet needs of all people in our communities
in spite of many challenges that we face. State and federal
funding continued to decrease during the 2004/2005 fiscal
year, and we are faced with the challenge of doing more with
less. As Helen Keller points out, however, "Although the world is
full of suffering, it is also full of the overcoming of it." True to this
statement, NVCSS finds creative ways to overcome challenges
while alleviating suffering and meeting the needs of the north
state. The agency continues to implement strategies to guarantee
financial and program stability.
One major change for NVCSS this past year was the move to our
new home at Washington Plaza. This site functions as the regional
office for the six counties we serve. After relocating five times
in the past 19 years and providing services in many locations
around Redding, we are now happy to be in a single location that
consolidates Shasta County operations and increases efficiency.
Washington Plaza has 52,000 square feet of usable space and
meets both the Agency's current and future needs for space. The
South Tower is entirely occupied by NVCSS while the North
Tower is available for lease and is 80% leased at this time.
Funding for this move was accomplished through bank financing,
agency resources, and an ongoing capital campaign. To date we
have reached nearly $1 million in capital campaign pledges of our
$1.5 million dollar goal. We are honored by the support of our
donors and our community who make a commitment to NVCSS.
We continue to increase our development efforts in the local community
in order to increase awareness of the many services we
provide. We believe that a greater understanding of our programs
in the north state will inspire people to support our mission.
While the needs of the six counties we serve continue to grow
and we continue to face challenges, we also are fortunate to have
the tools and people to improve our community, one life at a time.

Butte
2004-2005 was an exciting year that saw the beginning of
new services in Butte County. The Agency received a three
year grant from the Butte County Children and Families
Commission to implement the Young Parent Support Services
Program. Over the years it has been a desire to strengthen services to young parents
by offering age appropriate in-home parent education, counseling, and fellowship
groups for young fathers. This grant makes it possible to offer these services
without cost.
In partnership with the Butte County Department of Employment and Social
Services, NVCSS continued to be on the cutting edge in the reform of the child
welfare system. The Facilitating All Resources Effectively (FARE) program, based
on the family group conferencing model, provided facilitation services to 135 families
and developed plans to ensure healthy futures for both themselves and their
children.
After a year hiatus, the Counseling Program resumed operation of a summer
group program for youth offering a combination of recreation, socialization, and
therapy in the peaceful setting of Bidwell Park. Through groups, children have an
opportunity to develop relationships and to find solutions for individual challenges.
The program also teamed up with Butte County's Department of
Behavioral Health Services and Butte County Office of Education to provide day
treatment services in two schools.
Our Court Appointed Special Advocates (CASA) Program served over ninety children
during the year. NVCSS continues to have a growing presence in the community
at-large. "Casablanca," Butte County's signature event, moved to the Bell
Memorial Union at CSU, Chico and thanks to widespread community support,
raised significantly more funds to support CASA and other NVCSS programs serving
children.
Glenn
Through our continued attention toward forming
strong partnerships with local funding and referral
sources, Glenn County successfully maintained its funding
for the New Pathways Counseling Program and
Family Connections Parenting Program for the upcoming fiscal year. This
growth will allow for increased program capacity and direct service to low
income families and individuals who may otherwise not be able to afford services.
In Fiscal Year 2004-05, NVCSS provided therapeutic services to over 126 clients,
80% of whom were children, and provided over 3,425 hours of counseling.
Many of these clients had been affected by domestic/teen violence, drug/alcohol
abuse, physical/sexual abuse, neglect, and gang involvement. NVCSS
received a $1,000 mini grant from Target Stores to purchase 'play therapy' supplies
and materials.
With one full-time social worker on staff, the Family Connections Parenting
Education Program successfully served over 29 families, totaling 107 individual
adults and children, 23% of whom were disabled. Parenting classes were also
provided to the participants at Discovery House, a non-residential facility for
mothers in substance abuse treatment.
Glenn County has recently developed an Advisory Board which is comprised of
community members. The Board has created the first three year Strategic Plan
which addresses the needs of Glenn County.

Shasta
Shasta County Programs experienced
considerable growth
during 2004-2005.
The Teenage Pregnancy and Parenting (TAPP)
Program continued to thrive. Through this program,
teen parents learned how to care for their
children and themselves while working with an
NVCSS Case Manager. Client numbers were high
this past year, and due to the increase in client
count, the budget was increased as well. In Cal-
Learn, another program which focused on minor
parent services, our success percentages in areas
measured by the State scored higher than the state
average! Some of the areas measured include:
number of bonuses given for active participation in
programs and school, number of clients graduating
high school or passing the GED, and the number
of face to face visits with the clients per quarter.
The Mentoring Children of Prisoners Program, serving
Butte, Glenn, Tehama and Shasta Counties, also
continued to be a success. This program provided
mentoring services through partner agencies to
children ages four through fifteen who had one
parent or other primary caregiver who was incarcerated.
The Mentoring Program finished its second
year on September 30th with 50 total matches.
This was a 43% increase from year one.

for individuals who were homeless or in danger
of being homeless. The program offered assistance
with finding safe, affordable housing,
applying for Section 8 Rental Assistance, and
provided support for the client to establish
income. SHIFT staff assisted clients in need of
transitional housing to enter short term housing,
assessed for skills needed to successfully
retain housing, and provided support for the
individuals and the landlords for effective transition
into the community. The program served
between 60 and 70 clients last year, effectively
reducing the rate of hospitalizations and days
incarcerated, and promoted the client's ability
to be a productive member of the community.
PLACE (Providing Livable Accommodations for
CalWORKs Eligible Families), assisted homeless
families living in local motels to move into safe
and permanent housing. This program began
in January 2000 and since then has assisted
over 350 families and approximately 780 children
move into permanent housing. Seventy
percent of families who were placed in safe and
permanent housing stayed there. PLACE also
offered a loan program and six months of case
management to participants.
The New Pathways Counseling Program served
children, adults, individuals and families and
provided counseling services including psychological
testing. This program facilitated the
Infant Mental Health program and provided
outreach in client homes. The program accepted
sliding scale payments, most insurance plans
and Medi-Cal for children.

Northern Valley Catholic Social Service (NVCSS) started in a single county (Shasta) and has grown into an agency serving
six counties including Butte, Glenn, Siskiyou, Tehama, and Trinity. NVCSS has been involved in developing special needs
housing for the last fifteen years and has expanded regionally to further serve the needs of the various communities.
The most recent development is Jarvis Gardens, a senior housing project located in Butte County. This complex will include
50 units for low-income individuals sixty-two years of age or older. NVCSS and Christian Church Homes of Northern
California plan to break ground for this project in the spring of 2006. Completion of Jarvis Gardens is expected to be early
2007.
In Shasta County, NVCSS staff is completing predevelopment activities for Saint Clare Court, in Redding. Additionall, staff
is pursuing other housing development activities in Shasta
County including Shasta Lake City.
Addressing the need for affordable housing for the mentally
ill is one of the primary goals identified in the Tehama
County Strategic Plan. Staff is currently involved in planning
activities to begin the housing development process.
Staff continues to meet with local officials and community
representatives in Siskiyou County to evaluate the need for
affordable housing and available funding resources. There

with NVCSS to address the need for affordable housing

record in these areas and excellent reputation in the community,
NVCSS will continue its commitment to serving
Siskiyou County residents and will look for opportunities to
meet the unmet needs whenever possible.

Tehama
Despite some organizational changes and funding challenges, NVCSS Tehama
has accomplished a number of significant achievements this fiscal year. Notable
among these achievements included the receipt of the Child Welfare Redesign
Grant to support the capacity of the Corning and Red Bluff Family Resource
Centers. This was an integral part of redesigning the child welfare system. In addition, the Department of
Social Services has provided NVCSS with funding to continue our highly successful Parent Education
Program.
NVCSS was also proud to announce the expansion of
our year old Adolescent and Family Mental Health
Counseling Program to include mentally ill adults in
conjunction with the Tehama County Department of
Mental Health. We will be able to draw from the
experience of our established mental health programs
in Shasta & Butte Counties to create a unique
program in Tehama County which blends counseling
with the array of family support services at each of
our Family Resource Centers. This past year has also
included the development of the AmeriCorps program
with five AmeriCorps members placed throughout
NVCSS and Tehama County Child Welfare
Services.
The latter half of the fiscal year can be described as a "stabilizing" period for the Tehama office. Each and
every staff person has worked diligently to provide high quality, affordable services to the people of
Tehama County. NVCSS employees sat at nearly all the community collaborative "tables" and the agency
continued to gain respect and recognition as a major
player in the county's social service field.
NVCSS Tehama has joined with other community partners
to form the Elder Services Coordinating Council.
On behalf of that group, NVCSS has submitted a grant
application to the California Endowment to develop a
Strategic Business Plan for coordinating elder services
in the County. Similarly, NVCSS has been awarded a
Planning grant from the S.H. Cowell Foundation to
develop a Strategic Business Plan which will assure the
ongoing support and financing of the Corning Family
Resource Center.
Trinity
We offer a series of classes on Parenting with Love and Logic through Shasta
College’s Foster and Kinship Care Education (FKCE) which provides services in
Shasta, Tehama, and Trinity counties. The FKCE program also provides other
free educational opportunities to enhance parenting skills and to increase the
understanding of caring for youth in out-of-home placement. A lending library
complete with books, videos and other materials is available in all three counties.
Trainings are open to Foster Parents, Kinship (relatives caring for children)
and other interested community members and are always free-of-charge.
