For over a decade <strong>Northern</strong><br />
<strong>Valley</strong> <strong>Catholic</strong> <strong>Social</strong> <strong>Service</strong>,<br />
Inc. (NVCSS) has been proud to<br />
provide safe, decent, affordable<br />
housing opportunities for a variety<br />
of individuals and families. NVCSS<br />
projects, located in Butte, Shasta,<br />
Siskiyou and Tehama Counties, are<br />
an integral part of an extensive<br />
ongoing effort on the part of<br />
NVCSS, local governments, and<br />
communities to assist in the<br />
provision and support of affordable housing for<br />
special needs populations including seniors,<br />
low-income or homeless individuals and<br />
families, and individuals with developmental<br />
disabilities or mental illness.<br />
Tenants residing in NVCSS housing encompass<br />
community members who have difficulty<br />
obtaining safe affordable housing by virtue<br />
of their low-income status, age, and/or<br />
disability. Housing barriers also include<br />
poor credit, transportation challenges<br />
a n d g e n e r a l l y h e l d s t e r e o t y p e s a b o u t<br />
those with disabilities and limited<br />
income. The primary benefit of<br />
affordable housing provided by<br />
NVCSS is the minimization of the<br />
rent burden for very low and<br />
extremely low income individuals<br />
and families, most of whom would<br />
otherwise pay well over 50% of<br />
their income for housing. NVCSS<br />
brings housing opportunities,<br />
as well as essential services,<br />
neighborhood beautification, and<br />
a family-friendly, communitybuilding<br />
presence to a neighborhood.<br />
NVCSS housing totals ten complexes<br />
incorporating 216 units in four counties.<br />
NVCSS also administers 34 rent subsidies<br />
providing permanent supportive housing<br />
options for chronically homeless mentally<br />
ill individuals residing in Shasta County. As<br />
the nonprofit management agent, NVCSS<br />
maintains extensive ties to the communities,<br />
agencies and organizations that serve<br />
special needs populations. NVCSS provides<br />

comprehensive property management and<br />
on-site supportive social services for hundreds<br />
of individuals.<br />
One example is John, a tenant who has<br />
experienced episodes of homelessness for<br />
several years, alternating between camping<br />
in outlying areas to short stays at the mission.<br />
His mental illness and his unstable living<br />
situation prevented him from obtaining the<br />
assistance he he needed needed to access income and<br />
support. John John heard about our rent subsidy subsidy<br />
program and was assisted by staff<br />
in completing an application. application. As<br />
he he became became accustomed to having a a<br />
permanent home, home, his life stabilized.<br />
He was was able to work with NVCSS<br />
staff and community resources<br />
that eventually eventually provided provided him an<br />
income income source source and support for his<br />
mental illness. John has a love for<br />
music and exhibits a real talent for for<br />
playing playing various instruments and<br />
composing. He He spends his free<br />
time composing and recording the<br />
uplifting music that he uses to minister to<br />
others.<br />
The most recently recently completed project, Saint<br />
Clare Court, was developed utilizing funds<br />
from the Department of Housing and Urban<br />
Development, the City of Redding, and the<br />
City of Redding Redding Redevelopment Redevelopment Agency. The<br />
project was designed based on input from<br />
prospective tenants tenants and community members.<br />
This energy energy efficient apartment complex<br />
provides independent independent living living for individuals<br />
with mental illness. It includes fourteen onebedroom<br />
units and a two bedroom<br />
on-site resident resident manager’s unit,<br />
an office, a community room and<br />
laundry facilities.<br />
NVCSS continues to pursue new<br />
building development development options to<br />
increase increase housing housing opportunities for<br />
the most vulnerable populations<br />
in our our communities. Villa Serena,<br />
