For over a decade Northern
Valley Catholic Social Service,
Inc. (NVCSS) has been proud to
provide safe, decent, affordable
housing opportunities for a variety
of individuals and families. NVCSS
projects, located in Butte, Shasta,
Siskiyou and Tehama Counties, are
an integral part of an extensive
ongoing effort on the part of
NVCSS, local governments, and
communities to assist in the
provision and support of affordable housing for
special needs populations including seniors,
low-income or homeless individuals and
families, and individuals with developmental
disabilities or mental illness.
Tenants residing in NVCSS housing encompass
community members who have difficulty
obtaining safe affordable housing by virtue
of their low-income status, age, and/or
disability. Housing barriers also include
poor credit, transportation challenges
a n d g e n e r a l l y h e l d s t e r e o t y p e s a b o u t
those with disabilities and limited
income. The primary benefit of
affordable housing provided by
NVCSS is the minimization of the
rent burden for very low and
extremely low income individuals
and families, most of whom would
otherwise pay well over 50% of
their income for housing. NVCSS
brings housing opportunities,
as well as essential services,
neighborhood beautification, and
a family-friendly, communitybuilding
presence to a neighborhood.
NVCSS housing totals ten complexes
incorporating 216 units in four counties.
NVCSS also administers 34 rent subsidies
providing permanent supportive housing
options for chronically homeless mentally
ill individuals residing in Shasta County. As
the nonprofit management agent, NVCSS
maintains extensive ties to the communities,
agencies and organizations that serve
special needs populations. NVCSS provides

comprehensive property management and
on-site supportive social services for hundreds
of individuals.
One example is John, a tenant who has
experienced episodes of homelessness for
several years, alternating between camping
in outlying areas to short stays at the mission.
His mental illness and his unstable living
situation prevented him from obtaining the
assistance he he needed needed to access income and
support. John John heard about our rent subsidy subsidy
program and was assisted by staff
in completing an application. application. As
he he became became accustomed to having a a
permanent home, home, his life stabilized.
He was was able to work with NVCSS
staff and community resources
that eventually eventually provided provided him an
income income source source and support for his
mental illness. John has a love for
music and exhibits a real talent for for
playing playing various instruments and
composing. He He spends his free
time composing and recording the
uplifting music that he uses to minister to
others.
The most recently recently completed project, Saint
Clare Court, was developed utilizing funds
from the Department of Housing and Urban
Development, the City of Redding, and the
City of Redding Redding Redevelopment Redevelopment Agency. The
project was designed based on input from
prospective tenants tenants and community members.
This energy energy efficient apartment complex
provides independent independent living living for individuals
with mental illness. It includes fourteen onebedroom
units and a two bedroom
on-site resident resident manager’s unit,
an office, a community room and
laundry facilities.
NVCSS continues to pursue new
building development development options to
increase increase housing housing opportunities for
the most vulnerable populations
in our our communities. Villa Serena,
