April was Child Abuse Prevention month. The local
Child Abuse Prevention Council (CAPC) urged all in the
community to take action for children by displaying
blue ribbons on their trees. Pictured are Red Bluff FRC

a tree outside of the Red Bluff FRC . The blue ribbon is
the international sign for child abuse prevention and
serves as a constant reminder that everyone has a
responsibility to help keep children safe.
The three Family Resource Centers (FRCs) in Tehama
County including the NVCSS Corning and Red Bluff FRCs
and the First Steps FRC in Los Molinos participated in
the Volunteer Income Tax Assistance (VITA) program
to help with tax preparation for low income families.
NVCSS staff were trained and oversaw the VITA folks
from the Community Action Agency as they completed
64 tax returns and calculated $81,094 in refunds and
$43,913 in earned income credit.
The Corning FRC celebrated Día del Niño (Day of the
Child) on April 29th with a big party of pizza and a
candy-filled Mickey Mouse piñata. Twenty-five adults

and eighty children attended this event. Forty children
came from the SERFF (after school program) at West
Street Elementary School across the street.
The Corning FRC hosted again the First 5/Northern
Valley Indian Health Mobile Dental Clinic (MDC)
from April 19-23 and May 10-14, 2010. The MDC will
return for further treatment in August, October and
November. Last year the MDC both screened and did
follow-up treatments with 227 children ages 1-5 and
pregnant mothers. As children are seen by the MDC,
the Corning FRC provides a place for families to wait
and connect to other services as needed.
Budget Classes at the Red Bluff FRC are gaining
popularity. At one of the classes, leader Barbara
Kurbanick explains the power of choice and the
opportunities people have in spending. For example
by shopping thoughtfully and carefully a person can
provide a complete spaghetti dinner with green salad
and brownies for the cost of one package of cigarettes.
Kurbanick also explained that a large specialty coffee
drink costs almost as much as a 2 pound can of coffee.
By making your own coffee people are able to save
money. The class teaches basic budgeting, budgeting
tips, handling a bank account, how to get out of debt,
and how to build and repair credit.
