April was Child Abuse Prevention month. The local<br />

Child Abuse Prevention Council (CAPC) urged all in the<br />

community to take action for children by displaying<br />

blue ribbons on their trees. Pictured are Red Bluff FRC<br />

Fawver, CAPC coordinator, as they tie a blue ribbon to<br />

a tree outside of the Red Bluff FRC . The blue ribbon is<br />

the international sign for child abuse prevention and<br />

serves as a constant reminder that everyone has a<br />

responsibility to help keep children safe.<br />

The three Family Resource Centers (FRCs) in Tehama<br />

County including the NVCSS Corning and Red Bluff FRCs<br />

and the First Steps FRC in Los Molinos participated in<br />

the Volunteer Income Tax Assistance (VITA) program<br />

to help with tax preparation for low income families.<br />

NVCSS staff were trained and oversaw the VITA folks<br />

from the Community Action Agency as they completed<br />

64 tax returns and calculated $81,094 in refunds and<br />

$43,913 in earned income credit.<br />

The Corning FRC celebrated Día del Niño (Day of the<br />

Child) on April 29th with a big party of pizza and a<br />

candy-filled Mickey Mouse piñata. Twenty-five adults<br />

and eighty children attended this event. Forty children<br />

came from the SERFF (after school program) at West<br />

Street Elementary School across the street.<br />

The Corning FRC hosted again the First 5/<strong>Northern</strong><br />

<strong>Valley</strong> Indian Health Mobile Dental Clinic (MDC)<br />

from April 19-23 and May 10-14, 2010. The MDC will<br />

return for further treatment in August, October and<br />

November. Last year the MDC both screened and did<br />

follow-up treatments with 227 children ages 1-5 and<br />

pregnant mothers. As children are seen by the MDC,<br />

the Corning FRC provides a place for families to wait<br />

and connect to other services as needed.<br />

Budget Classes at the Red Bluff FRC are gaining<br />

popularity. At one of the classes, leader Barbara<br />

Kurbanick explains the power of choice and the<br />

opportunities people have in spending. For example<br />

by shopping thoughtfully and carefully a person can<br />

provide a complete spaghetti dinner with green salad<br />

and brownies for the cost of one package of cigarettes.<br />

Kurbanick also explained that a large specialty coffee<br />

drink costs almost as much as a 2 pound can of coffee.<br />

By making your own coffee people are able to save<br />

money. The class teaches basic budgeting, budgeting<br />

tips, handling a bank account, how to get out of debt,<br />

and how to build and repair credit.
