6455'All resolutions of the Board shall require, for their adop-tion, the favorable votes of at least a majority of the membersof the Board.Section 133 { 142 }. Policy of the Board.The Board shall keep the { city water} system at all timesself- supporting and it shall be managed in the most efficientmanner consistent with sound economy and public advantages, to theend that the services of the system shall be furnished at thelowest possible cost rather than a source of revenue to the city,and such { water} system shall be operated for the use and benefitof those served by it and for the promotion of the welfare andthe improvement of the health, safety, comfort and convenience ofthe inhabitants of the city.forSection 134 { 133 }. Treasurer of the Board -- duties.1The City Chamberlain of the City of Norwich shall act as theTreasurer of the Board and shall deposit in { a} bank { account or)accounts, entitled " Water { System Revenue} Fund " {,} and " SewerFund ", such funds to be separate from any other accounts of thecity, all moneys received from rents, rates, fees and othercharg-es of the { water} system, and shall not commingle such moneys withother moneys or funds of the city. He shall keep separate booksof account of all such moneys of the { water} system and of expenditurestherefrom. The Board may delegate to him the duty of colwater}syslectingrents, rates, fees and other charges of the {tem. Because of the additional duties imposed upon him with relationto the { water} system, compensation may be paid him and theemployees of his office in such amount as the Board shall determineto be reasonable. Such compensation shall be in addition tothe compensation received by him or by the employees of his officefor other duties heretofore performed for the city.Section 135 { 134}. Budget.On or before the first day of October in each fiscal year,the Board shall adopt and submit to the Common Council { a} budgets{,}entitled " Annual Budgets of Water System ". Such budgetsshall include separately for both the Water Fund and theSewer Fund ( a) a budget message explaining briefly the operationof the { water} system, and setting forth the improvements, bettermentsand extensions of the { water} system which the Board believesshould be constructed within the next five fiscal years,b) a statement of the moneys estimated to be received during theensuing fiscal year from rents, rates, fees and other charges ofthe { water} system ( hereinafter referred to as " Revenues ") andc) a statement of proposed expenditures itemized under the headings" Operating Reserve Account ", {and} " Bond and Interest Ac-count," " Operation and Maintenance Account," and " Bond RetirementAccount." Under the four ( 4) proposed headings of expenditures,provision shall be made for the setting aside of such moneys inthe respective accounts as shall be required by the bond resolution.Under the expenditure heading " Operating Reserve Account"shall appear an explanation of the amount which the Board estimatesto be necessary for the construction of improvements orbetterments or extensions expected to be made during the ensuingfiscal year and under the heading " Bond Retirement Account" thereshall appear a statement of the principal amount of outstandingwater system} bonds which the Board recommends should be purchasedor redeemed by the city during the ensuing fiscal year.The above provisions shall be construed to state the minimum requirementsand the Board may include such further itemization andexplanations as it may deem advisable. The Common Council may notvary the titles, headings of expenditure or conditions of administrationspecified in the budget and shall in no event reduce theprovision required by any and all bond resolutions for the Bondand Interest Account. Before reducing any item of proposed expen-
456 7diture, the Common Council shall cause to be published in theofficial newspaper a notice setting forth the nature of the proposedchanges and fixing a place and time, not less than five daysafter publication, at which the Common Council will hold a pub-lic hearing thereon.The annual budget shall be adopted by the favorable votes ofTheat least a majority of all the members of the Common Council.annual budget shall be finally adopted not later than the fourthday prior to the beginning of the fiscal year and should the CommonCouncil take no final action on or prior to such day,thebudget, as submitted by the Board, shall be deemed to have beenUpon final adoption, thefinally adopted by the Common Council.Aannual budget shall be in effect for the ensuing fiscal year.copy of each annual budget, as finally adopted, shall be certifiedby the City Clerk and filed in the office of the City Chambertheseverallain. From the effective date of the annual budget,amounts stated therein under the respective headings of expenditure{,}shall be and become appropriated to the several objectsand purposes therein named. As and when moneys become availabletherefor, the Board shall provide for the allocation of moneys inthe respective accounts of the { water} system.the Secretary, or other member of the Board so designated,TheChairman andshallapprove in writing vouchers for all reasonable and necessary expenditures.The City Chamberlain shall make payments from the respectiveaccounts in accordance with such allocations and vouchers.No moneys shall be drawn out of the water or sewer { supply revenue}funds except on checks signed by the City Chamberlain.1Section 136 { 135 }. Audit report.Withinsixty days after the end of each fiscal year, an inde-water} systempendent audit of the moneys and accounts of the {The writtenshall be made by a committee designated by the Board.report of such audit shall be submitted by the Board to the CommonCouncil.Section 137 { 136 }. Payment in lieu of property taxes.In order that the { water} system shall be at all times self -system} revenuesupporting, the city shall pay into the water {fund the fair and reasonable cost of water supplied by the { water}system for public buildings and other public uses in accordancewith rentals or rates fairly equivalent to rentals or ratescharged for water, comparable to private users.There shall becharged to the revenues of the { water} system and there shall bepaid to the city from the Operating Reserve Account of such system,an amount equal to the property taxes which would be payableto the city in such fiscal year from a privately owned water system;such payment shall be made annually if the revenues of thewater} system be sufficient and shall be designated Payment inLieu of Property Taxes.Section 138 { 137 }. Attorney for Board.The City Attorney of the City of Norwich shall be the attorneyat law for, and legal advisor of the Board, and shall upon itsrequest, either personally or through such assistants as he maydesignate, furnish it with advice, in a similar manner to thatrequired of him with relation to other departments or boards ofthe City of Norwich, but this shall not limit the Board in retainingother counsel in a particular matter, if in the judgmentof the Board, circumstances warrant.In view of the additional du-comtieswhich may be thus imposed upon the Corporation Counsel,pensation may be paid to the Corporation Counsel or members of hisstaff in such amount as the Board may deemreasonable, such compen-sation to be in addition to any amounts received from the city forother work.
