Collection of rates, rentals and fees.In accordance with <strong>the</strong> provisions of <strong>the</strong> General MunicipalLaw, and <strong>the</strong> provisions of any bond resolution passed by <strong>the</strong> Com-mon Council, <strong>the</strong> Common Council shall prescri<strong>be</strong> and collect reasonablerates, rentals, fees or o<strong>the</strong>r charges for <strong>the</strong> supply of waterand for disposal of wastewater, including water supplied <strong>the</strong>city for fire protection and for public buildings and o<strong>the</strong>ruses and shall revise such rates, rentals,from time <strong>to</strong> time whenever necessary so that <strong>the</strong> {shall<strong>be</strong> and always remain self - supporting.publicfees or o<strong>the</strong>r chargeswater}systemSuch water and waste-water rates, rentals, fees and o<strong>the</strong>r charges shall <strong>be</strong> recommendedby <strong>the</strong> Board of Water Commissioners and shall <strong>be</strong> adopted by <strong>the</strong>Common Council by ordinance, which ordinance may also provide <strong>the</strong>terms and conditions of payment.The Board shall cause { cuase} all { water} rents and fees<strong>to</strong> <strong>be</strong> collected and shall prepare, or cause {,} <strong>to</strong> <strong>be</strong> prepared, alist or roll containing <strong>the</strong> name of each person, company, corpora-tion or association owning lots or buildings, indebted or <strong>to</strong> <strong>be</strong>-orcome indebted <strong>to</strong> said city for <strong>the</strong> use of water, water meters, {for} sewer services or o<strong>the</strong>r fees or charges { <strong>to</strong> <strong>be</strong> known aswater rents,} accrued or chargeable upon each lot, part of lot orbuilding.The City Cham<strong>be</strong>rlain is empowered <strong>to</strong> collect all unpaid chargesin <strong>the</strong> same manner, upon <strong>the</strong> same notice, by <strong>the</strong> same proceedings,with <strong>the</strong> same powers of sale for unpaid { water} rents andfees, under <strong>the</strong> same penalties, subject <strong>to</strong> <strong>the</strong> same fees andinterest, and having <strong>the</strong> same lien upon <strong>the</strong> property, as <strong>the</strong> gener-al city taxes.Such { water} rents and fees shall <strong>be</strong> a lien on <strong>the</strong> realproperty upon which <strong>the</strong> water is used or at which wastewater isdisposed and such liens shall <strong>be</strong> a continuing lien upon <strong>the</strong> propertyin which <strong>the</strong> water is used or at which wastewater is dis-posed.The Common Council may adopt o<strong>the</strong>r ordinances, not inconsistentwith <strong>the</strong> law and with this Act, for <strong>the</strong> enforcement of <strong>the</strong>collection of { water} rent {al }s and fees and relating <strong>to</strong> <strong>the</strong> useof <strong>the</strong> water and sewer, and may enforce observance <strong>the</strong>reof bycutting off <strong>the</strong> supply of water or by <strong>the</strong> imposition of penalties.Section 140 { 139}. Sale of services { water} outside ofcity limits.The Board, with approval of <strong>the</strong> Common Council, may contractwith and sell <strong>to</strong> any person, firm or corporation without <strong>the</strong> limitsof said city, right <strong>to</strong> make connection with <strong>the</strong> water distribution{g} or <strong>the</strong> sewer mains { pipes} of said city for <strong>the</strong>purpose of drawing water <strong>the</strong>refrom and for <strong>the</strong> supply of sewagesystem services, at such prices and on such conditions as <strong>the</strong>Board shall determine.Section 141 { 140 }. Amended or supplemental budget.The Board may at any time adopt and submit <strong>to</strong> <strong>the</strong> CommonCouncil, and <strong>the</strong> Common Council may adopt as submitted, an amendedor supplemental annual budget for <strong>the</strong> remainder of <strong>the</strong> <strong>the</strong>n currentfiscal year. Such supplemental budget may increase or decrease<strong>the</strong> estimate of revenues and <strong>the</strong> amount <strong>to</strong> <strong>be</strong> paid in<strong>to</strong> <strong>the</strong>Operation and Maintenance Account and may increase or decrease <strong>the</strong>principal amount of callable bonds <strong>to</strong> <strong>be</strong> purchased or redeemedduring <strong>the</strong> remainder of <strong>the</strong> <strong>the</strong>n current fiscal year.Section 142 { 141 }. Payment of existing bonds.
