8457Section 139 { 138 }. Collection of rates, rentals and fees.In accordance with the provisions of the General MunicipalLaw, and the provisions of any bond resolution passed by the Com-mon Council, the Common Council shall prescribe and collect reasonablerates, rentals, fees or other charges for the supply of waterand for disposal of wastewater, including water supplied thecity for fire protection and for public buildings and otheruses and shall revise such rates, rentals,from time to time whenever necessary so that the {shallbe and always remain self - supporting.publicfees or other chargeswater}systemSuch water and waste-water rates, rentals, fees and other charges shall be recommendedby the Board of Water Commissioners and shall be adopted by theCommon Council by ordinance, which ordinance may also provide theterms and conditions of payment.The Board shall cause { cuase} all { water} rents and feesto be collected and shall prepare, or cause {,} to be prepared, alist or roll containing the name of each person, company, corpora-tion or association owning lots or buildings, indebted or to be-orcome indebted to said city for the use of water, water meters, {for} sewer services or other fees or charges { to be known aswater rents,} accrued or chargeable upon each lot, part of lot orbuilding.The City Chamberlain is empowered to collect all unpaid chargesin the same manner, upon the same notice, by the same proceedings,with the same powers of sale for unpaid { water} rents andfees, under the same penalties, subject to the same fees andinterest, and having the same lien upon the property, as the gener-al city taxes.Such { water} rents and fees shall be a lien on the realproperty upon which the water is used or at which wastewater isdisposed and such liens shall be a continuing lien upon the propertyin which the water is used or at which wastewater is dis-posed.The Common Council may adopt other ordinances, not inconsistentwith the law and with this Act, for the enforcement of thecollection of { water} rent {al }s and fees and relating to the useof the water and sewer, and may enforce observance thereof bycutting off the supply of water or by the imposition of penalties.Section 140 { 139}. Sale of services { water} outside ofcity limits.The Board, with approval of the Common Council, may contractwith and sell to any person, firm or corporation without the limitsof said city, right to make connection with the water distribution{g} or the sewer mains { pipes} of said city for thepurpose of drawing water therefrom and for the supply of sewagesystem services, at such prices and on such conditions as theBoard shall determine.Section 141 { 140 }. Amended or supplemental budget.The Board may at any time adopt and submit to the CommonCouncil, and the Common Council may adopt as submitted, an amendedor supplemental annual budget for the remainder of the then currentfiscal year. Such supplemental budget may increase or decreasethe estimate of revenues and the amount to be paid into theOperation and Maintenance Account and may increase or decrease theprincipal amount of callable bonds to be purchased or redeemedduring the remainder of the then current fiscal year.Section 142 { 141 }. Payment of existing bonds.

Carpenter introduced the following and moved its adoption:WHEREAS, the Board of Water Commissioners and the Waste Water TreatmentCommission have been studying the merger of the two commissions inorder to provide more effective municipal operations; andWHEREAS, representatives of the commissions have visited other facilities,received a report of a consulting engineer relative to staffing andcompensation; and completed a review of operational needs; andWHEREAS, the Personnel Office has made a review of comparable compensa-tion levels in other communities; andWHEREAS, the Mayor and the Personnel Committee have received recommendationsand concur with various findings; now, therefore be itRESOLVED, 1. that a position of Superintendent of Water and Wastewaterbe and hereby is created at Grade 28 of the city non -unit compensationschedule;12. that the incumbent Superintendent of Water be continuedat his present grade, but that he receive an additional $ 5, 000 annually forthe combined position as set forth in the consulting engineer' sreportthe first two years of start -up of the combined system, at which time heshall be placed at the after two year step for Grade 28;3. that the position of Assistant Wastewater Superintendentbe and hereby is created at Grade 23 of the compensation schedule; and4. that this resolution shall be subject to such action asmay be necessary by the Norwich Civil Service Commission.forSeconded by Ald. O'Neil and duly adopted, ayes all.Prior to the vote, Mayor Jones said that passage of the resolutionbefore the local law is necessary because the City will have to advertiseimmediately for the position of Assistant Wastewater Superintendent.Ald.
