Strategic Directions:Achievements and Challenges - StaffStaff reflect the diverse nature of our community and a culturethat is based on the values of compassion, trust and service.We are an organization of people who are proud of their work,are accountable and are recognized, respected and rewarded.Approximately 28,000 people work in the <strong>Winnipeg</strong> healthregion. They provide services that range from providing directcare to patients and clients to support and administrativefunctions that ensure the organizations within the regionoperate effectively and efficiently.The <strong>Winnipeg</strong> <strong>Regional</strong> <strong>Health</strong> Authority has a significantobligation to provide a safe and secure workplace for itsworkforce that includes opportunities for development andbalance between work and personal life.The <strong>Winnipeg</strong> <strong>Regional</strong> <strong>Health</strong> Authority also continues to takesteps to foster a community of staff that represents the culturaland ethnic diversity of the region and strengthens the fabric ofour communities. Our goals reflect these obligations.Goal 1: We will support individual <strong>Winnipeg</strong> <strong>Regional</strong> <strong>Health</strong>Authority staff and teams as they develop a culture ofcompassionate care.Communication and consultation with staff is critical, and the<strong>Winnipeg</strong> <strong>Regional</strong> <strong>Health</strong> Authority has addressed this throughits staff intranet site, called Insite, which provides detailedinformation on a wide range of issues that are of interest to thepeople who work in the region. Additionally, news happeningsand educational opportunities are shared through The <strong>Health</strong>Care Connection, an electronic newsletter for staff in the<strong>Winnipeg</strong> health region, sent on a weekly basis via e-mail.The <strong>Winnipeg</strong> <strong>Regional</strong> <strong>Health</strong> Authority tracks the number ofvacancies of specialist physicians, nurses and allied healthprofessionals, implementing aggressive recruitment andretention initiatives as required to address high numbersof vacancies. This can be especially challenging given fiscalrealities and the ongoing competition with other jurisdictions,nationally and internationally, for specialists. In <strong>2007</strong>/<strong>2008</strong>the focus was on contract negotiations and recruiting efforts toincrease the number of Emergency Room (ER) physicians.The region provides opportunities for staff to pursueprofessional and personal development through itsManagement and Leadership Development Program, FrenchAbove all, the <strong>Winnipeg</strong> <strong>Regional</strong> <strong>Health</strong> Authority is anorganization of people caring for people. We continuallystrive to provide opportunities for personal and professionaldevelopment to our workforce, to recruit and retain the highestquality staff, and to foster a work environment that maximizespotential.The <strong>Winnipeg</strong> <strong>Regional</strong> <strong>Health</strong> Authority’s integrated humanresources service model provides for consistent HR policies,processes and guidelines across the region and includesprograms for attendance management, performancemanagement and workplace safety and health.
