Executive SummaryThe National Human Rights Commission (NHRC) of Nepal was established in 2000 under theHuman Rights Commission Act 1997 (2053 BS). The NHRC has received constitutional statusthrough the Interim Constitution of Nepal 2007 (2063 BS). The NHRC which is now working underthe new National Human Rights Commission Act 2012 (2068 BS) has been conducting its activitiesby drafting strategic plans since 2001. The NHRC which in the past made plans for the periods ofthree, four or five years, has now developed a six years’ plan. The goals and programs are set forthe period taking into account the six year term of the Commissioners.Nine types of priority issues have been identified for this SP for gradual implementation on thebasis of the review of analysis of overall human rights situation of the country, as well as itsstrength, weaknesses and challenges. With the main theme ‘human rights for all, at every household’as its motto, this SP aims at developing a human rights culture and creating an environmentwhere everyone will be able to enjoy one’s rights through a human-rights friendly environment..The NHRC has set out following four strategic objectives in order to achieve its goals:1. To investigate the cases of human rights violation and monitor human rights situation2. To strengthen human rights promotion3. To ensure the rights of deprived, marginalized and vulnerable groups4. To expand the access, strengthen effectiveness and organizational development of the NHRC.The detailed strategic action plan of the SP describes the strategies, and the proposed activities.The NHRC has put forth plans to adopt various strategic approaches such as coordination,cooperation, networking and partnership, communication and information system, simplicity andclarity in the programs, reconciliation, internal monitoring, investigative programs, trainings,recommendations, dialogue, advocacy and interaction in order to make effective implementationof the programs conducted in accordance with the present plan.Monitoring and evaluation framework has also been included in the SP to conduct objective andpractical analysis in order to identify whether the tasks have been accomplished in accordancevi
