The NHRC monitored thehuman rights situations of the people in custodies and under house arrest duringthe agitation movement organized by the political parties on various occasions, duringthe emergency and also made recommendations. In the context of the notice issuedby the-then government to FM radio stations with the intent to control the service ofthe FM broadcasting organization, the NHRC, while drawing attention of thegovernment to the fact that the public were deprived of the right to information,monitored various media houses and made recommendations to protect the Right toInformation of the public, as well as the Freedom of Opinion and Expression.b. Economic, Social and Cultural RightsMonitoring and investigation activities were conducted on various incidents andoccurrences, including the cholera outbreak in Dailekh and Jajarkot by giving priorityto the rights to health, education, etc.c. Women's RightsThe NHRC reviewed the prevailing law on the practice of witchcraft, a form of violenceagainst women, and made recommendations to the government on 10/05/2010. Sincethe prevailing laws were not effective enough to prevent and control abuses andviolence against women in the name of practicing witchcraft, as well as punish theculprits and the laws were also lacking the provision of appropriate compensationand rehabilitation provisions to the victims of abuses and violence, recommendationswere made to draft an integrated law in order to prevent and control all forms ofviolence against women and punish the culprits.Recommendations were also made to carry out awareness against dowry practice,still a pertaining problem causing VOW in Nepal and to prosecute the persons involvedin this practice and provide justice to the victims.d. Child RightsAs children require special protection from physical and mental perspectives, variousrecommendations regarding children's rights have been made to end child labor,manage street children and end physical punishment in schools.e. Rights of the disappearedThe NHRC provided some suggestions to the Government of Nepal to amend someprovisions in the Bill on Disappearances (Crime and Punishment) Act, 2065. TheNHRC had studied various international conventions and the Interim Constitution ofNepal, 2007, as well as the Supreme Court order dated 01/06/2007 regarding theBill. The suggestions were made to the Government of Nepal to make the Bill inconsistent with international standard.f. Rights of the persons living with disabilityRecommendations were made to the Government of Nepal to effectively protect therights of the persons living with disabilities and make their daily life easy, in thecontext where the legal provisions of the Disabled Welfare and Protection Act, 2039(1982) and Rules, 2051 have not been effectively implemented.7
