He stated that in January <strong>2003</strong>, he had a meeting at theintersection <strong>of</strong> Espanola Way and Drexel to try to get consensus to the various issues. Since then therehave been several other meetings. One <strong>of</strong> the meetings was a neighborhoods meeting where much <strong>of</strong> theconsensus reached in January was amended. Since the neighborhoods meeting the Administration has beenoperating under a set <strong>of</strong> rules which appear to still have a lack <strong>of</strong> clarity or consensus. The memorandum inthe Commission Agenda tries to frame the issues for discussion.
