Sheron, Jr., UndersheriffMay 2012<strong>Genesee</strong> <strong>County</strong> LegislatorsOld Courthouse7 Main StreetBatavia, New York 14020Dear Legislators:On behalf of the dedicated men and women of the <strong>Genesee</strong> <strong>County</strong> Sheriff’s Office, Iproudly submit to you the <strong>Genesee</strong> <strong>County</strong> Sheriff’s Office 2011 Annual Report.During 2011, members of the <strong>Genesee</strong> <strong>County</strong> Sheriff’s Office worked daily in support ofour mission to enhance the quality of life for <strong>Genesee</strong> <strong>County</strong> residents. Towards thatgoal, staff of the Sheriff’s Office worked closely with other criminal justice and supportagencies within the county to enhance public safety and corrections. We took a zerotolerance position with regard to underage drinking and unlawful possession of alcohol,and deputies charged 174 persons with DWI. It was a busy year with deputiesresponding to 21,540 calls for service, excluding traffic stops, which reflects anapproximate 26% increase over 2010.The Jail Bureau saw a significant increase in the average daily male population atseventy-one (71) compared to sixty-eight (68) in 2010, and the average daily femalepopulation remained constant at nine (9) as compared to ten (10) during 2010.The Emergency Dispatch Center logged in a total of 54,134 consolidated calls for service,of which 30,335 were 9-1-1 calls. This reflects an approximate 3% increase over 2010.I would like to express my sincere appreciation to the <strong>Genesee</strong> <strong>County</strong> Legislature and<strong>County</strong> Administration for their continued support of the Office of Sheriff and public safetyin <strong>Genesee</strong> <strong>County</strong>.Sincerely,Gary T. Accreditation is a progressive and time-proven way of helpinginstitutions evaluate and improve their overall performance.The cornerstone of this strategy lies in the promulgation of standardscontaining a clear statement of professional objectives. Participatingadministrators then conduct a thorough analysis to determine how existingoperations can be adapted to meet these objectives. When theprocedures are in place, a team of independent professionals is assignedto verify that all applicable standards have been successfullyimplemented. The process culminates with a decision by an authoritativebody that the institution is worthy of accreditation.Accreditation status represents a significant professionalachievement. The achievement is made especially noteworthy becauseof the formal recognition which is granted to indicate that an institutionmeets or exceeds general expectations of quality in the field. In essence,accreditation acknowledges the implementation of policies that areconceptually sound and operationally effective.Participation in the Accreditation Program is voluntary. The Jail Bureau of the Sheriff’s Office has theresponsibility of meeting the Department’s Missionconcerning the corrections function.<strong>County</strong> Law, Article 17, Section 650 acknowledges the Sheriff asan Officer of the Court; Correction Law, Article 20, Section 500Cdesignates the Sheriff as custodian of the <strong>County</strong> Jail. Civil BureauThe Civil Bureau of the Sheriff’s Office has the responsibility ofhandling any and all legal processes in the county that are referred tothe Office of the Sheriff.The functions of the Civil Bureau include:• the proper receiving and execution of all legal processes, including attachments,evictions, judgments, seizure orders, civil arrests and other summons• the maintenance of accurate records of all civil processes and transactions<strong>County</strong> Law, Article 17, Section 650 acknowledges the Sheriff as an Officer of theCourt. The Civil Practice Laws and Rules of the State of New York (CPLR) governthe procedures in civil judicial proceedings in all courts of the state and before alljudges. ANIMAL CONTROLThe Animal Control section of the Sheriff’s Officehas the responsibility of operating the <strong>Genesee</strong> <strong>County</strong>Animal Shelter and enforcing laws pertaining to the treatment ofanimals.The Sheriff has been designated by the <strong>Genesee</strong> <strong>County</strong>Legislature to administer, supervise and operate the <strong>Genesee</strong><strong>County</strong> Animal Shelter, as well as, enforce any and all lawspertaining to domestic animals.<strong>Genesee</strong> Community College and the<strong>Genesee</strong> <strong>County</strong> Sheriff’s Office partneredtogether to offer students enrolled in theVeterinary Technology program anopportunity to assist the Volunteers at theShelter. Students are responsible for cleaning cages, feedinganimals, and working in the kennels. It provides acost-effective way of dealing with non-violent, low-risk offenders, whichreduces jail costs, while providing needed services to community non-profitorganizations. A total of 315 community service cases were received in 2011.Judicial Diversion...is a screening process that allows our legal system to place selectedoffenders with an alternate disposition. This initiative allows offenders to earnsentencing opportunities, which holds them accountable for their actions withthe court while ensuring that the victims of the offense maintain involvementwith the eventual outcome.Bail Evaluation/RUS Program...is a screening and supervision program for those defendants who may not beable to post bail or the court desires to release under supervision status. Thepopulation covered includes jail pre-trial detainees and those appearingdirectly before the court. The focus of the program is to have the defendantreappear for his/her next court appearance, remain law-abiding in thecommunity and participate in treatment when so directed by the court. A totalof 433 bail evaluations were conducted in 2011.DWI/CD Program...is designed to provide a meaningful intervention for selected DWI chargedoffenders. Requirements of the program focus on a certified alcoholevaluation, treatment follow up, random alcohol testing, etc. The supervisionperiod is for 12 months. If successful, defendants have their DWI chargesreduced to DWAI or for very high BAC levels, a “no jail, no probation”outcome. 190 new participants were received in 2011, making the totalparticipants for this program 291.


COMPREHENSIVE VICTIM SERVICESVictimsofserious&violentComprehensive Victim ServicesCorrections has the mission ofproviding direct services andvictim advocacy for victims ofcrime. Through an ongoingsupportive relationship with aVictim Assistant, the client isassisted in acquiring knowledgeand services available to themthrough the Crime Victim's Boardand the Criminal Justice System.Clients are also made aware of...focuses on providingassistance to child-victims ofphysical and sexual abuse casesby reducing trauma andenhancing the prosecution ofsuch cases.
