Meeting with Salmonid Association <strong>of</strong> Eastern NLThe Committee met with Mr. Marvin Barnes and Mr. Scott Nightingale with the Salmonid Association <strong>of</strong>Eastern NL (SAEN). They conducted a power point presentation about the reintroduction <strong>of</strong> salmon tothe Rennies and Virginia Rivers, a copy <strong>of</strong> which is on file with the <strong>City</strong> Clerk’s Department.Specifically, reference was made to the remediation <strong>of</strong> Quidi Vidi Falls to increase water flow andenhance conditions for salmon spawning. The SAEN is in the process <strong>of</strong> raising funds for thedevelopment <strong>of</strong> a design concept for the remediation, estimated to be roughly $25,000. The following isput forth for the <strong>City</strong>’s consideration:• The SAEN has approached various organizations to cost-share funding toward the developmentand eventual construction <strong>of</strong> a fish way or fish ladder structure that will enable salmon to spawn.The <strong>City</strong> is also asked to consider funding assistance in this regard.• The SAEN also requests that the <strong>City</strong> assume ownership and maintenance <strong>of</strong> the structure once itis constructed.Following a question and answer period, the delegation was advised that staff would review the matterand further consult with the SAEN prior to taking further action.2. Sewer Use By-LawMs. Deanne Kincade, Manager <strong>of</strong> Riverhead Wastewater Treatment conducted a power point presentationdetailing the basis for development <strong>of</strong> the Sewer Use By-Law. Riverhead Facility staff in cooperationwith Environmental Services and the Legal Department have spent the past three years drafting the newby-law which has been developed with the purpose <strong>of</strong> regulating discharges to the storm water andsanitary sewer systems in the <strong>City</strong> <strong>of</strong> <strong>St</strong>. John’s and enforcing penalties for non-compliance. The LegalDepartment is currently pursuing changes to the <strong>City</strong> Act to incorporate the new by-law; and once thathas been finalized, a compliance <strong>of</strong>ficer will eventually be hired to implement enforcement.
