The agenda before the PABa) To review the status and progress <strong>of</strong> the implementation <strong>of</strong> the Mid-Day Meal(MOM) programmefor the State <strong>of</strong> West Bengal.b) To consider Annual Work Plan and Budget (AWP&B) <strong>2013</strong>-14 proposal <strong>of</strong> WestBengal for MOM Scheme.Secretary, Department <strong>of</strong> School Education and Literacy, <strong>Government</strong> <strong>of</strong> <strong>India</strong> welcomedthe members <strong>of</strong> PAB-<strong>MDM</strong> and other partiCipants. List <strong>of</strong> participants is annexed atAnnexure-I. The representatives <strong>of</strong> the State <strong>Government</strong> were asked to highlight theachievements in the implementation <strong>of</strong> the scheme during 2012-13, best practices followedin the State, constraints, if any, in the implementation <strong>of</strong> the programme and their proposalfor <strong>2013</strong>-142. West BengalShri Arnab Roy, Secretary, Department <strong>of</strong> School Education, Govt <strong>of</strong> West Bengal briefedthe PAB members on the highlights <strong>of</strong> the scheme and made a detailed presentation on theperformance <strong>of</strong> Mid Day Meal Scheme in the State and the initiatives taken by the State<strong>Government</strong> to improve its effectiveness and proposal for the next financial year.Representative <strong>of</strong> the two Monitoring Institutes also made a presentation on theperformance <strong>of</strong> the scheme based on the findings <strong>of</strong> 4th Half Yearly Monitoring Report(April2012- September 2012). Shri Gaya Prasad, Director(<strong>MDM</strong>), <strong>Government</strong> <strong>of</strong> <strong>India</strong> presentedan analysis <strong>of</strong> the performance <strong>of</strong> the implementation <strong>of</strong> Scheme in the State during the firstthree quarters <strong>of</strong> the year 2012-13 i.e. April to December, 2012. The salient features <strong>of</strong> thepresentationsare as follows:-1


i) Coverage <strong>of</strong> Institutions:The State has covered 67,975 primary schools, 13,605 upper primary schools, 311primary with upper primary schools and 945 NCLP schools against the PABapproval <strong>of</strong> 74,542 primary, 13,447 upper primary and 927 NCLP schoolsrespectively. The number <strong>of</strong> existing institutions is mentioned as 68,524 primary,14,650 upper primary, 311 primary with upper primary and 963 NCLP schools.The State has not covered 549 Primary, 1,045 Upper Primary institutions and 18NCLP under M OMS during the 2012-13. State has given reasons for non-coverageto those institutions due to lack <strong>of</strong> infrastructure and space constraint for construction·<strong>of</strong> kitchen cum store. AS(EE.I) advised the State to cover all eligible institutionsunder the Mid Oay Meal Scheme.ii) Coverage <strong>of</strong> Children:On an average 78,12,092 (91 %) children were covered at primary level against theenrolment 86,15,752; and 41,46,089 children (87%) were covered at upper primarystage against the enrolment <strong>of</strong> 47,54,049. The PAB-MOM 2012-13 had approvedcoverage <strong>of</strong> 77,82,000 for primary, 46,089 for NCLP and 38,45,600 children forUpper Primary stages during 2012-13. An analysis <strong>of</strong> the data shows that the Statehas covered 30,092 and 2,54,400 more children in primary and upper primary stagesrespectively.AS (EE.I) drew the attention <strong>of</strong> the State <strong>Government</strong> to the low coverage <strong>of</strong> thechildren at primary stage in Murshidabad, Birbhum, <strong>No</strong>rth 24 Parganas, Maida, EastMedinipur, Burdwan and Cooch Behar districts, where the percentage <strong>of</strong> lesscoverage <strong>of</strong> children ranges from 12.28% to 21.21 %. Similarly, low coverage <strong>of</strong>children at upper primary stage was also highlighted in the districts <strong>of</strong> Murshidabad,New Jalpaiguri, Cooch Behar, Nadia, Birbhum, East Medinipur, South 24 Parganas,<strong>No</strong>rth 24 Parganas, Burdwan and Kolkata where percentage <strong>of</strong> less coverage <strong>of</strong>children ranges from 11% to 41%. AS (EE.I) has also pointed out on the highprevalence <strong>of</strong> severe anemia among children especially among adolescent girls andunderweight children in these districts. He emphasized that efforts should be madeto cover all the children especially in these district under MOMS. He requested theState <strong>Government</strong> to look into the matter and advised to strengthen the monitoring2


mechanisms for proper implementation <strong>of</strong> MOMS in these districts, AS (EE.I) alsorequested the Monitoringlow coverage,Institutes to visit these districts to find out the reasons forSecretary, Gov!. <strong>of</strong> West Bengal has informed that Ayurvedic Doctors have beendeputed to do the health check-ups and height weight measurement <strong>of</strong> children. Hefurther assured to look into this aspect under intimation to the Department <strong>of</strong> SchoolEducation & Literacy.He further added that the coverage <strong>of</strong> children both in primaryand upper primary stages in Kolkata District has been improved in comparison to2011-12; the coverage <strong>of</strong> children in Kolkata District is 91% and 89% in primary andupper primary stages respectivelyduring the current year.iii)Daily MenuSecretary, Gov!. <strong>of</strong> West Bengal informed the PAB that almost all the schools aredisplaying the menu. Head teachers <strong>of</strong> the schools in consultation with otherteachers, SLMC and SHG members decide the menu on the basis <strong>of</strong> local palateand seasonal availability. <strong>No</strong>rmally, the menu consists <strong>of</strong> rice, dal, seasonalvegetables etc. Eggs are served once a week. The experts <strong>of</strong> <strong>India</strong>n Institute <strong>of</strong>Hotel Management (IIHM), Kolkata have suggested an ideal menu, which hasalready been sent to all schools for guidance.iv) <strong>No</strong>. <strong>of</strong> Working Days <strong>MDM</strong> served:The number <strong>of</strong> working days approved is 163 school days for implementation <strong>of</strong>MOM in the State upto the 3 rdquarter for both the primary and upper primary stages.Against which State <strong>Government</strong> has served MOM for 133 days at primary and 128days in upper primary levels which is 84% and 81% against PAB approval forprimary and upper primary stages respectively.AS (EE.I) pointed out that the Monitoring Institute has reported that <strong>MDM</strong> is notbeing served on Saturdays in few places <strong>of</strong> visited districts. He emphasized that theauthorities should ensure serving <strong>of</strong> MOM on Saturdaysalso.Secretary, Gov!. <strong>of</strong> West Bengal informed the PAB that they are also aware aboutthis fact <strong>of</strong> non - serving <strong>of</strong> MOM on Saturdays in few Blocks and they are takingappropriateaction to resolve this issue.3


v) Lifting (availability) & Utilization <strong>of</strong> Food grains: (01.04.12 to 31.12.12):The Central Gov!. has allocated full & final quantity <strong>of</strong> food grains in time to Statebased on the number <strong>of</strong> children and working days approved by PAB-<strong>MDM</strong> for theyear 2012-13. Considering that three-fourths <strong>of</strong> the year was over by 31.12.2012, thedistricts should have lifted at least 85% and utilized 75% <strong>of</strong> the allocated food grains.The State <strong>Government</strong>had 4337.9 MTs <strong>of</strong> opening balance as on 01.04.12 and haslifted 143351.95 MTs (46% <strong>of</strong> allocation) up to 31.12.12. The State has utilized about157316.24 MTs i.e. (50%<strong>of</strong> allocation) <strong>of</strong> food grains as on 31.12.2012 which isconsiderably less than the expected consumption. The analysis indicates that most<strong>of</strong> the districts have utilized below 60% <strong>of</strong> the allocated food grains up to 31.12.12;Nadia (36%), <strong>No</strong>rth 24 Parganas (37%), Kolkata (24%), Jalpaiguri (43%) andHowrah (44%) have reported less than 50% utilisation!In response to query raised by AS (EE.I), Secretary,Gov!. <strong>of</strong> West Bengal informedthat the quality <strong>of</strong> rice supplied by FCI has been satisfactoryduring this year.vi) Delay in release <strong>of</strong> Central Assistance at State LevelIt was observed from the information submitted by the State <strong>Government</strong> in theAnnual Work Plan & Budget <strong>2013</strong>-14 that there was a delay <strong>of</strong> 2-5 months in therelease <strong>of</strong> Central Assistance by the State <strong>No</strong>dal Department to the Districts.Although the information about release <strong>of</strong> funds from District to Block I School levelhas not at all mentioned in the Annual Plan <strong>of</strong> the State. The delay impacts thesmooth implementation<strong>of</strong> the scheme.Secretary (SE&L) advised the State <strong>Government</strong> to set up a monitoring mechanismto improve the situation and to ensure timely release <strong>of</strong> Central Assistance alongwith State <strong>Government</strong>'s share to the schools and implementing agencies.AS (EE.I) suggested that the State may follow the Andhra Pradesh <strong>Government</strong>'sGreen Channel Scheme under which, the schools are authorized to draw theirmonthly requirement <strong>of</strong> funds in advance for each month. <strong>Government</strong> <strong>of</strong> WestBengal may introduce the scheme in the State for making timely availability <strong>of</strong> fundsto schools. Secretary, Gov!. <strong>of</strong> West Bengal mentioned that appropriate steps wouldbe taken to release the funds in a timely manner for smooth functioning <strong>of</strong> thescheme.4


vii) Utilization <strong>of</strong> Cooking Cost (Primary and Upper primary) :An analysis <strong>of</strong> the utilization <strong>of</strong> cooking cost during 2012-13 shows that State hasutilized Rs. 51976.76 lakhs i.e. 52% against the allocation <strong>of</strong> Rs. 100229.81 lakhs.Less than 50% utilization has been reported in the districts like Cooch Bihar (34%),Kolkata (37%), <strong>No</strong>rth 24 Parganas (39%), Dakhin Dinajpur (40%) and Maida (46%).These districts have also not served expected meals to enrolled children, which hasresulted poor coverage <strong>of</strong> the children and poor utilization <strong>of</strong> cooking cost.AS (EE.I) suggested this aspect needs to be monitored rigorously as cooking cost iscritical to nutritious meal. AS (EE.I) has advised that State representatives shouldprovide other food items like banana, milk, egg to the children more than once aweek and utilize the cooking cost fully. Secretary, Govt. <strong>of</strong> West Bengal assured thePAB to take appropriateaction in the matter.viii) Engagement <strong>of</strong> Cook-cum-Helpers:2,32,142 no. (93%) <strong>of</strong> Cook-cum-Helpers were engaged by the State during 2012-13against PAB-<strong>MDM</strong>'s approval <strong>of</strong> 2,48,799. An analysis <strong>of</strong> the utilization <strong>of</strong> funds forhonorarium to CCH during 2012-13 shows that State has utilized Rs.15357.98 lakhsi.e. 62% funds against the allocation <strong>of</strong> Rs. 24879.90 lakhs. The district wiseanalysis indicates that most <strong>of</strong> the Districts have utilized more than 50% <strong>of</strong> theallocated fund. However, below 50% fund utilization has been observed in thedistricts like Kolkata (24%), Maida (47%) and Murshidabad (48%). Poor utilization <strong>of</strong>funds reflects the fact that there is a considerable delay in release <strong>of</strong> honorarium tocook cum helpers. Secretary, Govt. <strong>of</strong> West Bengal admitted that Irregular paymentto the cook cum helpers has been a major area <strong>of</strong> concern for the State<strong>Government</strong>.Director (<strong>MDM</strong>), Govt. <strong>of</strong> <strong>India</strong> suggested that the State should develop a system forensuring timely payment <strong>of</strong> honorarium to the Cook-cum-Helpers who are fromeconomically weaker and disadvantaged sections <strong>of</strong> the society. He added thatpayment may be made to them through bank accounts <strong>of</strong> the cook-cum-helpers.5


ix) Utilization <strong>of</strong> Transportation Assistance:The central assistance towards transport cost is Rs. 2321.09 Lakhs for financial year2012-13. The transportation rate was Rs. 750 per MT during this period. The State<strong>Government</strong> has shown expenditure <strong>of</strong> Rs. 638.03 lakhs (27%) by end <strong>of</strong> the3 quarters.Secretary, (SE&L) asked the State <strong>Government</strong> about reasons for low utilization <strong>of</strong>Transport Assistance. Secretary, Gov!. <strong>of</strong> West Bengal replied that the transportingagencies are not submitting the bills within time and as a result <strong>of</strong> which, theutilization is low. He also added that doorstep delivery <strong>of</strong> food grains is not beingdone in the case <strong>of</strong> certain schools. Secretary (SE&L) advised the State <strong>Government</strong>to take necessary steps and ensure delivery <strong>of</strong> foodgrains at the doorstep <strong>of</strong> theschools.x) Utilization <strong>of</strong> MME:Allocation for MME fund for financial year 2012-13 was Rs.1988.84Lakhs. The StateGovernrnent has incurred an expenditure <strong>of</strong> Rs. 1045.67 lakhs i.e. 53% by end <strong>of</strong> the3'd quarter, which is lower than the expected expenditure. As per the State's AWP&B<strong>2013</strong>-14, only 38% schools have been inspected during this period.AS (EE.I) reflected that poor utilization <strong>of</strong> MME fund depicts poor rnonitoring <strong>of</strong> thescheme. He suggested that State <strong>Government</strong> may engage some expertipr<strong>of</strong>essional institutes for better evaluation, monitpring and implementation <strong>of</strong> thescheme. He also suggested to engage manpower at the District and Block level forsmooth functioning<strong>of</strong> data entry work for the MOM MIS web portal.State has presented a detail MME plan <strong>of</strong> Rs. 27.01 Crore for the year <strong>2013</strong>-14,which is beyond the admissible limit <strong>of</strong> 1.8%. PAS-MOM advised the State toprioritize activitiesand utilize funds within the approved limit <strong>of</strong> 1.8% for the MME.xi) Construction <strong>of</strong> Kitchen-cum-stores :Central assistance <strong>of</strong> Rs.66124.94 Lakhs has been released for construction <strong>of</strong>Kitchen-cum-Stores for 68,185 schools during 2006 -07 to 2012-13. Out <strong>of</strong> 68,185kitchen-cum-stores sanctioned till December 2012, 50713 kitchen-cum-stores havebeen constructed and 11,751 kitchen-cum-stores are in progress. The State6


<strong>Government</strong> has not yet started any construction work for kitchen-cum-stores in5,722 schools. Total expenditure incurred is Rs. 60346.75 lakhs i.e. 91% <strong>of</strong> theallocated expenditure.It has also been mentioned by the State Govt. that they have already submitted theproposal for construction <strong>of</strong> 13,129 kitchen cum stores for Sishu Shiksha Kendras(SSK) and Madhyamik Shiksha Kendras (MSK). Director(<strong>MDM</strong>), MHRD enquiredfrom the State <strong>Government</strong> whether these types <strong>of</strong> schools are Govt. aided or notand mentioned that kitchen-cum-stores have been sanctioned for all the eligibleschools in the State. Secretary, Govt. <strong>of</strong> West Bengal informed that the erstwhileEGS centres run under the name <strong>of</strong> SSK and MSK have been formalized into primaryand upper primary schools respectively. He added that a Cabinet decision has beentaken to this effect Accordingly, 16100 SSK (primary) and 1920 MSK (upper primary)will be recognized by the West Bengal Board <strong>of</strong> Primary Education and West BengalBoard <strong>of</strong> Secondary Education respectively. Secretary, Govt. <strong>of</strong> West Bengal statedthat these institutions are under the administrative control <strong>of</strong> Panchayat and RuralDevelopment Department. Secretary (SE&L) stated that the matter will be examinedseparately by <strong>Government</strong> <strong>of</strong> <strong>India</strong>.Secretary, Govt <strong>of</strong> West Bengal reflected that few dining halls have already beenconstructed in convergence with other scheme. AS (EE.I) suggested that the MPLAD funds may be used for this purpose. In this connection Monitoring Institute <strong>of</strong>Visva Bharati reflected that taking <strong>of</strong> food by the children is a major problem isschools where enrolment is high. He also suggested that additional rooms can beconstructedfor this purpose.xii) Procurement <strong>of</strong> Kitchen DevicesCentral assistance <strong>of</strong> Rs. 6212.75 lakh has been released to <strong>Government</strong> <strong>of</strong> WestBengal towards procurement <strong>of</strong> kitchen devices for 1,24,255 schools during 2006-07to 2012-13. The analysis <strong>of</strong> the data indicates that the State has procured kitchendevices for 89,914 schools so far, which is 72% and utilized Rs. 4495.7 lakh (72%).Director(<strong>MDM</strong>), MHRD informed that 941 units <strong>of</strong> new kitchen devices and 33400units for replacement have been sanctioned by GOI in the month <strong>of</strong> March, <strong>2013</strong>.PAB-<strong>MDM</strong> ratified the decision <strong>of</strong> the Secretary(SE&L) to approve replacement <strong>of</strong>kitchen devices sanctioned in the year 2006-07.7


PAB-MOM approved kitchen devices in 6533 schools sanctioned in year 2006-07 tobe replaced during <strong>2013</strong>-14.xiii)Inspections:As per the information provided by the State <strong>Government</strong>, out <strong>of</strong> 84,448 number <strong>of</strong>schools 31,865 schools (46%) have been inspected which is quite low. AS(EE.I)suggested to utilize MME fund in proper manner for better monitoring<strong>of</strong> the scheme.Secretary, Govt. <strong>of</strong> West Bengal clarified that due to Insufficient ManagementStructure the monitoring is not up to the mark. He also added that the communityparticipation is not adequate in all the schools. The State School EducationDepartment has engaged five reputed Experts I Agencies for better monitoring andevaluation <strong>of</strong> the scheme.xiv) Findings <strong>of</strong> the Monitoring Institutes:The findings <strong>of</strong> the Visva Bharati University, Monitoring Institute for the Statecontained in the 4th Report for the period 01.04.2012 to 30th September, 2012 forPurba Medinipur, Paschim Medinipur and South 24 Districts were discussed and theState was requested to take immediateaction on areas <strong>of</strong> concern, such as:i) Irregular supply <strong>of</strong> rice for <strong>MDM</strong> .. ii) Delay in providing cooking cost fund to schoolsiii) Irregular payment <strong>of</strong> cooks I helpers which is hampering the <strong>MDM</strong> Schemeiv) Involvement <strong>of</strong> too many SHGs in a particular school.v) <strong>MDM</strong> was not served in few schools <strong>of</strong> all these three districts on Saturdaysas per the instruction<strong>of</strong> Local Authority.vi) Too many responsibilities I activities are being periormed by Headmastersaffecting their regular duties.vii) There are differences in attendance <strong>of</strong> students & students consuming the<strong>MDM</strong>.viii) Excess use <strong>of</strong> fire wood in most <strong>of</strong> the places for MOM.ix) Community participation is not up to the mark.8


xvi) Coverage under School Health Programme:25,684 schools (30%) <strong>of</strong> the total schools were covered under School HealthProgramme (SHP). Health checkup was carried out for 30,26,290 children (23%)9,51,735 children (7%) were given deworming tablets, 7,32,428 children (5%) weregiven Iron and folic acid, 17,44,830 children (13%) were given Vitamin 'A' tablets.Spectacles were provided to 18,230 children.AS(EE.I) expressed that the coverage <strong>of</strong> School Health Programme is notsatisfactory and appropriate action should be taken for successful implementation <strong>of</strong>this programme to complement the benefits <strong>of</strong> MOMS. The State Gov!. was furtheradvised that efforts should be made to converge with % Health for effectivlOimplementation <strong>of</strong> SHP. He also added that the State <strong>Government</strong> may link withreputed institutes for height weight measurement<strong>of</strong> the children on a pilot basis.xvii) Score Card/Performance Report :The overall analysis <strong>of</strong> the performance <strong>of</strong> scheme upto 3'd quarter has been done.A score'card on each <strong>of</strong> the components <strong>of</strong> the scheme is as under:-Institution 9.4dren 8.98.2Working Days6.5Monthly Data E Fund Flow 5.0Payment to Fel 9.55.27.2Secretary (SE&L) advised the State Gov!. to take necessary action to improve theperformance <strong>of</strong> the scheme on above indicators viz. coverage <strong>of</strong> children, timelyrelease <strong>of</strong> funds, utilization <strong>of</strong> cooking cost, delivery <strong>of</strong> foodgrains to the doorstep <strong>of</strong>the schools, payment <strong>of</strong> transportation cost to lifting agencies, School Health10


Programme and inspection and regular monitoring by State <strong>of</strong>ficials. He furtheradvised that a mechanism should be developed to ensure timely payment to cookcum-helpersxviii) Best Practices reflected by the State <strong>Government</strong>The representative <strong>of</strong> the State <strong>Government</strong> informed that following best practicesbeing followed in the State to improve the effectiveness <strong>of</strong> the Mid Day MealScheme:i) Solar Energy harnessing equipment is used for heating water, which is used forcooking MOM and other purposes in Vidyasagar G.S.F.P. Vidyalaya underTaherpur in Nadia district State is exploring replication <strong>of</strong> the model inconsultation with the WBREOA and WBGEOC. 100 schools are being coveredin the SunderbanAreas.ii) Many schools in different districts grow vegetables in the kitchen gardens <strong>of</strong> theschools and utilize the vegetables in MOM. This kitchen garden initiative isbeing taken up in convergencewith MGNREGA.iii) In some places the community people, members <strong>of</strong> concerned VillageEducation Committees I Managing committee contribute fund to purchase theadditional requirement <strong>of</strong> kitchen devices.iv) All children are served food by making them sit in rows irrespective <strong>of</strong> casteand creed.v) System <strong>of</strong> harvesting rain water is being practiced in some schools.vi) In some schools <strong>of</strong> Purba Medinipur district, the community members <strong>of</strong>tencontribute their agriculturalproduce to this programme.3. PAB-<strong>MDM</strong> Approval for FY <strong>2013</strong>-14:Based on the achievement during 2012-13, the PAB-MOM approved the followingnumber <strong>of</strong> children, number <strong>of</strong> school days etc. for quantifyingthe Central assistancefor State <strong>of</strong> West Bengal for <strong>2013</strong>-14:-11

In theevent <strong>of</strong> State Govt. finds that the average number <strong>of</strong> children availing mid daymeal and the working days are more than the above approved figures, it mayapproach the GOI at any time with evidence for additional Central Assistance.This should be clarified to all the field functionaries, so as to enable all theeligible institutions to ensure that every student attending the eligible schools is12


fed on all school working days irrespective <strong>of</strong> the above approvals. They shouldsubmit their proposal for enhancing the resources, for MOMS if needed, to theirhigher authority.The additional proposal for drought affected districts, for construction <strong>of</strong>Kitchen-cum-Stores, procurement <strong>of</strong> Kitchen devices and LPG, if any, shouldalso be submitted with full justification for taking the approval <strong>of</strong> the competentauthority for additional Central Assistance as per MOM guidelines.The Central Assistance for West Bengal for Financial Year <strong>2013</strong>-14 has beenworked out on the basis <strong>of</strong> above mentioned number <strong>of</strong> children and number <strong>of</strong>working days as approvedby the PAB-MOM which is enclosed as Annexure-II.13
