1.3 Process of <strong>Plan</strong> Formulation.The implementation of the <strong>Programme</strong> is being ensured by the VEC, PTA,MTA association <strong>and</strong> school management committees headed by the EducationOfficer(DP) including representatives of the Health Department <strong>and</strong> nutritionexperts/dieticians from the premier hospitals. 2. Description <strong>and</strong> assessment of the programme implemented in the currentyear(2011-12) <strong>and</strong> proposal for next year (<strong>2012</strong>-<strong>13</strong>) with reference to:2.1 Regularity <strong>and</strong> wholesomeness of mid day meals served to children;reasons for programme interruptions, if any <strong>and</strong> planning to minimisethem.The U.T. of Dadra <strong>and</strong> Nagar Haveli Administration, <strong>Mid</strong> <strong>Day</strong> <strong>Meal</strong>s havebeen served regularly to Primary <strong>and</strong> Upper Primary children as per thecooking menu decided by the VEC/PTA/MTA committees. The District Levelmonitoring Committees also visits <strong>Mid</strong> <strong>Day</strong> <strong>Meal</strong> centres to ensure goodquality of food.As an implementing authority, the Chief Executive Officer,Education Officer, A.E. Officers <strong>and</strong> BRCs /CRCs regularly visit all the MDMcentres. All children are served <strong>Mid</strong> <strong>Day</strong> <strong>Meal</strong>s regularly in all Govt. AndGovt. Aided primary <strong>and</strong> upper primary schools. The hot cooked meals areprepared by engaging cook/helpers on Daily Wages basis every day for regularcooking process. There is no interruption to the scheme at any time. F.C.I riceis stored at Central Primary School <strong>and</strong> distributed thereafter as perrequirements.2.2 Coverage of children of NCLP schools as per upper primary norm. NCLPschools are primary schools but eligible for benefit as per upper primarynorm.There are no NCLP schools in UT of Dadra & Nagar Haveli.2.3 Foodgrains management, including adequacy of allocation, timeliness oflifting,transportation <strong>and</strong> distribution, <strong>and</strong> suitability of storage atdifferent levels. Challengesfaced <strong>and</strong> plan to overcome them.The foodgrains are allocated through FCI by the concern Ministry of HRD,New Delhi which is lifted from FCI Depots through approved rate of transportagency <strong>and</strong> distributed to the schools as per their monthly requirement everymonth smoothly. The storage facilities of the foodgrains are made at schoollevel <strong>and</strong> centre level. Each school has been storing the foodgrains incontainers provided by the department after necessary cleanliness. Thetransportation is carried out by private transport agency <strong>and</strong> is monitored by thesupervisor (MDM) or Education Officer(DP). He lifts the foodgrains on time<strong>and</strong> distributes to all MDM centres as per their requirement. The FCI has raisedbill for payment of foodgrains to the department <strong>and</strong> department has paid allbills to FCI Vadodara.


2.4 System for payment of cost of foodgrains to FCI. Status of pending bills ofFCI of theprevious year.No pending bills for the payment of Foodgrains to FCI for the previous year.2.5 System for release of funds provided under MDM (Central <strong>and</strong> State).Please indicatethe dates when the fund was released to State Authority /Directorate / District / Block/ Gram Panchayat <strong>and</strong> finally to the CookingAgency / School.The Ministry of Human Resource Development, Department of SchoolEducation <strong>and</strong> Literacy, <strong>Mid</strong>-<strong>Day</strong> <strong>Meal</strong> Division, New Delhi has released fundswith the presidential sanction <strong>and</strong> authority letter by the concern PAO ofMHRD, the U.T. Administration sanctions the grant-in-aid to DistrictPanchayat U.T. 2.6 Submission of Information in M<strong>and</strong>atory Table (AT-24).Table – AT 24 is enclosed herewith.2.7 System <strong>and</strong> mode of payment of honorarium to cook-cum-helpers <strong>and</strong>implementing agencies viz. NGOs / SHGs / trust / centralized kitchens etc.The Administration of U.T. has employed Cook-cum-helpers on daily wagesbasis. Monthly payment made on half day basis as per attendance sheet ofcook-cum –helper. Payment made regularly Rs. 750/- Central share <strong>and</strong> Rs.250 U.T. Share as per norms. The Primary Education Department underDistrict Panchayat is doing the procurement for supply of grocery <strong>and</strong>vegetables <strong>and</strong> payment to cooks/helpers <strong>and</strong> kitchen devices <strong>and</strong> gascylinders. The department has made payment to cook/helpers in monthly as perattendance sheet of cook-cum-helpers regularly.2.8 System for procuring cooking ingredients (pulses, vegetables includingleafy ones,salt, condiments, oil <strong>and</strong> fuel etc.), Commodities, which arecentrally purchased <strong>and</strong> supplied to schools or locally purchased at schoollevel.The cooking ingredients are procured by calling open short tender noticepublished through National newspapers as well as local newspapers for theperiod of a year <strong>and</strong> thereafter finalization. The Primary Education Departmenthas implementing agency invited tenders <strong>and</strong> quotations <strong>and</strong> whose lowestrates approved are given supply order thus procuring the pulses, ingredients, oil<strong>and</strong> misc. Items <strong>and</strong> sent to school. Vegetables are everyday procured fromopen market by the locally at school level.The implementation of the programme is being ensured by the PrimaryEducation Department under District Panchayat as well as the VEC,NTA/PTA/Gram Panchayat bodies <strong>and</strong> school management committee headedby the District Education Officer, including representatives of HealthDepartment, <strong>and</strong> nutrition experts/dieticians from the premier hospitals.2.9 System for cooking, serving <strong>and</strong> supervising mid day meals in the school<strong>and</strong> measures to prevent any untoward happening.570 Cook-cum Helpers are engaged for cooking food as per norms. Asthe Primary <strong>and</strong> Upper Primary are cooking the meals separately we require toengage about 43 more cooks. Before serving the hot cooked meals to the


students, the concern Head Master <strong>and</strong> Teachers check <strong>and</strong> verify the rawmaterials foodgrains <strong>and</strong> vegetables <strong>and</strong> same is certified that all food items areof good quality. Further, the concerned Head Master <strong>and</strong> Teachers supervisecleanliness <strong>and</strong> serving of meals to the students. In addition the prepared mealis tasted by the concerned teacher /H.M. to ensure that the food is safe <strong>and</strong> tobe consumed by students. Mothers of the students visit the schools <strong>and</strong> taste themeals <strong>and</strong> give their comments in a register maintained at school level.UT Administration is also supervising the serving of meals. The same isbeing carried out by District Level Committee, VEC, MTA/PTA, E.O.A.E.O.(DP).2.10 Procedure <strong>and</strong> status of construction of kitchen-cum-store.The Government of India MHRD, Deparment of School Education <strong>and</strong>Literacy MDM Division regarding revision of cost of construction of kitchencum-storeunder the National <strong>Programme</strong> of <strong>Mid</strong>-<strong>Day</strong> <strong>Meal</strong> has alreadyapproved for sharing contribution of 75.25 (Centre <strong>and</strong> UT). Accordingly,proposal is already approved by the UT Administration for UT share <strong>and</strong> forthe reasoning centre share <strong>and</strong> for the central share Ministry of HRD, MDMDivision has been intimated for release of Central Assistance for theconstruction of 100 kitchen-cum-store for the year 2011-12 but fund is notreleased. No construction of kitchen sheds in current year.2.11 Procedure of procurement of kitchen devices from (i) funds released underthe <strong>Mid</strong> <strong>Day</strong> <strong>Meal</strong> <strong>Programme</strong> (ii) other sources.Kitchen devices are procured as per the requirement received fromvarious MDM Centres, after observing codal formalities, the supplier directlydistributes to the concern schools as per their requirement. Generally, theMinistry allots limited amount for procurement of kitchen devices accordinglythe supply order is placed.We propose to provide kitchen devices to 86 Upper Primary schools Rs.11600/- per school total Rs. 10.00 lakhs.We propose to provide refrigerator systems to preserve green vegetablematerials in all the <strong>Mid</strong> <strong>Day</strong> Centres duing <strong>2012</strong>-<strong>13</strong> primary schools number ofschools 282 is Rs. 10000/- per piece. Total amount Rs. 28.20 lakhs.2.12 Capacity building <strong>and</strong> training conducted for different categories ofpersons involvedin the <strong>Mid</strong> <strong>Day</strong> <strong>Meal</strong> <strong>Programme</strong>.This is pertaining to Management Monitoring <strong>and</strong> Evaluation. Duringthe current year training programme for cooks/helpers was conducted at school


level. Training of cooks/helpers PTA/MTA <strong>and</strong> VEC members is proposed for<strong>2012</strong>-<strong>13</strong>.2.<strong>13</strong> Management Information System at School, Village / Gram Panchayat,Block, District<strong>and</strong> State level <strong>and</strong> its details.The Management <strong>and</strong> information system are not developed <strong>and</strong> datastatistics collected at school is sent through concerned Central Primary Schoolof Head Masters. The District Level, Head of Office, Department of PrimaryEducation (DP) through nodal officers in charge of the scheme is responsible.We propose to introduce SMS <strong>and</strong> MIS.2.14 Systems to ensure transparency, accountability <strong>and</strong> openness in all aspectsof programme implementation, including inter alia, foodgrainsmanagement, ingredients procurement, cooking <strong>and</strong> serving, appointmentof cooking staff, construction of kitchen-cum-store, <strong>and</strong> procurement ofcooking devices.All the schools have put detail information on notice boards in followingmanners:1. Foodgrains, Vegetables <strong>and</strong> other ingredients <strong>and</strong> utilized are displayed.2. No. Of students having meals.3. No. Of cooks engaged.4. The name <strong>and</strong> phone numbers of suppliers of vegetables <strong>and</strong> otheringredients.5. Quantity of foodgrains, pulses <strong>and</strong> vegetables <strong>and</strong> their nutritutive value perchild per day.The Notice Board of Education Section of District Panchayat displaysinformation regarding appointment of cooking staff. Any VEC memberwho desires to get information regarding kitchen shed construction <strong>and</strong>procurement of devices can get the same form Education section ofDistrict Panchayat.2.15 Measures taken to rectify:a) Inter-district low <strong>and</strong> uneven utilization of food grains <strong>and</strong> cooking cost.There is not district mismatch in utilization of foodgrains <strong>and</strong> cookingcost.b) Intra-district mismatch in utilization of food grains <strong>and</strong> cooking cost.There is no mismatch in intra-district of utilization of foodgrains Intradistrictutilized foodgrains according to enrolment <strong>and</strong> no. Of workingdays etc.


c) Delay in delivering cooking cost at school level.There is no delay in delivering cooking cost at school level. It is donewithin the time.2.16 Details of Evaluation studies conducted by State/UTs <strong>and</strong> summary of itsfindings.Local Mahila M<strong>and</strong>al body/Parents are involved in evaluation process todetermine the low utilization of foodgrains <strong>and</strong> st<strong>and</strong>ard of meals at schoollevel. Children are happy with the meals served. For external evaluation somenutrition experts are engaged to monitor the efficiency of programme. Food<strong>and</strong> Nutrition Board, Silvassa inspected the schools <strong>and</strong> gave the report thatmeal is served as per the nutritive value as shown in the guideline.2.17 Brief write up on best practices followed in the State.In all the schools where <strong>Mid</strong> <strong>Day</strong> <strong>Meal</strong>s is served children of all thecastes <strong>and</strong> communities sit together <strong>and</strong> have meals in spirit of camaraderiewithout any feeling of resentment towards one another. All the children washh<strong>and</strong>s <strong>and</strong> say prayers before meals. The children wash their plates. In all theschools teachers are actively in the supervision of meals <strong>and</strong> a visitors books ismaintained <strong>and</strong> opinions of PTA/MTA <strong>and</strong> VEC members are recordedregarding <strong>Mid</strong> <strong>Day</strong> <strong>Meal</strong>s scheme.2.18 Instances of unhygienic food served, children falling ill, sub-st<strong>and</strong>ardsupplies,diversion/misuse of resources, social discrimination <strong>and</strong> safetymeasures adopted to avoid recurrence of such incidents.There is no instance of unhygienic food served neither any instance of childrenfalling ill. The concerned teacher/head master checks the food items supplied.List of br<strong>and</strong>s of the food items is given to them by the Department. Theycheck the br<strong>and</strong> <strong>and</strong> the expiry date before accepting the food items. There isno diversion neither misuse of resources reported so far. In this UT there doesnot exist social discriminations. All the children belonging to different caste<strong>and</strong> communities sit together in a spirit of camaraderie <strong>and</strong> have meals.We have built a Redressal Mechanism System in the Educaiton Sectionof District Panchayat. The concerned teacher calls the E.O.(DP), the CEO(DP)<strong>and</strong> the supervisor for any problem regarding implementation of the scheme.The issue is immediately resovled.


2.19 Extent of involvement of NGOs <strong>and</strong> Civic Body Organizations(CBOs)/PRIs in the implementation <strong>and</strong> monitoring of the Scheme.No NGOs <strong>and</strong> Civil Body Organization (CBOs) PDIs involved in thescheme. We propose to involve retired officials in monitoring the scheme.2.20 Status of School Health <strong>Programme</strong> with special focus on provision ofmicronutrients,Vitamin-A, de-worming medicine, Iron <strong>and</strong> Folic acid,Zinc, distribution of spectacles to children with refractive error <strong>and</strong>recording of height, weight etc.The Health Department has inspected 101 schools <strong>and</strong> 23,308 studentsupto December 2011. The remaining children will be examined by March<strong>2012</strong>. All the children are administered deworming medicines <strong>and</strong> iron tablets.Height <strong>and</strong> weight are recorded during the inspection by doctors <strong>and</strong> also byteachers every quarterly. Teachers are trained by the Health Department tocheck the vision of the children. Those found with vision deficiencies are takento the nearest Primary Health Centre for further examination <strong>and</strong> treatment.The Dentist inspects all the schools, examines teeth of the students <strong>and</strong> alsodemonstrates the proper way of brushing teeth <strong>and</strong> guides in tooth care.We propose to have Van based dental checkup so that treatment can beadministered in the school.2.21 Present monitoring structure at various levels. Strategy for establishmentof monitoring cell at various levels viz. Block, District <strong>and</strong> State level foreffective monitoring of the scheme.There are Monitoring Committees at UT/District levels for effectivemonitoring of the <strong>Mid</strong>-<strong>Day</strong> <strong>Meal</strong>s scheme. The members of this committeevisit schools as per the weekly schedule. The PTA/MTA/VEC members alsovisit the schools <strong>and</strong> monitor the meals <strong>and</strong> record their observationsuggestions in a register maintained at school levelA. 2.22 Steps taken to strengthen the monitoring mechanism in the Block, District<strong>and</strong> Statelevel <strong>and</strong> status of constitution of SMCs at these levels. Status offormation on SchoolManagement Committee at village / school / cookingagency level in the light of Rightto Education Act, 2009.There is a District Level Monitoring Cum Steering Committee <strong>and</strong> theVillage monitoring Committee were constituted. Meetings of these Committeeshave been held <strong>and</strong> the members have been visiting schools <strong>and</strong> monitoring theMDM Scheme. Village Education Committee constituted in 11 Pateladsparticipating Gram Panchayat sarpanches <strong>and</strong> Gram Panchayat members,District Panchayat members who ground level supervised their jurisdictionunder MDM Scheme. District level, District Education Committee constitutedwith participation of Hon. Collector as a Chairman <strong>and</strong> other officers asmembers are nominated for steering-cum-monitoring & Evaluation of thescheme. They check the food prepared <strong>and</strong> record their opinion/suggestions ina register maintained at school level.2.23 Arrangement for official inspections to MDM centres <strong>and</strong> percentage ofschools inspected <strong>and</strong> summary of findings <strong>and</strong> remedial measures.The concerned A.E.O. (DP) <strong>and</strong> EO(Academic) inspected all the schoolsmonthly <strong>and</strong> submit the report. In all the schools MDM is regularly served. Thefood items supplied is of best quality. The meals are well prepared. Cleanliness<strong>and</strong> hygiene is maintained in the kitchen. The foodgrains <strong>and</strong> other ingredientsare stored properly. Vegetables <strong>and</strong> other ingredients are supplied on time. InGovernment schools <strong>and</strong> Govt. Aided schools almost all students have takenmeals under MDM.The President(DP) / Vice President(DP) <strong>and</strong> the CEO(DP), EO(DP) visitthe schools frequently to monitor the programme <strong>and</strong> ensure good quality food.The Food <strong>and</strong> Nutrition Officer (Health Department) also visit schools to checkthe quality of food served.2.24 Feedback/comments in respect of report of Monitoring Institutionsdesignated for your State/UTs to monitor implementation of MDM <strong>and</strong>action taken thereon.PTA/MTA <strong>and</strong> VEC members visit MDM centre <strong>and</strong> after checking thefood cooked at the centre express their satisfaction regarding the cookedmeals.


2.25 Grievance Redressal Mechanism if any, used by the States / UTs. Details ofcomplaints received, nature of complaints <strong>and</strong> time schedule for disposalof complaints.The UT has established a Grievance Redressal System at district level inthe office of the Education Officer(DP), Silvassa, schools are instructed tocontact the CEO/EO(DP)/A.O.(DP) <strong>and</strong> AEO(DP) for redressal of grievanceswhich are immediately attended to <strong>and</strong> issues resolved.2.26 Media campaign, if any.The implementation of the MDM Scheme in various schools of UT ispublished in local media newspapers like Hotline, Jansansar, Divyabhaskar etc.by publishing the photos of meals served under MDM .2.27 Overall assessment of the manner in which implementation of theprogramme is contributing to the programme objectives <strong>and</strong> an analysis ofstrengths <strong>and</strong> weaknesses of the programme implementation.There has been increae in enrolment <strong>and</strong> retention. Nutritional status ofthe students has improved. There has been increase in height <strong>and</strong> weitht.Academic performance has improved. <strong>Meal</strong>s have been served regularlywithout any laps. Monitoring is being done at all levels. There is no complaintwhatsoever. All the schools have been serving the hot cooked meals to all thestudents under the scheme.In some schools the timing of serving meals is changed.The UT of Dadra <strong>and</strong> Nagar Haveli will have common working days forPrimary <strong>and</strong> Upper Primary schools. 220 working days <strong>and</strong> 127 non workingday. Funds released form UT Fund is paid for cooking cost to avoid delay.************************
