2.4 System for payment of cost of foodgrains to FCI. Status of pending bills ofFCI of theprevious year.No pending bills for the payment of Foodgrains to FCI for the previous year.2.5 System for release of funds provided under MDM (Central and State).Please indicatethe dates when the fund was released to State Authority /Directorate / District / Block/ Gram Panchayat and finally to the CookingAgency / School.The Ministry of Human Resource Development, Department of SchoolEducation and Literacy, Mid-Day Meal Division, New Delhi has released fundswith the presidential sanction and authority letter by the concern PAO ofMHRD, the U.T. Administration sanctions the grant-in-aid to DistrictPanchayat U.T. 2.6 Submission of Information in Mandatory Table (AT-24).Table – AT 24 is enclosed herewith.2.7 System and mode of payment of honorarium to cook-cum-helpers andimplementing agencies viz. NGOs / SHGs / trust / centralized kitchens etc.The Administration of U.T. has employed Cook-cum-helpers on daily wagesbasis. Monthly payment made on half day basis as per attendance sheet ofcook-cum –helper. Payment made regularly Rs. 750/- Central share and Rs.250 U.T. Share as per norms. The Primary Education Department underDistrict Panchayat is doing the procurement for supply of grocery andvegetables and payment to cooks/helpers and kitchen devices and gascylinders. The department has made payment to cook/helpers in monthly as perattendance sheet of cook-cum-helpers regularly.2.8 System for procuring cooking ingredients (pulses, vegetables includingleafy ones,salt, condiments, oil and fuel etc.), Commodities, which arecentrally purchased and supplied to schools or locally purchased at schoollevel.The cooking ingredients are procured by calling open short tender noticepublished through National newspapers as well as local newspapers for theperiod of a year and thereafter finalization. The Primary Education Departmenthas implementing agency invited tenders and quotations and whose lowestrates approved are given supply order thus procuring the pulses, ingredients, oiland misc. Items and sent to school. Vegetables are everyday procured fromopen market by the locally at school level.The implementation of the programme is being ensured by the PrimaryEducation Department under District Panchayat as well as the VEC,NTA/PTA/Gram Panchayat bodies and school management committee headedby the District Education Officer, including representatives of HealthDepartment, and nutrition experts/dieticians from the premier hospitals.2.9 System for cooking, serving and supervising mid day meals in the schooland measures to prevent any untoward happening.570 Cook-cum Helpers are engaged for cooking food as per norms. Asthe Primary and Upper Primary are cooking the meals separately we require toengage about 43 more cooks. Before serving the hot cooked meals to the
