Part-A : General InformationIntroduction:1. Basic Information:The cooked food was served in all the Govt, Local Bodies, Govt Aided Primary Schools from15.08.2004. The scheme was extended to all middle schools also during the year 2008-09. Under thisscheme wheat & Rice are made available free of cost by Govt of India.It is essential to serve 100 gms cooked rice/wheat to the students of primary and 150 gms cookedrice/wheat to the students of middle classes. It is also essential to give 12 gms protein, 450 Caloriesfor primary classes and 20 gms protein and 700 calories for middle classes respectively.1.1 Coverage of Institutions (Financial Year -2012-13)S. Based on the information provided by the State Govt. in its AWP&B 2012-13, theperformance during 2012-13 (01.04.12 to 31.12.2012) was reviewed. All the districts have less than 10% of theallocated food grains as opening balance.2.2.2 Level of unspent balance as on 31.12.12: (Refer Table 3.2.2 of the Analysis Sheet).The State level closing balance as on 31.12.12 is 1862.37 MTs (3%) against the total allocation of60413.36 MTs. All the district have less than 10% unspent balance of food grains except Gurgaonwhere 19% of the allocated food grains were available as opening balance. This reflects thatadequate amount of food grains is not available as buffer stock in majority of the districts.2.2.3 Availability of Food grains: (01.04.12 to 31.12.12)Considering that three-fourth of the year was over by 31.12.2012, the districts should haveavailability of at least 80% of the food grains allocation. State level availability as on 31.12.12 was57%. (Refer Table 3.5 of the Analysis sheet).2.2.4 Utilization of food grains: (Refer Table 3.7 of the Analysis sheet)An analysis of the utilization of food grains during 2012-13 (Refer Table 3.7 of the Analysis Sheet)shows wide variations in inter-district food grain utilization. Considering that three-fourth of theyear was over by 31.12.2012 the State should have utilized 75% of the food grains allocation. Statelevel utilization was 54% as on 31.12.2012. 2.3 COOKING COST (PRIMARY + UPPER PRIMARY)2.3.1 Level of Opening balance as on 01.04.12:An analysis of the district wise opening balance of cooking cost as on 01.04.2012 shows, that theState had 13 % opening balance of allocation of cooking cost. (Refer Table 4.1.1 of the Analysis Sheet)2.3.2 Level of closing balance as on 31.12.12 :The State had closing balance of Rs. -25.63 crore (-<strong>14</strong> % of annual allocation) towards cooking costas on 31.12.12. (Refer Table 4.1.2 of the Analysis Sheet).2.3.3 Utilization of Cooking costConsidering that three-fourth of the year is over by 31.12.2012, the districts should have utilized atleast 75% of the allocation of cooking cost. Thereis a mismatch at State level in utilization of cooking cost (54%) and food grains (73%). The secondinstallment was issued is 23 January 2012, the scheme was implemented by the school teachers inthe districts of <strong>Haryana</strong> which was later reimbursed by the State Government.2.5 Cook-Cum-Helper (PRIMARY + UPPER PRIMARY):MDM-PAB has approved 37708 cook cum helper to be engaged during 2012-13 in the State,however the State has also engaged 30366 cook cum helper. The State has utilized 56% of theallocated funds for payment of honorarium to cook cum helper. (Refer Table – 6.2 of Analysis Sheet)2.6 Utilization of MME (Refer Table – 7.2 of Analysis Sheet)Against the allocation of Rs. 366.99 Lakh as Central Assistance towards MME funds the State hasutilized Rs. 157.83 (31%) lakh.2.7 Utilization of Transportation Assistance (Refer Table – 8.2 of Analysis Sheet)Against the allocation of Rs. 447.48 lakh as Central Assistance towards funds for TransportationAssistance the State has utilized Rs. 138.88 lakh.2.8 Construction of Kitchen-cum-Stortes (Reference Table -9.1.3 of Analysis Sheet)<strong>Haryana</strong> <strong>Appraisal</strong> <strong>Note</strong> PAB <strong>2013</strong>-<strong>14</strong> Page 9


Central assistance of Rs. 11710.63 lakh has been released for construction of 1<strong>14</strong>83 Kitchen-cum-Stores during 2006 -07 to 2011-12. In 2012-13 3822 kitchen cum store were approved by MDM PABbut the amount Rs. 5532.35 lakh for 3822 Units. IFD has not agreed to release the amount of Rs5532.35 lakhs and advised to complete the 4687 units for which sanction has already beengranted.Out of 1<strong>14</strong>83 kitchen-cum-stores sanctioned till 2011-12, 6832 (59%) Kitchen-cum-stores have beenconstructed and in progress. The State Government has not started any construction work forkitchen-cum-stores in 4651 schools.2.9 Procurement of Kitchen devices (Reference Table -9.2.3 of Analysis sheet)Central assistance of Rs. 765.25 Lakh has been released towards procurement of 15305 units ofkitchen devices during 2006-07 to 2012-13 State Government has procured all 15305 units of kitchendevices till December, 2012.3. Data Entry Status on the MIS Web PortalMinistry of HRD, MDM Division has developed web based monitoring system i.e. Web based MIS incollaboration with NIC and same has been successfully launched in which most of the States/UTshave completed annual data entry for the year 2012-13.3.1 Annual Data Entry:<strong>Haryana</strong> has almost completed entry of annual data and monthly data entry. Annual data for fewschools is still pending in the districts Bhiwani and Rohtak. Further the annual entry of NCLPschools and some of the EGS/ AIE centre (Bhatta Pathshala) is still pending. Release of funds:Rs.4547.95 lakh was released as adhoc grant by Govt. of India on 31/5/2012. The nodaldepartment at the State level received the fund after considerable delay of two and halfmonths from the State finance department. Similarly the balance amount of first installmentwhich was released by GOI on 03/08/2012 could reach the nodal department at State level on25/11/2012 again a delay of more than two and half months. The State nodal departmentreleases the funds to the district on the same day of receiving funds from State Financedepartment.5. School Management CommitteeSchool Management Committee has been formed in all Government, Government Aided andlocal body schools in <strong>Haryana</strong>.6. 6.1 Kurukshetra University :Findings of the Monitoring Institution for the period April to September, 2012District covered: Ambala, Jind, Rewari, Rohtak, YamunanagarMajor points of concern are as follows:A. MDM was not served in the following schools due to non availability of foodgrains‣ In GSSS, Radaur, Yaumnanagar <strong>Mid</strong> <strong>Day</strong> <strong>Meal</strong> was not served from 01 March 2012 to 30April 2012.‣ In GMS Arnouli, Yamunanagar mid meal was not served from 12 April 2012 to Till MIfield visit i.e. 21-05-2012‣ In GMS, Nayagoan <strong>Mid</strong> <strong>Day</strong> <strong>Meal</strong> was not served from 03 May 2012 to 21 May 2012‣ In GHS, Jaitpur, Rewari <strong>Mid</strong> <strong>Day</strong> <strong>Meal</strong> was not served from 13 December 2011 to 28February 2012.‣ In GGPS, Khol, Rewari <strong>Mid</strong> <strong>Day</strong> <strong>Meal</strong> was not served from 01 December 2011 to 10 May2012B.
