Thank you for allowing me to express our opinion regarding the installa-<br />

tion of smart meters by DTE in our area and other areas in the state of<br />

Michigan. My wife and I object to <strong>Smart</strong> <strong>Meters</strong> for various reasons such<br />

as privacy and health issues.<br />

The way I am constructing this letter to you with attached samples under<br />

each No. such as No. 0. No.1. No. 2. No. 3. No. 4.& No. 5.<br />

NO. 0 centers around the person who obtained the $83,828,878 to get the<br />

<strong>Smart</strong> Meter project going. That person is none other than Barack<br />

Hussein Obama who has very deep pockets indeed and has already<br />

spent all of the money via DTE and now is asking for more from OBAMA .<br />

It would be a big help if we could all print our own money like OBAMA.<br />

NO.l has 4 Pgs. and has all the good news about how the California<br />

CPUC Commissioners voted 4 to 0 on 2/1/12 to allow people to go back<br />

to their analog meters. California has a population of 37,253,956 and has<br />

53 Congressman or Congresswomen.<br />

NO. 2 records the efforts of John Holeton sending 9 documents to Mich.<br />

Attorney General Bill Schuette via E-mail.<br />

NO. 3 records a copy of MICH. HOUSE BILL No. 5411 introduced in the<br />

MICH. HOUSE OF REPRESENTATIVES on Feb. 16, 2012. The passage<br />

of this bill by the Mich. House of Reps. will give those of us who want<br />

no part of ELECTRONIC SOUP (RFS & EMF'S) a few feet from our heads<br />

outside while we try to sleep in our master bedroom every evening.<br />

"But most of the projects that are receiving grants involve the installation of what are known as<br />

smart meters - devices that will have a direct benefit for consumers who want to save money on<br />

their electric bills. For example, even as Florida Power & Light is bringing this solar plant online<br />

today, it also is deploying hundreds of thousands of these smart meters in people's homes<br />

throughout Florida. Much like the Recovery through Retrofit plan we launched last week to<br />

boost the weath-on and retrofit industry, these devices will help you greatly improve the<br />

Now, let me explain what's going on with these smart meters. <strong>Smart</strong> meters will allow you to<br />

actually monitor how much energy your f d y is using by the month, by the week, by the day,<br />

electricity use and your budget at the same time, dowing you to conserve electricity during<br />

times when prices are bighest, like hot summer days."<br />

We are deeply indebted to 60 people+, who testified before the<br />

vote and objected to the fees and leaving smart meters in our<br />

communities. Most described horrific health problems that<br />

have developed since the smart meters were installed,<br />

including heart problems, cancers, severe dizziness, severe<br />

weakness, inability to sleep and so on. They insisted that<br />

neighbors' meters bothered them too and that opting out, even<br />

if it could be afforded, would not allow them relief.<br />

Commissioners were not impressed, with one (Catherine<br />

Sandoval) even eating during their impassioned testimonies.<br />

She was chastised for this by an angry math teacher who was<br />

presenting. "Commissioner Sandoval, MUST YOU EAT during<br />

our presentations???" (reminiscent of Marie Antoinette ...)<br />

The Commissioners were oblivious to these pleas and noted<br />

that President Obama's top energy ambassador came to visit<br />

them two weeks ago to compliment the CPUC on the smart<br />

grid projects. Obviously, Obama is also oblivious to the<br />

suffering. He has compared updating the smart grid to landing<br />

man on the moon. I would compare it more to the start of the<br />

bubonic plague or a nuclear holocaust in slow motion.<br />

Yesterday, the CPUC passed the <strong>Smart</strong>Meter Opt Out proposal with no revisions. This means that if you<br />

still have your analog meter you will be required to pay PG&E $75 allegedly to install the analog meter and<br />

they will not give you a refund for the <strong>Smart</strong>Meter that you will never use. PG&E ratepayers have until<br />

May 1, 2012 to make their Opt Out decision. PG&E robocalls were going out yesterday within minutes of<br />

the CPUC decision.<br />

People can file complaints to the CPUC Consumers Affair Branch about the fees at this<br />

I believe that we, the ratepayers won this round. These fees will be challenged. The only reason the<br />

CPUC backed down on the forced <strong>Smart</strong>Meter installation is because they were challenged on the illegal<br />

forcing of microwave <strong>Smart</strong><strong>Meters</strong> onto our homes. The Obama Administration is so worried about people<br />

waking up regarding microwave exposure that he sent out lT CZAR Aneesh Chopra to lobby for the forced<br />

microwave exposure. We won't quit until the entire wireless mess grid is taken down and replaced with<br />

fiber optics. Is cancer really a fair price to pay for business as usual placing profits over health?<br />

Note: next door to the CPUC's public auditorium, the <strong>Smart</strong> Grid Deployment Plan Workshops (at the<br />

CPUC) were being held this week. Center for Electrosmog Prevention was one of two formal Parties there<br />

representing the smart meter concerns of Californians, with our attorney in attendance. Others there were<br />

the utilities entourage, including their representatives and suppliers. One item learned was that the smart<br />

grid does not operate as they thought it would, the bandwidth is too small to work the way they want it<br />

to, and they need $600 million more to fix that. Also that some of the equipment is not even totally<br />

understood but being deployed anyhow.<br />

Today the California Public Utilities Commission (CPUC) voted 4-0 to allow PG&E to charge customers $75<br />

initial fee and $10 a month for restoring or retaining their analog meter- or $10 initial fee and $5 a month<br />

for CARE customers. Commissioner Florio was notably absent for the vote.<br />

Everyone has paid for <strong>Smart</strong> <strong>Meters</strong> through rate hikes on our utility bills. So, if you still have the analog,<br />

not only do you not get a refund for the <strong>Smart</strong> Meter you will not use, but you have to pay to keep the<br />

analog meter you already have. Michael Peevey, who wrote the proposal justified the fees, calling it a<br />

"service".<br />

What about the people who asked, or had signs posted stating to not have a <strong>Smart</strong> Meter, but were forced<br />

to have them? What about banks of meters, neighbors meters, the saturation of our communities with<br />

pulsed radiation, no investigation on public health and environmental impacts, no investigation on smart<br />

meter fires or meters exploding ... not even a cost evaluation of the fees?!? The fees are arbitrary, punitive,<br />

unfair and amount to extortion. The fees also discriminate against people for medical reasons and are<br />

therefore illegal.<br />

For the millions of people who have been forced to have <strong>Smart</strong> <strong>Meters</strong> in California now you can legally<br />

have <strong>Smart</strong> <strong>Meters</strong> removed, and analogs restored. For those people who have seen outrageous billing<br />

increases, are offended by privacy infringement, or are so sickened from the radiation pulses, they are<br />

eager to have the analog meters back. The initial fees will be less to have PG&E restore the meters, than<br />

for you to buy an analog and hire an electrician. If you can afford it, take advantage of this opportunity,<br />

but be very careful if they require you to sign any paperwork. PG&E may try to use this opportunity to<br />

indemnify themselves of harm. To continue to pay $10 or $5 a month for a meter reader is another<br />

matter. You can deduct that portion of your bill in protest.<br />

For those on the delay list, or who still have analog meters, you will be receiving notice from PG&E to pay<br />

the fees, or else get a <strong>Smart</strong> Meter. Continue to refuse the <strong>Smart</strong> <strong>Meters</strong> and the fees and demand<br />

fairness. The opt out proceeding will be continued to evaluate cost and community wide opt-out.<br />

The <strong>Smart</strong> Meter is NOT a Replacement for the old analog meter! It is a NEW<br />

product with 2way communication, load limiting capabilities, remote monitoring,<br />

The <strong>Smart</strong> Meter poses a personal safety and liability risk. The consumers are not<br />

informed of this "New Product" and is being installed against the resident /<br />

consumers will and knowledge.These meters are not UL certified for safety,<br />

mounted on the primary side of the home before residents overload, and short<br />

circuit device, the electrical service.<br />

This puts the resident in direct personal harm from fire and financial burden of<br />

property loss - All without his willful consent!<br />

formal opinion and what action he will undertake and will not proceed upon to<br />

protect the residents and consumers, their 4th Amendment rights to privacy and<br />

consumer directly benefits from energy saving must be denied.

As more and more residents find out about this issue they become more concerned<br />

on why and how can our so called representatives sit idly by and watch corporations<br />

demand to limit our freedom,choices and even constitutional rights.<br />

Scientific consense states we must act by the precautionary Principle!<br />

The Precautionary principle or precautionary approach states that if an action or policy has a<br />

suspected risk of causing harm to the public or to the environment, in the absence of scientific<br />

consensus that the action or policy is harmful, the burden of vroof that it is not harmful falls on<br />

those taking the action.<br />

This principle allows policy makers to make discretionary decisions in situations where there is<br />

the possibility of harm from taking a particular course or making a certain decision when<br />

extensive scientific knowledge on the matter is lacking. The principle implies that there is a social<br />

responsibility to protect the public from exposure to harm, when scientific investigation has found<br />

a plausible risk. These protections can be relaxed only if further scientific findings emerge that<br />

provide sound evidence that no harm will result.<br />

THE PEOPLE OF THE STATE OF MICHIGAN ENACT:<br />

SEC. 10FF. (1) THE COMMISSION SHALL DO ALL OF THE FOLLOWING:<br />

(A) REQUIRE AN ELECTRIC UTILITY TO ALLOW A CUSTOMER TO DECLINE<br />

THE INSTALLATION OR USE OF AN ADVANCED METER.<br />

(B) REQUIRE AN ELECTRIC UTILITY, AT A CUSTOMER'S REQUEST, TO<br />

UNINSTALL ANY ADVANCED METER.<br />

(C) REQUIRE THAT AN ELECTRIC UTILITY DOES NOT GIVE ANY METER<br />

USE DATA FROM AN ADVANCED METER TO ANY PERSON OTHER THAN THE<br />

ELECTRIC UTILITY.<br />

(D) PROHIBIT AN ELECTRIC UTILITY FROM SHUTTING OFF SERVICE TO<br />

A CUSTOMER BASED ON ANY OF THE FOLLOWING REASONS:<br />

(i) THE AMOUNT OF ELECTRICITY THE CUSTOMER USES.<br />

(ii) THE CUSTOMER DECLINING THE INSTALLATION OR USE OF AN<br />

ADVANCED METER.<br />

(E) PROHIBIT AN ELECTRIC UTILITY FROM IMPOSING ANY<br />

Out of great concern for the health of our fellow human beings do we - as established physicians of all fields,<br />

especially that of environmental medicine - turn to the medical establishment and those in public health and<br />

political domains, as well as to the public.<br />

We have observed, in recent years, a dramatic rise in severe and chronic diseases among our patients,<br />

especially:<br />

Learning, concentration, and behavioural disorders (e.g. attention deficit disorder, ADD)<br />

Extreme fluctuations in blood pressure, ever harder to influence with medications<br />

Heart rhythm disorders<br />

Heart attacks and strokes among an increasingly younger population<br />

Braindegenerative diseases (e.g. Alzheimer-s) and epilepsy<br />

Cancerous afflictions: leukemia, brain tumors<br />

Moreover, we have observed an ever-increasing occurrence of various disorders, often<br />

misdiagnosed in patients as psychosomatic:

Headaches, migraines<br />

a Chronic exhaustion<br />

Inner agitation<br />

a Sleeplessness, daytime sleepiness<br />

Tinnitus<br />

Susceptibility to infection<br />

Nervous and connective tissue pains, for which the usual causes do not explain even the most<br />

conspicuous symptoms<br />

Since the living environment and lifestyles of our patients are familiar to us, we can see especially after<br />

carefully-directed inquiry a clear temporal and spatial correlation between the appearance of disease and<br />

exposure to pulsed high -frequency microwave radiation (HFMR), such as:<br />

Installation of a mobile telephone sending station in the near vicinity<br />

a Intensive mobile telephone use<br />

Installation of a digital cordless (DECT) telephone at home or in the neighbourhood<br />

We can no longer believe this to be purely coincidence, for:<br />

a Too often do we observe a marked concentration of particular illnesses in correspondingly HFMR-polluted<br />

areas or apartments;<br />

Too often does a long-term disease or affliction improve or disappear in a relatively short time after<br />

reduction or elimination of HFMR pollution in the patient's environment;<br />

a Too often are our observations confirmed by on-site measurements of HFMR of unusual intensity.<br />

On the basis of our daily experiences, we hold the current mobile communications technology (introduced in<br />

1992 and since then globally extensive) and cordless digital telephones (DECT standard) to be among the<br />

fundamental triggers for this fatal development. One can no longer evade these pulsed microwaves. They<br />

heighten the risk of already-present chemical/physical influences, stress the body's immune system, and<br />

can bring the body's still-functioning regulatory mechanisms to a halt. Pregnant women, children,<br />

adolescents, elderly and sick people are especially at risk.<br />

Our therapeutic efforts to restore health are becoming increasingly less effective: the unimpeded and<br />

continuous penetration of radiation into living and working areas particularly bedrooms, an essential place<br />

for relaxation, regeneration and healing causes uninterrupted stress and prevents the patient's thorough<br />

recovery.<br />

In the face of this disquieting development, we feel obliged to inform the public of our observations<br />

especially since hearing that the German courts regard any danger from mobile telephone radiation as<br />

"purely hypothetical" (see the decisions of the constitutional court in Karlsruhe and the administrative court<br />

in Mannheim, Spring 2002).<br />

What we experience in the daily reality of our medical practice is anything but hypothetical!<br />

We see the rising number of chronically sick patients also as the result of an irresponsible " safety limits"<br />

policy, which fails to take the protection of the public from the short- and long-term effects of mobile<br />

telephone radiation as its criterion for action.<br />

Instead, it submits to the dictates of a technology already long recognized as dangerous; For us, this is the<br />

beginning of a very serious development through which the health of many people is being threatened.<br />

We will no longer be made to wait upon further unreal research results - which in our experience are often<br />

influenced by the communications industry while evidential studies go on being ignored. We find it to be of<br />

urgent necessity that we act now!<br />

Above all, we are, as doctors, the advocates for our patients. In the interest of all those concerned, whose<br />

basic right to life and freedom from bodily harm is currently being put at stake, we appeal to those in the<br />

spheres of politics and public health. .<br />

New health-friendly communications techniques, given independent risk assessments before their<br />

introduction and, as immediate measures and transifional steps:<br />

Stricter safety limits and major reduction of sender output and HFMR pollution on a justifiable scale,<br />

especially in areas of sleep and convalescence<br />

A say on the part of local citizens and communities regarding the placing of antennae (which in a<br />

democracy should be taken for granted)<br />

Education of the public, especially of mobile telephone users, regarding the health risks of electromagnetic<br />

fields<br />

Ban on mobile telephone use by small children, and restrictions on use by adolescents<br />

Ban on mobile telephone use and digital cordless (DECT) telephones in preschools, schools, hospitals,<br />

nursing homes, events halls, public buildings and vehicles (as with the ban on smoking)<br />

Mobile telephone and HFMR-free zones (as with auto-free areas)<br />

Revision of DECT standards for cordless telephones with the goal of reducing radiation intensity and<br />

limiting actual use time, as well as avoiding the biologically critical HFMR pulsation<br />

Industry-independent research, finally with the inclusion of amply available critical research results and our<br />

medical observations.<br />

order, close to 5 percent of customers per<br />

day were expressing interest in opting<br />

out, reports CMP's John Carroll. The fig-<br />

ure sometimes got as high as 8 percent.<br />

"Since the policy has been in place,"<br />

says Carroll, "we have seen 'interest in<br />

opting out drop to 1 percent a day."<br />

And that's precisely why smart meter<br />

critics see the opt-out fees as penalties<br />

meant to deter consumers from refusing<br />

smart meters. "You can't say we're going<br />

to charge you if you want to err on the<br />

side of safety," says Ed Friedman. "That's<br />

extortion. It's not a choice if you have to<br />

pay to avoid the harm."<br />

Upset about the opt-out fee, Friedman,<br />

a Bowdoinham resident and chairman of<br />

thc Friends of Merrymeeting Ray, filed a<br />

new ten-person complaint with the PUC<br />

on July 29. The complaint asks for 1) a<br />

slay on the installation of smarl meters,<br />

2) an opt-in, rather lhan an opt-out, approach,<br />

3) the elimination of the opt out<br />

fees, 4) a CMP communications plan that<br />

informs consumers of risks, and 5) estxblishment<br />

of a smart meter complaint<br />

that the opt-out penalty should he eliminated.<br />

"We think there is a legitimate case<br />

to be made," says Davies, "that people<br />

should not he paying for something that<br />

AUGUSTA, Maine -The Maine Public Utilities Commission voted Tuesday to let Central Maine Power<br />

customers opt out of using "smart meters" that are part of a power grid upgrade by either turning off the<br />

wireless component ofthe new meters or keeping their old analog meters.<br />

CMP is in the process of replacing 600,ooo traditional electric meters %ith wireless digital meters, and<br />

some vocal critics have raised health concerns.<br />

In their decision, commissioners decided that CAW customers who don't want to use the smart meters<br />

must pay an upfront cost of $20 or $40 and then a monthly charge of $10.50 or $12. Customers also can<br />

pay to move the smart meter to another location on the outside of their homes.<br />

Proponents say smart meters will help consumers save electricity by monitoring their real-time<br />

consumption. CMP also will see cost savings by eliminating meter readers and monitoring power outages.<br />

Eventually, smart meters and smart grid improvements could open the door to new pricing fonrtulas.<br />

Federal stimulus dollars are funding roughly half of the $200 million cost of the smart meter project.<br />

Commissioner Vendean Vafiades said it's important to address critics' concerns while letting the process<br />

move forward for the majority of customers who see a benefit from the new meters.<br />

"For the long-term success of smart meter implementation and to maximize its potential to the fullest,<br />

the public needs to be actively engaged in monitoring their usage and real-time price of electricity and<br />

modifying their behavior accordingly. To achieve this goal, we need to shift the focus to the benefits of<br />

smart meters and allow the small minority to opt ou\" Vades said.<br />

The commission rejected separate requests to require studies of the safety of smart meters and their<br />

effect on other electrical devices, as well as to address training of smart meter installers.<br />
