Thank you for allowing me to express our opinion regarding the installa-
tion of smart meters by DTE in our area and other areas in the state of
Michigan. My wife and I object to Smart Meters for various reasons such
as privacy and health issues.
The way I am constructing this letter to you with attached samples under
each No. such as No. 0. No.1. No. 2. No. 3. No. 4.& No. 5.
NO. 0 centers around the person who obtained the $83,828,878 to get the
Smart Meter project going. That person is none other than Barack
Hussein Obama who has very deep pockets indeed and has already
spent all of the money via DTE and now is asking for more from OBAMA .
It would be a big help if we could all print our own money like OBAMA.
NO.l has 4 Pgs. and has all the good news about how the California
CPUC Commissioners voted 4 to 0 on 2/1/12 to allow people to go back
to their analog meters. California has a population of 37,253,956 and has
53 Congressman or Congresswomen.
NO. 2 records the efforts of John Holeton sending 9 documents to Mich.
Attorney General Bill Schuette via E-mail.
NO. 3 records a copy of MICH. HOUSE BILL No. 5411 introduced in the
MICH. HOUSE OF REPRESENTATIVES on Feb. 16, 2012. The passage
of this bill by the Mich. House of Reps. will give those of us who want
no part of ELECTRONIC SOUP (RFS & EMF'S) a few feet from our heads
outside while we try to sleep in our master bedroom every evening.
NO. 4 Is a list of 254 German Doctors and Professors of Medicine who
have signed on to the "FREIBURGER APPEAL" which is spelled out on
Pgs.1-3 of the document.
NO. 5 is an excellent report by the "Magazine of Maine " regarding their
recent addition of anyone can opt out of their new smart meter in ad-
vance of the actual installation. If someone happens to tell them about it.

President Obama and his speech - Recovery Act of 2009
excerpt - Smart Meters
"But most of the projects that are receiving grants involve the installation of what are known as
smart meters - devices that will have a direct benefit for consumers who want to save money on
their electric bills. For example, even as Florida Power & Light is bringing this solar plant online
today, it also is deploying hundreds of thousands of these smart meters in people's homes
throughout Florida. Much like the Recovery through Retrofit plan we launched last week to
boost the weath-on and retrofit industry, these devices will help you greatly improve the
energy efficiency in your own home.
Now, let me explain what's going on with these smart meters. Smart meters will allow you to
actually monitor how much energy your f d y is using by the month, by the week, by the day,
or even by the hour. So coupled with other technologies, this is going to help you manage your
electricity use and your budget at the same time, dowing you to conserve electricity during
times when prices are bighest, like hot summer days."
We are deeply indebted to 60 people+, who testified before the
vote and objected to the fees and leaving smart meters in our
communities. Most described horrific health problems that
have developed since the smart meters were installed,
including heart problems, cancers, severe dizziness, severe
weakness, inability to sleep and so on. They insisted that
neighbors' meters bothered them too and that opting out, even
if it could be afforded, would not allow them relief.
Commissioners were not impressed, with one (Catherine
Sandoval) even eating during their impassioned testimonies.
She was chastised for this by an angry math teacher who was
presenting. "Commissioner Sandoval, MUST YOU EAT during
our presentations???" (reminiscent of Marie Antoinette ...)
The Commissioners were oblivious to these pleas and noted
that President Obama's top energy ambassador came to visit
them two weeks ago to compliment the CPUC on the smart
grid projects. Obviously, Obama is also oblivious to the
suffering. He has compared updating the smart grid to landing
man on the moon. I would compare it more to the start of the
bubonic plague or a nuclear holocaust in slow motion.
Subject: CPUC passed SmartMeter Opt Out - legal challenges soon to follow
Yesterday, the CPUC passed the SmartMeter Opt Out proposal with no revisions. This means that if you
still have your analog meter you will be required to pay PG&E $75 allegedly to install the analog meter and
they will not give you a refund for the SmartMeter that you will never use. PG&E ratepayers have until
May 1, 2012 to make their Opt Out decision. PG&E robocalls were going out yesterday within minutes of
the CPUC decision.
People can file complaints to the CPUC Consumers Affair Branch about the fees at this
site: https://ia.cpuc.ca.qov/ cimsapp/?key=39949189
I believe that we, the ratepayers won this round. These fees will be challenged. The only reason the
CPUC backed down on the forced SmartMeter installation is because they were challenged on the illegal
forcing of microwave SmartMeters onto our homes. The Obama Administration is so worried about people
waking up regarding microwave exposure that he sent out lT CZAR Aneesh Chopra to lobby for the forced
microwave exposure. We won't quit until the entire wireless mess grid is taken down and replaced with
fiber optics. Is cancer really a fair price to pay for business as usual placing profits over health?
Please go to these websites to read more and to find out the latest news. Such as this from -
Note: next door to the CPUC's public auditorium, the Smart Grid Deployment Plan Workshops (at the
CPUC) were being held this week. Center for Electrosmog Prevention was one of two formal Parties there
representing the smart meter concerns of Californians, with our attorney in attendance. Others there were
the utilities entourage, including their representatives and suppliers. One item learned was that the smart
grid does not operate as they thought it would, the bandwidth is too small to work the way they want it
to, and they need $600 million more to fix that. Also that some of the equipment is not even totally
understood but being deployed anyhow.
and this from
Fw: CPUC passed SmartMeter Opt Out - legal challenges soon t...
Today the California Public Utilities Commission (CPUC) voted 4-0 to allow PG&E to charge customers $75
initial fee and $10 a month for restoring or retaining their analog meter- or $10 initial fee and $5 a month
for CARE customers. Commissioner Florio was notably absent for the vote.
Everyone has paid for Smart Meters through rate hikes on our utility bills. So, if you still have the analog,
not only do you not get a refund for the Smart Meter you will not use, but you have to pay to keep the
analog meter you already have. Michael Peevey, who wrote the proposal justified the fees, calling it a
"service".
What about the people who asked, or had signs posted stating to not have a Smart Meter, but were forced
to have them? What about banks of meters, neighbors meters, the saturation of our communities with
pulsed radiation, no investigation on public health and environmental impacts, no investigation on smart
meter fires or meters exploding ... not even a cost evaluation of the fees?!? The fees are arbitrary, punitive,
unfair and amount to extortion. The fees also discriminate against people for medical reasons and are
therefore illegal.
For the millions of people who have been forced to have Smart Meters in California now you can legally
have Smart Meters removed, and analogs restored. For those people who have seen outrageous billing
increases, are offended by privacy infringement, or are so sickened from the radiation pulses, they are
eager to have the analog meters back. The initial fees will be less to have PG&E restore the meters, than
for you to buy an analog and hire an electrician. If you can afford it, take advantage of this opportunity,
but be very careful if they require you to sign any paperwork. PG&E may try to use this opportunity to
indemnify themselves of harm. To continue to pay $10 or $5 a month for a meter reader is another
matter. You can deduct that portion of your bill in protest.
For those on the delay list, or who still have analog meters, you will be receiving notice from PG&E to pay
the fees, or else get a Smart Meter. Continue to refuse the Smart Meters and the fees and demand
fairness. The opt out proceeding will be continued to evaluate cost and community wide opt-out.
Here are two excellent resources for SmartMeter news -
here.)
In related news, The UK is now allowing for an Opt Out of Smart Meters there. People are waking up all
Ms Sharon Lollio, I would like you to pass onto Michigan Attorney General Bill
I sincersly believe that the forced installation of Smart Meters on the people of
Michigan is against the law under ."t;Iicliiga~~'s C'ol~sul.ner
Further more the Health issue of potential harm from Smart Meters must be
addressed and i recommend that everyone concerned in this whole issue read the
BioTr~itiative Report. Frei burger. Appeal: 13enet:ent(:, and Catania 12esolutio1.1~ I have
attached.
The Smart Meter is NOT a Replacement for the old analog meter! It is a NEW
product with 2way communication, load limiting capabilities, remote monitoring,
remote disconnect and data collection and forward capabilities. See lirorz Oprtz Ct+y
Sr~tnrt i+f~ftlr attached document.
The Smart Meter poses a personal safety and liability risk. The consumers are not
informed of this "New Product" and is being installed against the resident /
consumers will and knowledge. These meters are not UL certified for safety,
mounted on the primary side of the home before residents overload, and short
circuit device, the electrical service.
This puts the resident in direct personal harm from fire and financial burden of
property loss - All without his willful consent!
I am asking Attorney General Bill Schutte to respond to me personally about his
formal opinion and what action he will undertake and will not proceed upon to
protect the residents and consumers, their 4th Amendment rights to privacy and
protection under Michigan law.
Fu~hermore,
Action must be taken by the Attorney General, Bill Schuette to impress
upon Governor Snyder that the action of the Michigan Public Service Commission to
continue to approve monies to DTE, Consumers Power and other agancies under their
direct control for further installation of Smart Meters under the disguise that the
consumer directly benefits from energy saving must be denied.
Fw: Smart Meter information for Bill Schuette Michigan Attorn ...
As more and more residents find out about this issue they become more concerned
on why and how can our so called representatives sit idly by and watch corporations
demand to limit our freedom, choices and even constitutional rights.
Scientific consense states we must act by the precautionary Principle!
The Precautionary principle or precautionary approach states that if an action or policy has a
suspected risk of causing harm to the public or to the environment, in the absence of scientific
consensus that the action or policy is harmful, the burden of vroof that it is not harmful falls on
those taking the action.
This principle allows policy makers to make discretionary decisions in situations where there is
the possibility of harm from taking a particular course or making a certain decision when
extensive scientific knowledge on the matter is lacking. The principle implies that there is a social
responsibility to protect the public from exposure to harm, when scientific investigation has found
a plausible risk. These protections can be relaxed only if further scientific findings emerge that
provide sound evidence that no harm will result.
Where is our Representation and Protection from harm!
I will send further documentation at a latter date due to the limited capacity of
government access with E-mail.
Ms Lollio, your assistance in this matter is greatly appreciated.
FREIBURGER APPEAL
9. Oktober 2002
Out of great concern for the health of our fellow human beings do we - as established physicians of all fields,
especially that of environmental medicine - turn to the medical establishment and those in public health and
political domains, as well as to the public.
We have observed, in recent years, a dramatic rise in severe and chronic diseases among our patients,
especially:
Learning, concentration, and behavioural disorders (e.g. attention deficit disorder, ADD)
Extreme fluctuations in blood pressure, ever harder to influence with medications
Heart rhythm disorders
Heart attacks and strokes among an increasingly younger population
Braindegenerative diseases (e.g. Alzheimer-s) and epilepsy
Cancerous afflictions: leukemia, brain tumors
Moreover, we have observed an ever-increasing occurrence of various disorders, often
misdiagnosed in patients as psychosomatic:
www. W4AR.com
Headaches, migraines
a Chronic exhaustion
Inner agitation
a Sleeplessness, daytime sleepiness
Tinnitus
Susceptibility to infection
Nervous and connective tissue pains, for which the usual causes do not explain even the most
conspicuous symptoms
Since the living environment and lifestyles of our patients are familiar to us, we can see especially after
carefully-directed inquiry a clear temporal and spatial correlation between the appearance of disease and
exposure to pulsed high -frequency microwave radiation (HFMR), such as:
Installation of a mobile telephone sending station in the near vicinity
a Intensive mobile telephone use
Installation of a digital cordless (DECT) telephone at home or in the neighbourhood
We can no longer believe this to be purely coincidence, for:
a Too often do we observe a marked concentration of particular illnesses in correspondingly HFMR-polluted
areas or apartments;
Too often does a long-term disease or affliction improve or disappear in a relatively short time after
reduction or elimination of HFMR pollution in the patient's environment;
a Too often are our observations confirmed by on-site measurements of HFMR of unusual intensity.
On the basis of our daily experiences, we hold the current mobile communications technology (introduced in
1992 and since then globally extensive) and cordless digital telephones (DECT standard) to be among the
fundamental triggers for this fatal development. One can no longer evade these pulsed microwaves. They
heighten the risk of already-present chemical/physical influences, stress the body's immune system, and
can bring the body's still-functioning regulatory mechanisms to a halt. Pregnant women, children,
adolescents, elderly and sick people are especially at risk.
Our therapeutic efforts to restore health are becoming increasingly less effective: the unimpeded and
continuous penetration of radiation into living and working areas particularly bedrooms, an essential place
for relaxation, regeneration and healing causes uninterrupted stress and prevents the patient's thorough
recovery.
In the face of this disquieting development, we feel obliged to inform the public of our observations
especially since hearing that the German courts regard any danger from mobile telephone radiation as
"purely hypothetical" (see the decisions of the constitutional court in Karlsruhe and the administrative court
in Mannheim, Spring 2002).
What we experience in the daily reality of our medical practice is anything but hypothetical!
We see the rising number of chronically sick patients also as the result of an irresponsible " safety limits"
policy, which fails to take the protection of the public from the short- and long-term effects of mobile
telephone radiation as its criterion for action.
Instead, it submits to the dictates of a technology already long recognized as dangerous; For us, this is the
beginning of a very serious development through which the health of many people is being threatened.
We will no longer be made to wait upon further unreal research results - which in our experience are often
influenced by the communications industry while evidential studies go on being ignored. We find it to be of
urgent necessity that we act now!
Above all, we are, as doctors, the advocates for our patients. In the interest of all those concerned, whose
basic right to life and freedom from bodily harm is currently being put at stake, we appeal to those in the
spheres of politics and public health. .
Please support the following demands with your influence:
www. W4AR.com
New health-friendly communications techniques, given independent risk assessments before their
introduction and, as immediate measures and transifional steps:
Stricter safety limits and major reduction of sender output and HFMR pollution on a justifiable scale,
especially in areas of sleep and convalescence
A say on the part of local citizens and communities regarding the placing of antennae (which in a
democracy should be taken for granted)
Education of the public, especially of mobile telephone users, regarding the health risks of electromagnetic
fields
Ban on mobile telephone use by small children, and restrictions on use by adolescents
Ban on mobile telephone use and digital cordless (DECT) telephones in preschools, schools, hospitals,
nursing homes, events halls, public buildings and vehicles (as with the ban on smoking)
Mobile telephone and HFMR-free zones (as with auto-free areas)
Revision of DECT standards for cordless telephones with the goal of reducing radiation intensity and
limiting actual use time, as well as avoiding the biologically critical HFMR pulsation
Industry-independent research, finally with the inclusion of amply available critical research results and our
medical observations.
"Under the circumstances presented
and economically feasible and
those customers assume and bear the
. The PUC ordered CMP to provide two
.options to customers who did want a smart
meter: Keep their old meter, or have
one installed that only transmitted out.
The PUC also ordered CMP to notify
customers before deploying smart metcrs
and to give customers thirty days to opt- .
"Maine is the first state, the first place
in he world to get an opt-out." says
Boxer-Cook. "That is a trenlendous victory
CMP did.everything it could to fight
an opt-out." In C.alifornia, more than
fony municipal ant1 county governments
have enacted some lorn of loci11 control
on smart meters, ranging from opt outs to
bans and moratoriums. In Maine, on June
I, the Bath City Council enacted its own
180-day moratorium, elfect~vely adopting.
ing an opt-in approach such that CMP
k . customers would have to make the affirmative
choice to have a smart meter installed
rather than request that one not be
"Our real goal ." says Bath city councilor
ratepayer wants something different,"
explains PUC Commissioner Vendean
Vafiades, "the cost of that should be born
by that individual and not the ratepayers
in general." Prior to the PUC optlout
order, close to 5 percent of customers per
day were expressing interest in opting
out, reports CMP's John Carroll. The fig-
ure sometimes got as high as 8 percent.
"Since the policy has been in place,"
says Carroll, "we have seen 'interest in
opting out drop to 1 percent a day."
And that's precisely why smart meter
critics see the opt-out fees as penalties
meant to deter consumers from refusing
smart meters. "You can't say we're going
to charge you if you want to err on the
side of safety," says Ed Friedman. "That's
extortion. It's not a choice if you have to
pay to avoid the harm."
"We think there is a
legitimate case to be
made," says Davies.
"that people should not
be paying for something
Upset about the opt-out fee, Friedman,
a Bowdoinham resident and chairman of
thc Friends of Merrymeeting Ray, filed a
new ten-person complaint with the PUC
on July 29. The complaint asks for 1) a
slay on the installation of smarl meters,
2) an opt-in, rather lhan an opt-out, approach,
3) the elimination of the opt out
fees, 4) a CMP communications plan that
informs consumers of risks, and 5) estxblishment
of a smart meter complaint
hotline in the Public Advocate's nffice.
Public advocate Richard Dames agrees
that the opt-out penalty should he eliminated.
"We think there is a legitimate case
to be made," says Davies, "that people
should not he paying for something that
posts a potential health risk for them."
Davies also thinks CMP could he doing
Maine PUC to require opt out for
'smart meters'
The Associated Press
Posted May 17,2011, at 1:lg pm.
AUGUSTA, Maine -The Maine Public Utilities Commission voted Tuesday to let Central Maine Power
customers opt out of using "smart meters" that are part of a power grid upgrade by either turning off the
wireless component ofthe new meters or keeping their old analog meters.
CMP is in the process of replacing 600,ooo traditional electric meters %ith wireless digital meters, and
some vocal critics have raised health concerns.
In their decision, commissioners decided that CAW customers who don't want to use the smart meters
must pay an upfront cost of $20 or $40 and then a monthly charge of $10.50 or $12. Customers also can
pay to move the smart meter to another location on the outside of their homes.
Proponents say smart meters will help consumers save electricity by monitoring their real-time
consumption. CMP also will see cost savings by eliminating meter readers and monitoring power outages.
Eventually, smart meters and smart grid improvements could open the door to new pricing fonrtulas.
Federal stimulus dollars are funding roughly half of the $200 million cost of the smart meter project.
Commissioner Vendean Vafiades said it's important to address critics' concerns while letting the process
move forward for the majority of customers who see a benefit from the new meters.
"For the long-term success of smart meter implementation and to maximize its potential to the fullest,
the public needs to be actively engaged in monitoring their usage and real-time price of electricity and
modifying their behavior accordingly. To achieve this goal, we need to shift the focus to the benefits of
smart meters and allow the small minority to opt ou\" Vades said.
The commission rejected separate requests to require studies of the safety of smart meters and their
effect on other electrical devices, as well as to address training of smart meter installers.
