Farmer-Ojicer Coordination To Achieve Flexible Irrigation Scheduling 13Assistance for Social Development ProgramAt the request of the Government of Sri Lanka, the United Nations Children’s Fund (UNICEF) volunteered to providethe necessary consultancy and assistance for the social development program in the Mahaweli amas. UNICEF assistancewas provided for officer and farmer training, construction of domestic sanitary infrastructure, drinking-water wells, childcarecenters,trainingofhealthvolunteerstoconaolmalariaandotherdiscases,familyplrtnning,etc.Atrainingunitwasformed to program and monitor the iraining in the a~ea of social development. The structure of the System H trainingunit is given in Figure 8. (see Annex I on page 49 for functions and duties.)TRAINING PROGRAMSInitially the project officers in all disciplines were made aware of the policy, planning and programs of the overall scheme,because ignorance of the structure, functions and objectives of the project on the pati of the officers would lead toimproper implementation and f dly to failures.Training programs were set out to make the officers fully acquainted with these important aspects. Officers wereshownthattheymustnotlosesightofthemainobjectivesof theprogram, whatevertheirparticularfunctions were. Theywere encouraged to exercise and develop their abilities, motivations. and leadership. and to resolve their problems. Theprograms were designed to upgrade the basic skills of the project staff. The farmer training programs were geared toupgrading basic skills in respect of agriculture, water management, community development etc., of both farmer leadersand contact farmers representing each group. The end view of the fanner training programs was to impart acomprehensive howledge of all important aspects of agricultural and social life and to work towards a goal where theirdependence on the government will diminish.Other Training on Water ManagementSpecial programs for water management officers were organized to improve their howledge of the following:1. Determination of irrigation water requirements2. Water management in irrigation systems3. Water management throughout the life of a crop4. Construction of a rice field5. On-farm water managementTo obtain comprehensive training inputs, experiences and the involvement of specialists from various governmentinstitutions, the MEA, in collaboration with relevant government institutions, set up the following training programs forofficers in System H:Seasonal in-service training progrm. This 2-week hainhg course. was held twice a year just before the start of eachseason. The irrigation engineers, engineering assistants, agricultural offim. and unit managers participate in thistraining program.Officers are instructed on the aspects of soil-crop-water relationships, water application techniques, on-farm watermanagement and land preparation techniques at the In-Service Training Institute (ISTI) of the Department of Agricultureat Maha Illuppallama. The officers are able to acquire knowledge systematically from the researchers, specialists andtrainers in the respective fields through lectures and field demonstrations.
