The variousmodifications are d<strong>is</strong>cussed throughout th<strong>is</strong> preamble.C. Building on the RFS1 ProgramIn designing th<strong>is</strong> proposed RFS2 program, the Agency <strong>is</strong> utilizing and building onthe same programmatic structure created to implement the current renewable fuelprogram (hereafter referred to as RFS1). For example, we propose to continue to use theRenewable Identification Number (RIN) system currently in place to track compliancewith the RFS1 program, with modifications to implement the EISA prov<strong>is</strong>ions. Th<strong>is</strong>approach <strong>is</strong> in keeping with the Agency’s overall intent for RFS1-- to design a flexibleand enforceable system that could continue to operate effectively regardless of the levelof renewable fuel use or market conditions in the transportation fuel sector.A key component of the Agency’s work to build a successful RFS1 program wasearly and sustained engagement with our stakeholders. In developing th<strong>is</strong> proposedrulemaking, we have again worked closely with a wide variety of stakeholders. BecauseEISA created new obligated parties and establ<strong>is</strong>hed new, complex prov<strong>is</strong>ions such as thelifecycle GHG thresholds and previous cropland requirements, <strong>EPA</strong> has extended itsstakeholder engagement to include dozens of meetings with stakeholders from a broadspectrum of perspectives. For example, the Agency has had multiple meetings andd<strong>is</strong>cussions with renewable fuel producers, technology companies, petroleum refiners andimporters, agricultural associations, lifecycle experts, environmental groups, vehiclemanufacturers, states, gasoline and petroleum marketers, pipeline owners and fuelterminal operators.18
