1. Required Volumes of Renewable FuelThe primary purpose of the RFS program <strong>is</strong> to require a minimum volume ofrenewable fuel to be used each year in the transportation sector. Under RFS1, therequired volume was 4.0 billion gallons in 2006, ramping up to 7.5 billion gallons by2012. Starting in 2013, <strong>EPA</strong>ct required that the total volume of renewable fuel representat minimum the same volume fraction of the gasoline fuel pool as it did in 2012, and thatthe total volume of renewable fuel contains at least 250 million gallons of fuel derivedfrom cellulosic biomass.EISA makes three primary changes to the volume requirements of the RFSprogram. First, it substantially increases the required volumes and extends the timeframeover which the volumes ramp up through at least 2022. Second, it divides the totalrenewable fuel requirement into four separate categories, each with its own volumerequirement. Third, it requires that each of these mandated volumes of renewable fuelsachieve certain minimum thresholds of GHG em<strong>is</strong>sion performance.
