DELINQUENCY IN FLORIDA’S SCHOOLS: SIX YEARS OF IMPROVEMENTSCHOOL OFFENSES AS GATEWAYS TO THE JUVENILE JUSTICE SYSTEMA school offense was the gateway to the juvenile justice system for 10,508 youth (57% of all youthreferred for a school offense) during FY2009-10. However, there are notable differences betweencounties with the percentage of first-time offenders ranging from 100% to 28%.
