DELINQUENCY IN FLORIDA’S SCHOOLS: SIX YEARS OF IMPROVEMENTSCHOOL OFFENSES AS GATEWAYS TO THE JUVENILE JUSTICE SYSTEMA school <strong>of</strong>fense was the gateway to the juvenile justice system for 10,508 youth (57% <strong>of</strong> all youthreferred for a school <strong>of</strong>fense) dur<strong>in</strong>g FY2009-10. However, there are notable differences betweencounties with the percentage <strong>of</strong> first-time <strong>of</strong>fenders rang<strong>in</strong>g from 100% to 28%.
