TRC<strong>Tablelands</strong> <strong>Regional</strong> <strong>Council</strong> - Minutes Wednesday <strong>20</strong> <strong>May</strong> <strong>20</strong>09(3) General3.1 The applicant/developer is responsible for the cost of necessary alterations toexisting public utility mains, services or installations required by works in relationto the proposed development or any works required by the condition(s) of thisapproval.3.2 All payments required to be made to the <strong>Council</strong> (including contributions, chargesand bonds) pursuant to any condition of this approval must be made prior to theissue of a building permit (if no building permit required then prior to thecommencement of the use) and at the rate applicable at the time of payment.3.3 All works must be designed, constructed and carried out in accordance with theFNQROC Development Manual requirements (as amended) and to thesatisfaction of <strong>Council</strong>’s delegated officer.3.4 Waste ManagementAn on site refuse storage area must be provided and be screened from view fromadjoining properties and road reserve by a 1 metre wide landscaped screeningbuffer or 1.8m high solid fence.Where bulk bins are used and are to be serviced on-site, certification by aRegistered Professional Engineer Queensland (RPEQ) must be provided to<strong>Council</strong> which demonstrates that internal access is of adequate design andconstruction to allow waste collection/delivery vehicles to enter and exit the site ina forward gear, prior to the commencement of the use.(4) Infrastructure Services and Standards4.1 AccessA commercial access crossover must be constructed (from the edge of the roadpavement to the property boundary of the subject lot) in accordance with theFNQROC Development Manual, to the satisfaction of <strong>Council</strong>’s delegated officer.The developer must ensure that any redundant vehicle crossovers are removedand reinstated with kerb and channel.4.2 StormwaterPrior to the issue of the Development Permit for Operational Works:(a)(b)The design and construction of stormwater drainage for the proposeddevelopment is to be in accordance with the requirements of theQueensland Urban Drainage Manual (QUDM) 1992 and the FNQROCDevelopment Manual. A Stormwater Drainage Plan satisfying theserequirements must be lodged with <strong>Council</strong> and is to be to the satisfaction of<strong>Council</strong>’s delegated officer.All stormwater drainage must be collected from site and discharged to anapproved legal point of discharge.Page 14
