The three declarations were cited by United Nations Secretary General Kofi Annan <strong>in</strong> his speechat Davos <strong>in</strong> January 1999, <strong>in</strong>vit<strong>in</strong>g bus<strong>in</strong>ess to adopt universally agreed values <strong>in</strong> the areas ofhuman rights, labour st<strong>and</strong>ards <strong>and</strong> environmental protection as a “Global Compact for the 21stCentury”. ICC has welcomed Mr Annan’s appeal. Various <strong>in</strong>itiatives are under way among theUN, ICC <strong>and</strong> other bus<strong>in</strong>ess organizations to demonstrate how companies are contribut<strong>in</strong>g tothese values <strong>in</strong> the way they conduct their bus<strong>in</strong>ess. The Global Compact can play a useful role<strong>in</strong> promot<strong>in</strong>g best corporate practice <strong>in</strong> response to the challenges of globalization, susta<strong>in</strong>ablegrowth <strong>and</strong> <strong>responsible</strong> bus<strong>in</strong>ess conduct.ICC applauds the primacy accorded to human rights by the United Nations; however, themak<strong>in</strong>g <strong>and</strong> enforcement of laws for protect<strong>in</strong>g human rights are tasks for governments.A voluntary approachA company must develop its own underst<strong>and</strong><strong>in</strong>g of how its pr<strong>in</strong>ciples or behaviour relate toexternal expectations or to external codes or guidel<strong>in</strong>es. Internal monitor<strong>in</strong>g of compliance,external report<strong>in</strong>g of performance <strong>and</strong> <strong>in</strong>dependent assurance are matters that should be decidedby the companies themselves.Relations with suppliersSupply cha<strong>in</strong> responsibility is an issue of grow<strong>in</strong>g concern for companies, particularly <strong>in</strong> thosesectors <strong>in</strong> which production is largely outsourced (for example cloth<strong>in</strong>g <strong>and</strong> footwear).While, <strong>in</strong> most cases, companies cannot be held legally accountable for their suppliers’ conduct,a <strong>responsible</strong> bus<strong>in</strong>ess approach encourages companies — where reasonable <strong>and</strong> appropriate —to engage <strong>in</strong> a constructive dialogue <strong>and</strong> direct cooperation with their suppliers <strong>and</strong>subcontractors, especially <strong>in</strong> develop<strong>in</strong>g countries. Companies should encourage their suppliers toabide by the same bus<strong>in</strong>ess pr<strong>in</strong>ciples that they themselves uphold, thereby promot<strong>in</strong>g goodpractice throughout the supply cha<strong>in</strong>. This can be done us<strong>in</strong>g several <strong>in</strong>centives, <strong>in</strong>clud<strong>in</strong>g<strong>in</strong>formation <strong>and</strong> tra<strong>in</strong><strong>in</strong>g, as well as audits of the supplier’s practices. Corporate buyers <strong>in</strong>creas<strong>in</strong>glyrequest their suppliers to provide comprehensive social <strong>and</strong> environmental <strong>in</strong>formation on theproducts <strong>and</strong> materials that they purchase.
