This colour patternwill repeat for subsequent two year periods.ORANGE # 12041st January 2011 –30th June 2011BITTER LIME # 20811st July 2011 –31st December 2011GREEN # 20321st January 2012-30th June 2012PURPLE # 17011st July 2012-31st December 2012STOW is an industry initiative to bring about greateruniformity in Health, Safety <strong>and</strong> Environmental (HSE)practices in the energy sector, with the objective <strong>of</strong>improving overall HSE performance <strong>and</strong> assisting smallercompanies in doing business in the energy sector.PLEAINTRODUCTIONA competent workforce is critical to the success <strong>of</strong> any company.<strong>The</strong> severe worldwide economic downturn coupled with thehorrendous accident in the Gulf <strong>of</strong> Mexico recently has heightenedthe sensitivity <strong>of</strong> operating companies, in particular, to theirresponsibilities in ensuring that all workers engaged in any aspect<strong>of</strong> the business have the required competencies to carry outtheir work effectively, efficiently <strong>and</strong>, most importantly, safely. <strong>The</strong>implementation <strong>of</strong> the OSH act <strong>and</strong> the recent guilty verdict <strong>and</strong>fine levied against an employer for contravening the act, serves tore-inforce these responsibilities.Through the <strong>Energy</strong> Industry Competency Development Initiative(EICDI), <strong>The</strong> <strong>Energy</strong> <strong>Chamber</strong>, in collaboration with its membership<strong>and</strong> other stakeholders, is seeking to raise the level <strong>of</strong> competencies<strong>and</strong> certification <strong>of</strong> local service providers in the energy sector tointernational st<strong>and</strong>ards. Achieving these st<strong>and</strong>ards will allow serviceproviders to satisfy the more stringent requirements that will bedem<strong>and</strong>ed by the operators as well to compete more effectivelyboth in the local as well as the international markets.<strong>The</strong> EICDI was intended to span three phases over the period 2010-2012 with objectives as shown in the diagram below.2010PHASE – 2To test the system through a gap analysis among selectedcompanies.2011PHASE – 3To deliver training in areas where gaps are identified.2012PHASE – 1To establish the system for assessing <strong>and</strong> certifying competencies in<strong>Trinidad</strong> <strong>and</strong> <strong>Tobago</strong>. Phase 1 <strong>of</strong> the project has now been completed<strong>and</strong> implementation plans for phases 2 & 3 are well underway. <strong>The</strong>following is a report on the results <strong>of</strong> phase 1 <strong>and</strong> the proposals forphases 2 & 3.PHASE 1 REPORTA situation analysis was conducted by Offshore Designs Ltd.(ODL) <strong>of</strong> Scotl<strong>and</strong> over the period May – September, 2010 usinga questionnaire to a wide cross-section <strong>of</strong> service providers, <strong>and</strong>,subsequently, through face to face interviews with 19 companies,4 training institutions <strong>and</strong> the local accreditation bodies - theAccreditation Council <strong>of</strong> T&T (ACTT) <strong>and</strong> the National TrainingAgency (NTA).Main findings from the analysis were:• <strong>The</strong>re were mixed views by the companies on the introduction <strong>of</strong>a competency assurance system.• <strong>The</strong>re were few external drivers for the introduction <strong>of</strong> acompetence system (which would in part explain (a) above).• <strong>The</strong>re seemed to be very little common underst<strong>and</strong>ing aboutwhat was meant by vocational competence at the workplace.(Most respondents associated Competence with Qualifications orTraining. Competence, however, is defined as the ability to do atask which has to be assessed in the workplace in the main).• <strong>The</strong> National Training Agency (NTA) already had a competencyassessment system in place <strong>and</strong> some experience in the field <strong>of</strong>vocational competence although this was mainly in educationwith limited industry experience.• <strong>The</strong>re were several Training Organisations available in <strong>Trinidad</strong><strong>and</strong> <strong>Tobago</strong> which could potentially support the introduction <strong>of</strong> acompetence system.• St<strong>and</strong>ards <strong>of</strong> Competence already exist through severalinternational bodies for most <strong>of</strong> the jobs identified in thesector which could serve as a starting point for developing localst<strong>and</strong>ards.Based on these findings,ODL recommended that:• It is necessary to create the climate for introducing a CompetenceFramework by encouraging the Operators in the Sector tosupport the introduction <strong>of</strong> such a system. (It should be notedthat one operating company in the sector has since taken theinitiative to request thats its service providers have a competencyassurance system in place by a given date).• <strong>The</strong> initial focus should be on a small group <strong>of</strong> companiescovering a limited range <strong>of</strong> occupations but which neverthelessrepresents the range <strong>of</strong> companies within the <strong>Energy</strong> ServicesSector. As experience is gained <strong>and</strong> resources increased, theproject could be exp<strong>and</strong>ed.• Initially, st<strong>and</strong>ards established for occupations should be“customized” to specific companies’ needs for a quicker start upsince “National” st<strong>and</strong>ards will take much longer to develop.• <strong>The</strong> st<strong>and</strong>ard recognized framework for managing a CompetencySystem will comprise:• An “Awarding Body” which will be responsible for approvingst<strong>and</strong>ards established for occupations, ensuring a consistent <strong>and</strong>robust assessment system, <strong>and</strong> certifying Assessors, Internal <strong>and</strong>External Verifiers <strong>and</strong> c<strong>and</strong>idates who meet the variousoccupational st<strong>and</strong>ards.• An “Approved Centre” which will be responsible for implementingthe system i.e. it will develop management systems for thecoordination <strong>of</strong> competency assessments, develop Assessor<strong>and</strong> Internal Verification capabilities, conduct assessments <strong>and</strong>recommend certification as appropriate.• Given that the National Training Agency (NTA) already has them<strong>and</strong>ate <strong>and</strong> authority for vocational qualifications in <strong>Trinidad</strong><strong>and</strong> <strong>Tobago</strong>, <strong>and</strong> has already developed systems benchmarkedagainst international st<strong>and</strong>ards, it is logical that they should bethe “Awarding Body”. However, given their limited experiencewith customized st<strong>and</strong>ards, it was recommended that theyshould seek support from the Scottish Qualification Authority(SQA) in the initial stages. <strong>The</strong> SQA has already acquiredsignificant experience in working with Customized st<strong>and</strong>ards.• “Approved Centres” may be independent bodies/institutions, orcompanies who have the resources <strong>and</strong> interest to develop thatcapability <strong>and</strong> implement the system. In all cases approvedcentres will have to meet the requirements <strong>and</strong> approval <strong>of</strong> theawarding body, the NTA. ODL recommended that <strong>The</strong> <strong>Energy</strong><strong>Chamber</strong> should be the Approved Centre for the energy sectorwith the help <strong>of</strong> external support while local capability is beingdeveloped.<strong>The</strong> ODL recommendations were discussed with all stakeholdersincluding a cross-section <strong>of</strong> companies in the sector, the project’sSteering Committee, the NTA <strong>and</strong> Training Institutions <strong>and</strong> weregenerally supported. Several companies have since indicatedan interest in becoming “Approved Centres” <strong>and</strong> expediting theintroduction <strong>of</strong> a Competency Assessment <strong>and</strong> Certification Systemin the energy sector.<strong>The</strong> next steps in the process will be to:• Establish the recommended framework <strong>and</strong> test it with an initialgap analysis with a pilot group <strong>of</strong> companies (phase 2).• Develop the training response mechanisms for treating withidentified competency gaps (phase 3).<strong>The</strong> <strong>Energy</strong> <strong>Blueprint</strong> Magazine36<strong>The</strong> <strong>Energy</strong> <strong>Blueprint</strong> Magazine<strong>The</strong> <strong>Energy</strong> <strong>Blueprint</strong> Magazine37
