survival and success of liberty. To do this he said,<br />

In this issue of <strong>Harc</strong>Today we want to applaud<br />
some members of the HARC family <strong>who</strong> took these<br />
words to heart and contributed time, energy and passion e<strong>it</strong>her<br />
over a period of years, or more recently, to personally insure the<br />
success of HARC’s mission: helping <strong>people</strong> w<strong>it</strong>h intellectual<br />
disabil<strong>it</strong>y and their families enjoy lives of qual<strong>it</strong>y, inclusion and<br />
dign<strong>it</strong>y by providing support, education and advocacy. Each took<br />

Keep Your Eye on the Ball: Fragile Programs Taking Care of Fragile People<br />
<strong>The</strong> recent call to action by parents concerned about autism has brought back memories of<br />
the “mental retardation” movement in the 1950’s. Faced w<strong>it</strong>h no services for their children,<br />
parents in the 50’s sprang into action w<strong>it</strong>h public education, governmental advocacy, fundraising<br />
activ<strong>it</strong>ies, and information exchange, just as the parents concerned about autism are doing<br />
now. Through advocacy and public education, parents secured public education, infant intervention,<br />
commun<strong>it</strong>y living options, employment and day programs, case management, resp<strong>it</strong>e<br />
services, just to name a few. Having achieved many of our hard fought objectives, I fear parents<br />
have been lulled into complacency about the continued viabil<strong>it</strong>y of these cr<strong>it</strong>ical services.<br />
Many families are surprised to learn that most of the services to our <strong>people</strong> are not ent<strong>it</strong>lement<br />
programs but are provided at the discretion of the state, or funded through private sources.<br />
<strong>The</strong> only ent<strong>it</strong>lement programs are Public Education, Medicaid, and Medicare. Viewing all<br />
programs as ent<strong>it</strong>lements has led parents to a false sense of secur<strong>it</strong>y about their availabil<strong>it</strong>y.<br />
In fact, HARC’s programs and those of other commun<strong>it</strong>y providers are in jeopardy from a<br />
ZERO % budget increase this year combined w<strong>it</strong>h escalating fixed costs.<br />
Unfortunately, HARC has been increasingly forced to use contribution dollars to make up for<br />
governmental shortfalls, not for new and innovative services. Ne<strong>it</strong>her donors nor HARC want<br />
to use contribution dollars to pay for programs that have trad<strong>it</strong>ionally been the responsibil<strong>it</strong>y of<br />
the State or to shore up programs that the State wants us to provide w<strong>it</strong>h inadequate funding.<br />
Donors do not want to see donor dollars used in the same way their tax dollars are being spent.<br />
That is not the purpose of their donation.<br />
To change this s<strong>it</strong>uation and to secure the resources necessary for HARC to thrive into the<br />
future I am calling on all families to re-energize and to recomm<strong>it</strong> to the mission of HARC.<br />
<strong>The</strong>re are many ways for families to do this. Each family has <strong>it</strong>s own skills and resources that<br />
can be directed toward supporting HARC. This issue of <strong>Harc</strong>Today focuses on the gifts offered<br />
to us by our caring commun<strong>it</strong>y. Please reflect on the gifts and resources that you and your<br />
family might share and how you can help HARC through these difficult times.<br />
Here are some of the ways you can help:<br />

HARC’s Management Team<br />
Reorganized<br />
As a result of HARC’s tremendous growth<br />
in size, along w<strong>it</strong>h the ever increasing<br />
complex<strong>it</strong>ies associated w<strong>it</strong>h state-funded<br />
programs and fundraising requirements,<br />
HARC’s management team has been reorganized.<br />
While the total number of team<br />
members has remained the same, responsibil<strong>it</strong>ies<br />
have been re-aligned to increase<br />
efficiency and create centralized areas of<br />
responsibil<strong>it</strong>y.<br />
Stan Ingersoll has been promoted to the<br />
newly created pos<strong>it</strong>ion of Chief Operating<br />
Officer. In this role Stan will assume the<br />
responsibil<strong>it</strong>y of overseeing HARC’s dayto-day<br />
operations.<br />
Holly Brooks’ pos<strong>it</strong>ion was also redesigned<br />
w<strong>it</strong>h the new t<strong>it</strong>le of Vice-President of<br />
Administration. Holly will oversee HARC’s<br />
Human Resources and Staff Development<br />
Departments while continuing to be responsible<br />
for inter-departmental administration<br />
requirements needed to comply w<strong>it</strong>h state<br />
and private funders.<br />
Addressing the re-organization, Stan<br />
comments that HARC will be pos<strong>it</strong>ioned<br />
to respond to the changing nature of our<br />
industry and our size by developing internal<br />
procedures that will ensure consistency for<br />
personnel issues and compliance w<strong>it</strong>h procedures<br />
associated w<strong>it</strong>h the new Home and<br />
Commun<strong>it</strong>y Based Waiver.<br />
Refecting on HARC’s growth, Stan says,<br />
“Budgetary considerations have grown in<br />
complex<strong>it</strong>y also. In non-prof<strong>it</strong>s we try to<br />
take advantage of <strong>people</strong>’s particular skills<br />
- the skills that you have on your staff - and<br />
get <strong>people</strong> into pos<strong>it</strong>ions that best utilize<br />
their skills w<strong>it</strong>hout spending more money<br />
on add<strong>it</strong>ional personnel. We think this structure<br />
will be a sensible one that will take<br />
HARC into the future, for the next generation.”<br />

Janet P<strong>it</strong>egoff, a beloved member of the<br />
HARC Family for many years, supporting<br />

We want to applaud once again, the group<br />
of young philanthropists <strong>who</strong> have emerged<br />
in support of HARC and <strong>it</strong>s mission. We<br />
also thank their families, teachers, and scout<br />
troop leaders for encouraging their char<strong>it</strong>able<br />
acts - for <strong>it</strong> really is something which must be<br />
taught, and nurtured.<br />
When children are constantly bombarded<br />
w<strong>it</strong>h media messages extoling the latest,<br />
greatest gizmo and the importance of looking<br />
out for No. 1, <strong>it</strong> is incredibly touching and<br />
poignant to see a small figure step forward<br />
offering donations from a birthday party<br />
given in lieu of presents. Or young classmates<br />
forming teams and raising dollars for<br />
the Walkathon in honor of their friend, sibling<br />
or relative. Or a child pleading w<strong>it</strong>h his<br />
mother to help him make a lemonade stand -<br />
and specifying where the proceeds should be<br />
directed.<br />

<strong>The</strong>y are the leaders of tomorrow, <strong>who</strong> aren’t<br />
wa<strong>it</strong>ing for tomorrow - but are starting now.<br />
Lessons on helping others can be started even<br />
before a child reaches kindergarten age. In<br />
fact the earlier started the better.<br />
• Start in small ways that are meaningful for the<br />
child - perhaps putting coins in the collection plate<br />
at church.<br />
• Let children decide where their money will be<br />
donated - and help them by discussing possibil<strong>it</strong>ies.<br />
• If they don’t want to give money, try volunteering,<br />
perhaps by doing a chore for a neighbor or<br />
grandparent.<br />
• Or suggest they do something nice for someone as<br />
a gift to you.<br />
<strong>The</strong>se, and other ways that you might think<br />
of, can help children start down the path of<br />
philanthropic ways.<br />

Dr. Stephen Becker was honored and recognized<br />
at the National Association of Social<br />
Workers / Connecticut Chapter (NASW/CT)<br />
Annual Awards Dinner on June 19, 2008,<br />
when he was presented w<strong>it</strong>h their Public<br />
C<strong>it</strong>izen of the Year Award. Dr. Becker was<br />
nominated for the award by MaryJoan Picone<br />
of Glastonbury, for his work in “breaking<br />
through barriers and building bridges to<br />
inclusion.”<br />

President of Oak Hill, spoke at the award<br />
presentation, c<strong>it</strong>ing Dr. Becker’s dedication<br />
to advocacy for social justice, safety, and<br />
creation of the best qual<strong>it</strong>y of life possible for<br />
<strong>people</strong> w<strong>it</strong>h developmental disabil<strong>it</strong>ies, their<br />
families, and those <strong>who</strong> serve them.<br />

HARC’s Donor Reception on May 31, 2008.<br />
Biagio “Billy” Ciotto presented a $5,000<br />
check to Dr. Stephen Becker for the Biagio<br />
“Billy” and Jeanne Ciotto Family Fund. Also<br />
announced was the Phyllis Rose Kirsche<br />
Fund. We tremendously appreciate the generos<strong>it</strong>y<br />
of the Ciotto and Kirsche / Habesch<br />

Celebration. Several guests, including<br />
