Thepersonclient will be notified, in writing, of the new spenddown obligation.A) If income decreases and, as a result, the personclient has alreadymet the new spenddown obligation, eligibility for medicalassistance sh<strong>all</strong> be backdated to the appropriate date.B) If income increases and, as a result, the personclient has notproduced proof of incurred medical expenses equal to the newspenddown obligation, the written notification of the newspenddown amount will also inform the personclient that eligibilityfor medical assistance will be interrupted until proof of medicalexpenses equal to the new spenddown obligation is produced.9) Reconciliation of Amounts Paid-in to Meet SpenddownA) The Department will reconcile payments received to meet anincome spenddown obligation for a given month against theamount of claims paid for services received in that month andrefund any excess spenddown paid to the personclient. Excessamounts paid for a calendar month will be determined andrefunded to the personclient six calendar quarters later. Refundpayments will be made once per quarter.B) The Department will reconcile payments received to meet aresourcean asset spenddown obligation against the amount of <strong>all</strong>claims paid during the individual's period of enrollment formedical assistance. Excess amounts paid will be determined andrefunded to the individual six calendar quarters after theindividual's enrollment for medical assistance ends.C) When payments are received to meet both a resourcean asset andan income spenddown obligation, the Department will firstreconcile the amount of claims paid to amounts paid toward theresourceasset spenddown. If the total amount of claims paid havenot met or exceeded the amount paid to meet the resourceassetspenddown by the time the individual's enrollment ends, the excessresourceasset payments sh<strong>all</strong> be handled per subsection(c)(3)(C)(B) of this Section.
