<strong>JCAR890120</strong>-<strong>1011664r08</strong>1031103210331034103510361037103810391040104110421043104410451046104710481049105010511052105310541055105610571058105910601061106210631064106510661067106810691070107110721073A) Medicare premiums, deductibles, or coinsurance charges not paidby Medicaid or another third party payor;B) Other health insurance premiums, deductibles or coinsurance (costsharing) charges provided the insurance meets the definition of a"health benefit plan" and is approved for providing that insurancein Illinois by the Illinois Department of Insurance.i) "Health benefit plan" means any accident and healthinsurance policy or certificate, health services plancontract, health maintenance organization subscribercontract, plan provided by a MEWA (Multiple EmployerWelfare Arrangement) or plan provided by another benefitarrangement.ii) Health benefit plan does not mean accident only, credit, ordisability insurance; long-term care insurance (except forthe month of admission to a long term care facility); dentalonly or vision only insurance; specified disease insurance;hospital confinement indemnity coverage; limited benefithealth coverage; coverage issued as a supplement toliability insurance; insurance arising out of a workers'compensation or similar law; automobile medical paymentinsurance; or insurance under which benefits are payablewith or without regard to fault and that is statutorilyrequired to be contained in any liability insurance policy orequivalent self-insurance;7) Expenses Not Subject to Third Party Payment for Necessary Medical CareRecognized under State Law, but Not a Covered Service under theMedical Assistance Program. "Necessary medical care" has the meaningdescribed in 215 ILCS 105/2 and must be proved as such by aprescription, referral or statement from the patient's doctor or dentist. Thefollowing are <strong>all</strong>owable deductions from a person's post-eligibility incomefor medic<strong>all</strong>y necessary services:A) expenses incurred within the six months prior to the month of anapplication, provided those expenses remain a current liability tothe person and were not used to meet a spenddown. Medicalexpenses incurred during a period of ineligibility resulting from apenalty imposed under Section 120.387 or 120.388 of this Part arenot an <strong>all</strong>owable deduction;
