SeseA RESOLUTION AUTHORIZING THE HONORABLE MAYOR ELENITA S.BINAY, M.D. TO NEGOTIATE, ENTER INTO AND SIGN A CONTRACTTO SELL WITH PIO DEL PILAR EDUCATIONAL INSTITUTION, INC. FORTHE PURCHASE OF A PARCEL OF LAND, TOGETHER WITH THEBUILDINGS AND ALL THE IMPROVEMENTS FOUND THEREIN,LOCATED AT BARAS ST. BOUNDED BY F. ZOBEL AND MORONG STS.,BARANGAY POBLACION, MAKATI CITY, THE AMOUNT TO BE TAKENFROM THE SPECIAL EDUCATION FUND, SUBJECT TO THERATIFICATION OF THE SANGGUNIANG PANLUNGSOD AND TO ALLLEGAL AND AUDITING RULES AND PROCEDURES.

WHEREAS, it has been one of the priority thrusts of the City Government of Makati to givequality and affordable education to its constituents, especially the youth and underprivileged,through the establishment of new public schools which will cater to the growing number ofenrollees who cannot afford the high cost of education;WHEREAS, pursuant to said goal, the City Government of Makati plans to purchase the Pio delPilar Educational Institution, Inc., which consists of a parcel of land measuring 2,949 squaremeters, more or less, together with all the school buildings and improvements found therein, andoperate the same as a public school to give the youth the privilege to enroll in a good educationalinstitution. The acquisition cost will be funded by the Makati School Board out of the availableSchool Education Fund (SEF);WHEREAS, the planned property acquisition and operation of a new public school will bringintangible benefits to the city in the form of an educated populace which shall make it highlycompetitive towards the new millenium;WHEREAS, Section 445 (vi) of R.A. 7160, Local Government Code of 1991, mandates the CityMayor to represent the city in all its business transactions and sign in its behalf xxx contracts, andobligations, and such other documents upon authority of the Sangguniang Panlungsod or pursuantto law or ordinance.NOW THEREFORE, BE IT RESOLVED BY THE SANGGUNIANG PANLUNGSOD OFMAKATI, METRO MANILA, BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, INSESSION ASSEMBLED to authorize the Honorable Mayor Elenita S. Binay, M.D. to negotiate,enter into, and sign a Contract to Sell with Pio del Pilar Educational Institution, Inc. for thepurchase of a parcel of land measuring 2,949 square meters, more or less, together with thebuildings and all the improvements found therein, located at Baras St. bounded byF. Zobel and Morong Sts., Barangay Poblacion, Makati City, the amount to be taken from theSpecial Education Fund, subject to the ratification of the Sangguniang Panlungsod and to all legaland auditing rules and procedures.This Resolution shall take effect upon its approval.APPROVED BY THE SANGGUNIANG PANLUNGSOD OF MAKATI, METRO MANILA, inits regular session held on October 13, 1998.Attested:COUNCILOR JOHNNY S.
