MAJOR PROGRAMME 6:Policy-Making OrgansThe Preparatory Commission was chaired for the first six months of 2000 by H.E.Ambassador Pavel Vacek, Permanent Representative of the Czech Republic,and for the second half of the year by H.E. Ambassador Olga Pellicer, PermanentRepresentative of Mexico. The Commission held three sessions in 2000 and, inaddition to the matters pertaining to its work programme, adopted decisions, interalia, on an Agreement to Regulate the Relationship between the United Nationsand the Preparatory Commission for the <strong>Comprehensive</strong> <strong>Nuclear</strong>-<strong>Test</strong>-<strong>Ban</strong> <strong>Treaty</strong>Organization, and on the Signature and Ratification of the <strong>Comprehensive</strong><strong>Nuclear</strong>-<strong>Test</strong>-<strong>Ban</strong> <strong>Treaty</strong> on the Occasion of the Millennium Summit.The Preparatory Commission’s subsidiary bodies, Working Group A (WGA) andWorking Group B (WGB) and its Advisory Group, each met three times in 2000.WGA, which was chaired by H.E. Ambassador Tibor Tóth, PermanentRepresentative of Hungary, made recommendations, subsequently adopted by theCommission, on administrative and budgetary matters, including the approval ofthe Financial Rules of the Commission.WGB, chaired by Mr. Ola Dahlman (Sweden), considered verification relatedissues. The recommendations of WGB, subsequently adopted by the Commission,addressed, inter alia, the content of the 2000 and 2001 verification workprogrammes and the draft Agreement between the Preparatory Commission forthe <strong>Comprehensive</strong> <strong>Nuclear</strong>-<strong>Test</strong>-<strong>Ban</strong> <strong>Treaty</strong> Organization and the World MeteorologicalOrganization (WMO).The Advisory Group, chaired by Mr. André Gué (France), consideredand provided advice on financial, budgetary and administrativeissues, including the 1999 accounts of the Commission and the draftFinancial Rules.
