Establishing theseweightings during RFP creation was thoughtfully done to ensure that the mostqualified firm having the highest quality solution could be selected as long as thoseadvantages outweighed the pricing differences.Explanation of Cost: Each vendor was asked to provide a Best-and-Final Offer forthe services outlined in the RFP. In order to view the costs equally, the EvaluationTeam created two scenarios to apply the vendor’s cost to. The first scenario lookedat the costs for a “typical month” for only Toho IV implementation. The secondscenario looked at the costs for a “typical month” for a full system implementation.4 | P age
