ProjectsThe Local Government Code of 1991 has provided local government units (LGUs) withwide latitudes for inter-local cooperation and for the pooling of resources to implement jointdevelopment programs and projects. This is being undertaken in the province in the areas ofhealth and environment development, among others. We will support these alliance buildingefforts and probably expand it to cover other development undertakings wherever possible.We will promote transparency and accountability in government transactions.Transparency requires that people are informed of the activities of its government, whileaccountability means the responsible use of power by government (to advance public trust)should go with accounting of their performance to the public.An effective and efcient government can respond to the changing demands ofdevelopment, promote equity and provide excellent quality service. This requires capacitybuildingprograms to ensure that government personnel are equipped with administrative,managerial and technical capacity. They should also be able to adopt the operating perspectiveof the government that is focused on assistance and service. Government must be more of afacilitator and enabler and less of a regulator.Departmental functions should be clearly delineated for a coordinated policy and programimplementation and to avoid duplication and overlapping of programs, projects and activities.As much as possible, we will implement a convergent delivery of services, especially forcountryside development, to avoid wasteful use of resources.To provide wider avenue for people’s participation in the development process, LGUs,along with non-government organizations (NGOs) and people’s organizations (POs), will betapped as partners in the implementation of countryside development projects, with provisionof funding counterparts.There is also a wide array of international donor agencies with available funding forsuch projects as environment management, rural development and poverty alleviation that theprovincial government needs to network with and tap.
