Thisis obviously because healthy people have better chances of achieving their fullpotential, thus they can be productive and are able to generate wealth for the country.In early 2008, we started planning for a <strong>Negros</strong> <strong>Occidental</strong> Health InsuranceProgram that will primarily target the indigent segment of our population. We neededtime to study the legal aspects and audit rules on the proposed program whereinLGUs will allocate four (4) percent of their Internal Revenue Allotment. We need toplan again to make the program a reality.We will also support the continued implementation of the Hospital ReformAgenda of 2008 that seeks to upgrade the facilities and services of the provincialgovernment-run public hospitals to avoid congestion in the Bacolod-based regionalhospital and the provincial hospital in Silay City.On public health, we will prioritize prevention, as this is less expensive andmore sustainable than the curative aspect. We will also strengthen medical-surgicalmissions to the hard-to-reach areas to bring health services to the underserved ruralpeople.
