Bidders are to submit online detailssimultaneously; one containing the technical proposal and one containing theprice proposal. Initially only the technical proposals will be opened. Technicalproposals which are submitted by non-qualified bidders or which are notsubstantially responsive will be rejected. The substantially responsive technicalproposals, which have been submitted by qualified bidders, will be opened.5. The physical submission must be accompanied by a bid security of Rs.6,60,000 /-(Rs. The pre-qualification requirement is as under:Evaluation Criteria:i) Financial Criteria:• An average annual turnover of last five year should not be less than220.00 lacs and enhancement factor to be applied 10 % cumulativeper year.• Working capital should not be less than Rs.55-00 lac. A Bankcertificate to be submitted (Certificate from co-operative bank willnot be accepted).ii) Experience Criteria:• The bidder should have an experience of satisfactory completion ofwork of similar nature & magnitude in last five year as maincontractor.1. One work costing not less than 175 lacs.(80%)Or2. Two works costing not less than 132 lacs each.(60%)Or3. Three works not costing less than 88 lacs each.(40%)• The bidder should have facilities of repair as per requirementanywhere in Gujarat.• The bidder should have required nos. of expertise and sub-ordinatestaff.• The bidder should have experience of successfully completion ofoperation & maintenance of similar type of flowmeters.9. The online technical proposals will be opened on the same day in the presence ofbidders' representatives who choose to attend.10. The online price proposals and supplementary price proposals, if provided; will beopened in the presence of the bidder's representatives who choose to attend atthe time and date and at the address to be advised by the Employer afterapproval of the evaluation of the technical proposals.11.
