Silva<strong>American</strong><strong>Water</strong> <strong>Works</strong> Association, Hawaii Section kicked off <strong>the</strong>ir 34 th annual conference onTuesday, April 29, <strong>2008</strong> with a pre-conference workshop by Ductile Iron Pipe Research Associationon “Corrosion – Cause and Effect.”Conference opening ceremonies were held on Wednesday, April 30, <strong>2008</strong> at <strong>the</strong> Pacific Beach Hotel GrandBallroom Makai. Hawaii Section Chair Elson Gushiken welcomed attendees. AWWA Vice President CraigWoolard followed with a presentation on “Only Tap <strong>Water</strong> Delivers”. O<strong>the</strong>r opening day highlights included<strong>the</strong> 22 nd Annual Pipe Tapping Contest. Honolulu Board of <strong>Water</strong> Supply won in both <strong>the</strong> men and women’sdivision. Wednesday’s lunch speaker was Ken Kawahara, Deputy Director from <strong>the</strong> Department of Land andNatural Resources who did a presentation on “ Ke Kahuwai Pono”. It was truly an educational presentationfor all. Opening day events concluded with Rich Hopkins hosting a “Meet & Greet” in <strong>the</strong> exhibits area.Thursday morning’s agenda included a presentation by <strong>American</strong> <strong>Water</strong> <strong>Works</strong> Association Deputy DirectorPaula MacIlwaine on <strong>the</strong> state of <strong>the</strong> association and <strong>the</strong> 24 th Annual “Ono <strong>Water</strong> Contest”. This year’scategory was Resorts & Large Developments. Lanai <strong>Water</strong> Company, a subsidiary of Castle & Cooke,walked away with <strong>the</strong> First Place trophy.Awards presented at Thursday’s luncheon included – AWWA Hawaii section scholarships to Sara Matasci,daughter of Ray Matasci, Jenny Nakano, daughter of Dean Nakano, and Ross Pascual, son of DionicioPascual, Jr. Special Recognition Awards were presented to Lauren Arizumi, Lyuba Puzakova andTimothy Lum Yee who are Co-Chairs of <strong>the</strong> AWWA Hawaii Section Young Professionals committee.Finally, Outstanding Section Member Awards were presented to AWWA Hawaii section Trustees Roy Silva& Eric Yamashige.continued on page 5

Congratulations to Roy Silva, Eric Yamashige,and <strong>the</strong>ir committee for combining successfully three essentialingredients for an outstanding Hawaii Section annual conference. Anumber of potential barriers to this year’s success materialized duringplanning, but <strong>the</strong>y were all met head-on. As a result <strong>the</strong>re were anumber of records set this year that Roy will discuss elsewhere in thisnewsletter. As if <strong>the</strong> number of conference successes were not enough,hearing Jo-Ann Taniguchi sing The Way You Look Tonight prior to <strong>the</strong>banquet was <strong>the</strong> proverbial icing on <strong>the</strong> cake!An important aspect of this year’s conference was <strong>the</strong> support of TomArizumi and Stuart Yamada of <strong>the</strong> State Department of Health SafeDrinking <strong>Water</strong> Branch to arrange grants for attendance of 70 smallwater system operators. The value of this effort was most apparent tome during a conference presentation by Joy Gannon and KevinBaughman. Many grantees attended this presentation. They were notsimply attendees, but active participants who were engaged in <strong>the</strong>learning opportunity. These grants also resulted in 42 new HawaiiSection members. Hawaii’s citizens benefited from <strong>the</strong> professionaladvancement of knowledge to ensure safe drinking water.As a result of some last minute issues, I missed ACE <strong>2008</strong>, <strong>the</strong> hot andhumid wea<strong>the</strong>r, <strong>the</strong> cheese grits, and a chance for an autograph withShane Victorino at a Phillies-Braves game. What is more important, Imissed <strong>the</strong> opportunity to express an “Aloha y’all” and to havebreakfast with <strong>the</strong> Hawaii Section attendees. I also missed anopportunity to thank <strong>the</strong> vendors who participate in <strong>the</strong> Hawaii Sectionconference each year. Susan Uyesugi always does a great job oforganizing a gift pack and exhibit floor visits to express our thanks.She was in good company with Elson Gushiken, Jo-Ann Taniguchi,and Rich Hopkins.If you haven’t been on <strong>the</strong> Hawaii Section website recently (http://www.awwa-hi.org/index.htm) please do so. ACE ‘08 IN ATLANTA—HOT! HOT! HOT!By Susan UyesugiWhen you come from Hawaii, you think you’d be used to heat and humidity but Atlanta was over<strong>the</strong> top when it came to <strong>the</strong> wea<strong>the</strong>r!It was interesting to see some of <strong>the</strong> lingering effects of <strong>the</strong> tornado that passed through <strong>the</strong> city in March<strong>2008</strong>. You could see some areas where repairs were still to be made.Once again, Ray Matasci (Brown and Caldwell) and a group of Hawaii people went to see a baseball gamewhile at ACE. And lucky for <strong>the</strong>m, <strong>the</strong> Atlanta Braves were playing <strong>the</strong> Philadelphia Phillies. I say luckybecause it just so happens that AWWA Hawaii Section member and Maui Councilman Mike Vicotrino’s sonShane Victorino plays for <strong>the</strong> Philadelphia Phillies. And thanks to Mike, <strong>the</strong> Hawaii group got to meet Shaneand get autographs before <strong>the</strong> games started. And <strong>the</strong> best part was that Philadelphia swept Atlanta!On Sunday afternoon, Rich Hopkins, Elson Gushiken, Susan Uyesugi and Jo-Ann Taniguchi visited with<strong>the</strong> manufacturers who exhibit at <strong>the</strong> Hawaii conference and passed out boxes of Hawaiian Host MacadamiaNut Chocolates to thank <strong>the</strong>m for <strong>the</strong>ir support.The section breakfast on Monday morning was a great success. Everyone enjoys <strong>the</strong> opportunity to visit wi<strong>the</strong>ach o<strong>the</strong>r since we’re on different islands. We were pleased to have from AWWA Staff retired ExecutiveDirector Jack Hoffbuhr as well as <strong>the</strong> new Executive Director Gary Zimmerman and Section ServicesRepresentative Nancy Sullivan. Only Tap <strong>Water</strong> Delivers continued from page 1Thursday night’s 34 th Annual Conference Banquet started off with a bang as Hawaii section secretary Jo-AnnTaniguchi demonstrated her award winning talents as she entertained attendees during happy hour. RayMatasci served as master of ceremonies. This year’s George Fuller award was presented posthumously toformer Manager & Chief Engineer of <strong>the</strong> Honolulu Board of <strong>Water</strong> Supply Cliff Jamile. His son Kalaaccepted <strong>the</strong> award on behalf of <strong>the</strong> Jamile Family.AWWA Hawaii section life members’ awards were also presented to Adam Coelho, Jr., Douglas Kamiya,Jon Nishimura, Kenneth Sakai and William Thompson.Friday’s events included <strong>the</strong> 2 nd Annual “Top Ops Competition” won by a team from Hawaiian Beaches<strong>Water</strong> Co. and Wood Valley <strong>Water</strong> & Farm Coop. Clifford Jamile—<strong>2008</strong> Fuller Award WinnerBy Susan UyesugiThis year’s award is a posthumous award.Former Manager and Chief EngineerClifford Jamile passed away on March 10,2007 after battling cancer. Cliff worked at <strong>the</strong> Boardof <strong>Water</strong> Supply (BWS) for 42 years. He began hiscareer in 1963 as a mechanical engineer in <strong>the</strong> PlantOperations Division. In August 1998, he wasselected to be <strong>the</strong> BWS Manager and ChiefEngineer.Cliff drew from his native Hawaiian heritage <strong>the</strong>ahupua’a land management concept to focus onwatershed protection as a key component of watermanagement.The BWS mission – <strong>Water</strong> for Life – Ka Wai Ola –grew out of this concept.In 2007, he was also recognized by <strong>the</strong> NativeHawaiian Chamber of Commerce’s as one of <strong>the</strong>recipients of it’s O’o award. The O’o awardSusan Uyesugi accepts <strong>the</strong> Fuller Award on behalf of CliffordJamile from AWWA Past President Nilaksh J. Lanai <strong>Water</strong> CompanyWinner of <strong>2008</strong> Ono <strong>Water</strong> ContestLanai <strong>Water</strong> Company (LWC) is PUC regulated and serves over 3,000 residents and guests of <strong>the</strong>Island of Lanai. LWC provides potable water to two Four Seasons Resorts-Manele Bay and <strong>the</strong> Lodgeat Koele. In addition, we run two R-1 Plants and a brackish water system to irrigate two golf coursesand landscape areas in Manele.Lanai does not have perennial streams, and our water comes from wells that puncture a high levelaquifer. LWC delivered 2.2 million gallons per day (MGD) last year from four potable and three brackishwater wells. Theturn out was a respectable 79 golfers, and good fun was hadby all. Everyone received some kind of prize, making for allinvolved to be winners. Donations this year to <strong>Water</strong> forPeople were in excess of $4,000 for <strong>the</strong> first time. Thismoney goes to help cover transportation and o<strong>the</strong>r costsassociated with <strong>the</strong> recent <strong>Water</strong> for People Rotary Clubproject on Palau. Thanks to all those that participated andalso to those companies that donated cash and prizes for <strong>the</strong>golfers. Chair’s Message continued from page 2Strategic Planning SessionThe Board of Trustees held a Strategic Planning Session on April 18, <strong>2008</strong>. Despite <strong>the</strong> name of <strong>the</strong> session,it dealt less with strategy than with tactical approaches to accomplish our strategic plan. A major issue facing<strong>the</strong> Hawaii Section – and many o<strong>the</strong>r organizations – is succession planning.An important consideration for recruiting new committee chairs and trustees is to ensure <strong>the</strong>y know what isexpected of <strong>the</strong>m. A central <strong>the</strong>me of this year’s planning session was to establish a common goal for eachcommittee chair to develop or refine a timeline and its milestones to accomplish his/her primary responsibility.Though <strong>the</strong> dates may change from year-to-year, <strong>the</strong> central responsibilities generally do not. Think aboutawards, nominations, workshops, and our newsletter. Each of <strong>the</strong>se has specific tasks that need to beaccomplished by certain dates to ensure successful delivery. Documenting <strong>the</strong>se will be helpful for successionof new chairs and trustees.In addition to <strong>the</strong> goal of developing a timeline with milestones for a committee’s primary responsibility, <strong>the</strong>Board also established additional goals for <strong>the</strong> upcoming year:Resolve <strong>the</strong> memorandum of understanding issues with <strong>Water</strong> for People to determine continued level ofinvolvement of Hawaii Section in <strong>the</strong> international program. Paul Scott, Ray Matasci, and MikeCunningham have worked successfully to provide safe drinking water through solar pasteurizationtechnology to schools on Palau. Though <strong>Water</strong> for People has supported <strong>the</strong> effort, <strong>the</strong>y have notembraced it nor o<strong>the</strong>r Pacific Region projects for continuation. We need to determine <strong>the</strong> HawaiiSection’s relationship with WFP in <strong>the</strong> future.Develop a list of potential water-related “rapid response” subjects for which experts in <strong>the</strong> water professionmight be needed to provide public information. There have been a number of potential high profilepublic issues that have emerged during <strong>the</strong> last year, including one on microconstituents. ThoughAWWA provided excellent talking points, it would be useful to <strong>the</strong> Hawaii Section and its members toidentify experts who can speak knowledgeably about <strong>the</strong> subjects.Develop a proposal for a workforce development program that will help address loss of knowledge andskills from <strong>the</strong> Hawaii water profession. Just as <strong>the</strong> Hawaii Section faces issues with successionplanning, so too do public agencies responsible for providing safe drinking water. Since <strong>the</strong> HawaiiSection is an educational association, we should be able to play a key role in helping sustain a skilledworkforce to ensure safe drinking water.Develop a summary of State and Federal legislation pertinent to membership interest and submit for HawaiiSection website posting. Timely information about legislation – federal and state – is important toensure an opportunity for input and influence.
