Chair’s Message
Walter Hager
Hawaii Section Chair
Aloha again! I just returned from the Hawaii Section AWWA
workshop held on Kauai. I have been able to attend all three
workshops and can report there was good turnout for these
well-structured, interesting and informative presentations no matter
what your discipline. For those of you who were unable to attend, I
assure you that you missed three very good workshops. Roy Silva has
done one great job, especially for someone who is new to the Section.
The nominations for the next slate of Section Officers should appear in
this newsletter. I know that you will lend your support to the new
officers for the Hawaii Section 2006/2007 year.
Speaking of the newsletter, I must mention the outstanding job that
Julie McKee and her committee has done with the prior two issues.
Publishing a newsletter is not an easy job, and since Julie is a volunteer
it must be a labor of love.
Dawn Barsana, the Committee Chair for the Annual Conference, has
everything well in hand as usual. As this conference is our largest local
activity each year as well as the biggest ways and means function for
the section, we will need all of your support by attending.
Eddie Doi, the Membership Committee Chair, is now also on the National
Membership Committee and has reported his first trip to attend
the meeting in Puerto Rico to be a big success. Eddie has been working
very hard the last few years on keeping our membership strong.
Kauai Workshop Review
By Roy Silva
February's workshop was held on the 23rd and 24th at the Kauai
Beach Hotel and Resort where there was a big show of atten
dance, forty-four in all. The topic of the workshop was surface
water on Kauai, a public and private partnership.
Thursday's program included six speakers who discussed how the partnership
began through to its completion, ten years later; the rules and
regulations governing surface water; and the daily operations of a surface
water plant. The day ended with a "Meet and Greet" at the
Hanamalu Café.
On Friday there was a two-hour question and answer session with a
panel consisting of Ed Tschupp, Mike Furukawa, Hugh Strom, Paul
Schuler and Ivan Nakatsuka. Also included was a visit and tour of the
Grove Farm facility.
Mahalo to Rona Miura, Debra Togioka and Wynne Ushigome for their
assistance in making this a successful event.
AWWA Director’s Report
by Susan Uyesugi
Director, Hawaii Section
More than half the year has gone by and there are some changes pending for AWWA. I attended
the AWWA Winter Board of Directors Meeting in Austin where the Ad Hoc Committee on
Governance presented proposed changes. One of the major changes is the addition of a sixth
Vice-President to the organization. This will take effect next year.
And speaking of elections, Nilaksh Kothari, Wisconsin Section Director as well AWWA Vice-President,
was elected to serve as President for 2007-2008. Nilaksh will also be the visiting officer at our conference
in May so congratulate him on being elected president! There were five vice-presidents elected: Janice
Skadsen (re-elected), Glenda Dunn, Luis Aguiar, Joe Mantua and Craig Woolard. The last four are fellow
"classmates" of my director group so I was very pleased to see them all get elected. Trina Mastran was
elected as Director-At-Large. You can read more about all of them on the AWWA website at www.awwa.org.
Clifford Lum, Manager and Chief Engineer at the Honolulu Board of Water Supply, will be attending the
AWWA Fly-in with me in March where we will meet with our congressional delegates to urge them to
support water related issues.
I want to encourage anyone who wants to get involved with AWWA to volunteer to serve on either
section committees or association committees. You can find a list of association committees on the AWWA
website. I've been a member of the Diversity and Member Involvement Committee for the past two years
and have been privileged to work with some very dedicated individuals from other sections. Eddie Doi, our
membership chair, is on the AWWA Membership Committee. Royce Fukunaga is an active member of the
International Council, Elson Gushiken is a semi-permanent fixture on the Water Reuse committee, Paul
Kemp serves on various standards committees, and Donna Kiyosaki is on the Competitive Practices Committee
to just name a few of the local people involved on the Association level. If you're at least curious
about getting involved, please contact me and we can talk story!
YPs See “Green”
By Lianna Chang
On Tuesday, January 24th, 2006, the Young Professionals joined
together for a "Green Building Alternatives" Presentation by
Laurence Kometani of Exacta Sales. For those of you who
aren't familiar with Laurence, he is one of the leaders of the Makiki
Stream Stewards, a community group dedicated to the care and preservation
of Makiki Stream. He is also a member of Exacta Sales, a
locally-owned company that provides "green" solutions and alternative,
environment-friendly building materials. Exacta Sales has also
contributed to award-winning LEED (Leadership in Energy and Environmental
Design) structures including Punahou's Case Middle
School.
Laurence gave us a presentation about various environmentallyfriendly
alternatives and showed us examples of several green structures
in Hawaii. He also explained that LEED Certification is a rating
system which identifies how "green" a structure is.
Thanks to Laurence’s informative presentation, the Young Professionals
have some new green building materials in their tool belts as
well as some new ideas for sustainable design.
Thank you to all the Young Professionals who joined us for the
presentation. We look forward to seeing you at our next event!
Special Recognition
Honoring Outstanding Achievements
This year the Hawaii Section's Fuller Awardee
for 2006, is Mr. Ivan K. Nakatsuka.
In 1976 Ivan earned a master's degree in Civil
Engineering from the University of Hawaii. He
earned his professional engineering registration from
the University of Hawaii in 1979 and has been a practicing
environmental engineer at Austin, Tustumi &
Associates in Honolulu ever since. As Chief Environmental
Engineer, he has completed many waterrelated
projects and has become knowledgeable in
the application of new technologies to solve today's
water and environmental problems. Currently, Ivan's
specialty is in the application of microfiltration membrane
technology to produce potable water.
Throughout his career, Ivan has been an active
member in professional organizations such as American
Society of Civil Engineers (ASCE), Water Environment
Federation (WEF) - Past President and Current
National Director of Hawaii Section, but he has
been especially involved with the American Water
Works Association (AWWA). In our organization,
he has served in nearly all leadership capacities to
include Section Chair, Conference Chair, Trustee, and
Education/Scholarship Chair. In recoginition of his
leadership skills, he received the AWWA Special Recognition
Award in 1990 and the AWWA Outstanding
Section Member Award in 1991.
Traditionally the Fuller Award results are kept
secret until the annual conference where the award
winner is announced. However this year, due to conference
timing and scheduling constraints, Mr.
Nakatsuka was informed he was the Fuller Award
receipient early, but will still be presented with his
award at the section's annual conference.
Look for his award acceptance photo in the next
edition of the Hawaii Section newsletter.
Safe Drinking Water For Palau’s Children
Story and Photos by Mike Cunningham
Water For People (WFP) is a National
Non-Profit Organization based in
Denver, Colorado. The Hawaii Committee
of WFP was formed in 1991 and functions
under the auspices of the American Water Works
Association, Hawaii Section for the purpose of
providing assistance to Water Utilities in the former
U.S. Trust Territories in the Central Pacific Islands.
Since its inception, WFP volunteers from
Hawaii have provided and supported numerous
training programs and water system assessments
in various Pacific Islands throughout Micronesia
including: Chuuk, Kosrae, Pohnpei, Palau, Yap
and Majuro
The health of children and teachers alike has been at risk
from drinking the school’s contaminated water.
One of the eleven Head Start Centers scheduled to receive a Solar
Pasteurization Unit to ensure safe drinking water.
For the past three years, Water For People - Hawaii has been performing a "Needs Assessment" of the
Surface Water Treatment Plants in the Republic of Palau. This project is funded by the U.S. Department of
Interior, which reimburses WFP Volunteers for travel expenses incurred during this project.
Over the course of the System Evaluation process, WFP volunteers have spent considerable time in the
remote, rural villages of Palau. We are determining the condition of their community water systems and
making recommendations for their eventual update and improvement, which also includes training of Treatment
Plant Operators at these rural facilities.
During the process of this study, we have
identified a most compelling need for immediate
assistance at the 11 Head Start School
Facilities located in these villages. Based on
specific site observations, discussions with
teachers and the results of laboratory test results
performed by the Environmental Quality
Protection Board (EQPB) - the equivalent
of our USEPA - the water available to the children
at these facilities is contaminated and
not fit to drink.
Each Head Start facility has a roof catchment
system that collects and stores rain water
that the children and teachers use as their
PALAU STORY continued from page 8
drinking water source; however, this water becomes
contaminated from unsanitary roof
sources and results in water that tests positive
for both non-fecal and fecal Coliform.
WFP has purchased and tested a Solar Pasteurization
Unit at two separate locations in
Palau and has received formal approval from
EQPB in the use of the pasteurization unit as an
acceptable treatment process in these rural locations.
Further, we have also received approval
and a pledge of support from the Head Start
Coordinator in Palau for this project.
Approximately $50,000 in funding for the
Solar Water Pasteurization Project for the 11
Head Start schools is close to being secured through a grant from Rotary International. The project will
supply pasteurization units at each of the schools, which will provide a source of safe, clean drinking water
to the young students at these facilities. This
proven and economical technology will reduce
the negative short and long term affects of drinking
contaminated water and provide the children
with an improved educational environment.
Water For People - Hawaii fully supports
this project and is prepared to assist Rotary in
the implementation of the proposed pasteurization
project. To date, Water For People - Hawaii
has donated substantial time, effort and funds
to develop this project and is committed to seeing
it through to completion with the financial
assistance of Rotary International and its Clubs
Mike Cunningham (right) is currently in Palau continuing his work in
the Water For People projects.
Water from a school’s roof raincatchment is labeled and stored for
treatment with the pasteurization process.
in Hawaii and Palau.
Safe drinking water is without question the
most critical, life-sustaining resource of our
daily lives and generally taken for granted by those fortunate enough to have access to it. Not far away -- in
other Islands similar to Hawaii in climate, geology and customs -- safe drinking water is not yet available to
everyone. The SWPP will provide a vital resource to the greatest "At-Risk" group in Palau, its children who
are just beginning their educational process.
14 AWWA/Hawaii Section Winter 2006

Membership Committee
By Edward Doi
With the encouragement of Walt Hager and Jon Muraoka, I applied for an open position on the
American Water Works Association (AWWA) Membership Committee last July 2005. I was
invited to join and I accepted to serve on this committee. My first AWWA Membership Committee
Meeting was held in San Juan, Puerto Rico this past January 2006.
The AWWA Membership Committee is made up of 12 members from different sections of AWWA. Our
major objective is to set forth and advocate strategies, programs and policies to build and retain membership
in the Association and my personal role is to be a liaison between AWWA and section membership chairs.
As a newcomer, I was very impressed to learn how active this group is. Individually, each of the committee
members were very easygoing and personable, yet appropriately professional, and everyone was serious
about accomplishing the task set before us. Our meeting covered a wide variety of topics and action items
from AWWA's membership net growth goal of 3% to brain storming ideas on membership retention. By the
end of our session, we had discovered a common trait among us, we are all passionate about membership and
we hope to infuse others with the same excitement about membership growth and retention.
I believe that members in AWWA benefit from
the knowledge and opportunities this organization
has to offer such as educational literature, classes,
workshops, conferences, and most of all networking.
Since the majority of section member participation
in the AWWA Hawaii Section is comprised of
volunteers, I commend those self employed individuals
who volunteer their time as well as the employers
who support and encourage their employees to get
involved. This participation on a volunteer basis
is vital to our section, is greatly appreciated and
will continue to be encouraged. Join us and find out
why being a part of AWWA is beneficial to all
participants.
