Hawaii Section Welcomes Nilaksh Kothari<br />
AWWA Official Representative Scheduled To Speak At Conference<br />
The Hawaii Section is proud to have Mr. Kothari visiting our beautiful state and pleased to have <strong>the</strong><br />
opportunity to hear him speak at our annual conference. He has been elected as AWWA President<br />
for 2007-2008 after having held numerous offices with <strong>the</strong> Wisconsin Section of AWWA, including<br />
secretary-treasurer, trustee chair, section director, and chair of <strong>the</strong> Research and Awards Committees.<br />
He has also been a member of <strong>the</strong> Strategic Planning, Education, <strong>Water</strong> For People, and Small System<br />
Committees, as well as a member of <strong>the</strong> AWWA Membrane Process Committee. In addition to serving as<br />
an AWWA Vice-President, Nilaksh represents <strong>the</strong> Wisconsin Section on <strong>the</strong> AWWA Board of Directors<br />
and serves on <strong>the</strong> Executive Committee.<br />
In 2002, Nilaksh was honored with <strong>the</strong> AWWA George Warren Fuller Award. Prior to that, he received<br />
<strong>the</strong> Wisconsin Section Research Award in 1997, and <strong>the</strong> Achievement Award in 1996.<br />
In addition to a master’s degree in sanitary engineering, Nilaksh holds a bachelor’s degree in civil<br />

Aloha again! I just returned from <strong>the</strong> Hawaii Section AWWA<br />
workshop held on Kauai. I have been able to attend all three<br />
workshops and can report <strong>the</strong>re was good turnout for <strong>the</strong>se<br />
well-structured, interesting and informative presentations no matter<br />
what your discipline. For those of you who were unable to attend, I<br />
assure you that you missed three very good workshops. Roy Silva has<br />
done one great job, especially for someone who is new to <strong>the</strong> Section.<br />
The nominations for <strong>the</strong> next slate of Section Officers should appear in<br />
this newsletter. I know that you will lend your support to <strong>the</strong> new<br />
officers for <strong>the</strong> Hawaii Section 2006/2007 year.<br />
Speaking of <strong>the</strong> newsletter, I must mention <strong>the</strong> outstanding job that<br />
Julie McKee and her committee has done with <strong>the</strong> prior two issues.<br />
Publishing a newsletter is not an easy job, and since Julie is a volunteer<br />
it must be a labor of love.<br />
Dawn Barsana, <strong>the</strong> Committee Chair for <strong>the</strong> Annual Conference, has<br />
everything well in hand as usual. As this conference is our largest local<br />
activity each year as well as <strong>the</strong> biggest ways and means function for<br />
<strong>the</strong> section, we will need all of your support by attending.<br />
Eddie Doi, <strong>the</strong> Membership Committee Chair, is now also on <strong>the</strong> National<br />
Membership Committee and has reported his first trip to attend<br />
<strong>the</strong> meeting in Puerto Rico to be a big success. Eddie has been working<br />
very hard <strong>the</strong> last few years on keeping our membership strong.<br />

Kauai <strong>Works</strong>hop Review<br />

February's workshop was held on <strong>the</strong> 23rd and 24th at <strong>the</strong> Kauai<br />
Beach Hotel and Resort where <strong>the</strong>re was a big show of atten<br />
dance, forty-four in all. The topic of <strong>the</strong> workshop was surface<br />
water on Kauai, a public and private partnership.<br />
Thursday's program included six speakers who discussed how <strong>the</strong> partnership<br />
began through to its completion, ten years later; <strong>the</strong> rules and<br />
regulations governing surface water; and <strong>the</strong> daily operations of a surface<br />
water plant. The day ended with a "Meet and Greet" at <strong>the</strong><br />
Hanamalu Café.<br />
On Friday <strong>the</strong>re was a two-hour question and answer session with a<br />
panel consisting of Ed Tschupp, Mike Furukawa, Hugh Strom, Paul<br />
Schuler and Ivan Nakatsuka. Also included was a visit and tour of <strong>the</strong><br />
Grove Farm facility.<br />
Mahalo to Rona Miura, Debra Togioka and Wynne Ushigome for <strong>the</strong>ir<br />
assistance in making this a successful event.<br />

AWWA Director’s Report<br />

More than half <strong>the</strong> year has gone by and <strong>the</strong>re are some changes pending for AWWA. I attended<br />
<strong>the</strong> AWWA <strong>Winter</strong> Board of Directors Meeting in Austin where <strong>the</strong> Ad Hoc Committee on<br />
Governance presented proposed changes. One of <strong>the</strong> major changes is <strong>the</strong> addition of a sixth<br />
Vice-President to <strong>the</strong> organization. This will take effect next year.<br />
And speaking of elections, Nilaksh Kothari, Wisconsin Section Director as well AWWA Vice-President,<br />
was elected to serve as President for 2007-2008. Nilaksh will also be <strong>the</strong> visiting officer at our conference<br />
in May so congratulate him on being elected president! There were five vice-presidents elected: Janice<br />
Skadsen (re-elected), Glenda Dunn, Luis Aguiar, Joe Mantua and Craig Woolard. The last four are fellow<br />
"classmates" of my director group so I was very pleased to see <strong>the</strong>m all get elected. Trina Mastran was<br />
elected as Director-At-Large. You can read more about all of <strong>the</strong>m on <strong>the</strong> AWWA website at www.awwa.org.<br />
Clifford Lum, Manager and Chief Engineer at <strong>the</strong> Honolulu Board of <strong>Water</strong> Supply, will be attending <strong>the</strong><br />
AWWA Fly-in with me in March where we will meet with our congressional delegates to urge <strong>the</strong>m to<br />
support water related issues.<br />
I want to encourage anyone who wants to get involved with AWWA to volunteer to serve on ei<strong>the</strong>r<br />
section committees or association committees. You can find a list of association committees on <strong>the</strong> AWWA<br />
website. I've been a member of <strong>the</strong> Diversity and Member Involvement Committee for <strong>the</strong> past two years<br />
and have been privileged to work with some very dedicated individuals from o<strong>the</strong>r sections. Eddie Doi, our<br />
membership chair, is on <strong>the</strong> AWWA Membership Committee. Royce Fukunaga is an active member of <strong>the</strong><br />
International Council, Elson Gushiken is a semi-permanent fixture on <strong>the</strong> <strong>Water</strong> Reuse committee, Paul<br />
Kemp serves on various standards committees, and Donna Kiyosaki is on <strong>the</strong> Competitive Practices Committee<br />
to just name a few of <strong>the</strong> local people involved on <strong>the</strong> <strong>Association</strong> level. If you're at least curious<br />
about getting involved, please contact me and we can talk story!<br />

YPs See “Green”<br />

On Tuesday, January 24th, 2006, <strong>the</strong> Young Professionals joined<br />
toge<strong>the</strong>r for a "Green Building Alternatives" Presentation by<br />
Laurence Kometani of Exacta Sales. For those of you who<br />
aren't familiar with Laurence, he is one of <strong>the</strong> leaders of <strong>the</strong> Makiki<br />
Stream Stewards, a community group dedicated to <strong>the</strong> care and preservation<br />
of Makiki Stream. He is also a member of Exacta Sales, a<br />
locally-owned company that provides "green" solutions and alternative,<br />
environment-friendly building materials. Exacta Sales has also<br />
contributed to award-winning LEED (Leadership in Energy and Environmental<br />
Design) structures including Punahou's Case Middle<br />
School.<br />
Laurence gave us a presentation about various environmentallyfriendly<br />
alternatives and showed us examples of several green structures<br />
in Hawaii. He also explained that LEED Certification is a rating<br />
system which identifies how "green" a structure is.<br />
Thanks to Laurence’s informative presentation, <strong>the</strong> Young Professionals<br />
have some new green building materials in <strong>the</strong>ir tool belts as<br />
well as some new ideas for sustainable design.<br />

Conference Is On It’s Way!<br />

It's about that time again, people! We have a great<br />
committee put toge<strong>the</strong>r; a great bunch of people<br />
who are eager to produce a successful, informative<br />
and attractive show. The Renaissance Ilikai<br />
Waikiki Hotel will again play host to our Annual Section<br />
Conference, and <strong>the</strong> conference will run from May<br />
9-12, 2006 (immediately following <strong>the</strong> AWWA National<br />
Desalination Symposium). The 2006 Hawaii Section<br />
<strong>American</strong> <strong>Water</strong> <strong>Works</strong> <strong>Association</strong> Conference Committee<br />
is proud to present this year's conference <strong>the</strong>me:<br />
"Innovation in <strong>Water</strong> Technologies for Preparedness,<br />
Security and Longevity"<br />
In light of <strong>the</strong> devastation felt in New Orleans due<br />
to Hurricane Katrina, it appears an emphasis needs to<br />

precious water supplies. Whe<strong>the</strong>r it is through new invention<br />
and design, new materials and technologies, or<br />
new procedures and techniques in installation and repair,<br />

Special Recognition<br />
Honoring Outstanding Achievements<br />
This year <strong>the</strong> Hawaii Section's Fuller Awardee<br />
for 2006, is Mr. Ivan K. Nakatsuka.<br />
In 1976 Ivan earned a master's degree in Civil<br />
Engineering from <strong>the</strong> University of Hawaii. He<br />
earned his professional engineering registration from<br />
<strong>the</strong> University of Hawaii in 1979 and has been a practicing<br />
environmental engineer at Austin, Tustumi &<br />
Associates in Honolulu ever since. As Chief Environmental<br />
Engineer, he has completed many waterrelated<br />
projects and has become knowledgeable in<br />
<strong>the</strong> application of new technologies to solve today's<br />
water and environmental problems. Currently, Ivan's<br />
specialty is in <strong>the</strong> application of microfiltration membrane<br />
technology to produce potable water.<br />
Throughout his career, Ivan has been an active<br />
member in professional organizations such as <strong>American</strong><br />
Society of Civil Engineers (ASCE), <strong>Water</strong> Environment<br />
Federation (WEF) - Past President and Current<br />
National Director of Hawaii Section, but he has<br />
been especially involved with <strong>the</strong> <strong>American</strong> <strong>Water</strong><br />
<strong>Works</strong> <strong>Association</strong> (AWWA). In our organization,<br />
he has served in nearly all leadership capacities to<br />
include Section Chair, Conference Chair, Trustee, and<br />
Education/Scholarship Chair. In recoginition of his<br />
leadership skills, he received <strong>the</strong> AWWA Special Recognition<br />
Award in 1990 and <strong>the</strong> AWWA Outstanding<br />
Section Member Award in 1991.<br />
Traditionally <strong>the</strong> Fuller Award results are kept<br />
secret until <strong>the</strong> annual conference where <strong>the</strong> award<br />
winner is announced. However this year, due to conference<br />
timing and scheduling constraints, Mr.<br />
Nakatsuka was informed he was <strong>the</strong> Fuller Award<br />
receipient early, but will still be presented with his<br />
award at <strong>the</strong> section's annual conference.<br />

Safe Drinking <strong>Water</strong> For Palau’s Children<br />

<strong>Water</strong> For People (WFP) is a National<br />
Non-Profit Organization based in<br />
Denver, Colorado. The Hawaii Committee<br />
of WFP was formed in 1991 and functions<br />
under <strong>the</strong> auspices of <strong>the</strong> <strong>American</strong> <strong>Water</strong> <strong>Works</strong><br />
<strong>Association</strong>, Hawaii Section for <strong>the</strong> purpose of<br />
providing assistance to <strong>Water</strong> Utilities in <strong>the</strong> former<br />
U.S. Trust Territories in <strong>the</strong> Central Pacific Islands.<br />
Since its inception, WFP volunteers from<br />
Hawaii have provided and supported numerous<br />
training programs and water system assessments<br />
in various Pacific Islands throughout Micronesia<br />
including: Chuuk, Kosrae, Pohnpei, Palau, Yap<br />
and Majuro<br />
The health of children and teachers alike has been at risk<br />
from drinking <strong>the</strong> school’s contaminated water.<br />
One of <strong>the</strong> eleven Head Start Centers scheduled to receive a Solar<br />
Pasteurization Unit to ensure safe drinking water.<br />
For <strong>the</strong> past three years, <strong>Water</strong> For People - Hawaii has been performing a "Needs Assessment" of <strong>the</strong><br />
Surface <strong>Water</strong> Treatment Plants in <strong>the</strong> Republic of Palau. This project is funded by <strong>the</strong> U.S. Department of<br />
Interior, which reimburses WFP Volunteers for travel expenses incurred during this project.<br />
Over <strong>the</strong> course of <strong>the</strong> System Evaluation process, WFP volunteers have spent considerable time in <strong>the</strong><br />
remote, rural villages of Palau. We are determining <strong>the</strong> condition of <strong>the</strong>ir community water systems and<br />
making recommendations for <strong>the</strong>ir eventual update and improvement, which also includes training of Treatment<br />
Plant Operators at <strong>the</strong>se rural facilities.<br />
During <strong>the</strong> process of this study, we have<br />
identified a most compelling need for immediate<br />
assistance at <strong>the</strong> 11 Head Start School<br />
Facilities located in <strong>the</strong>se villages. Based on<br />
specific site observations, discussions with<br />
teachers and <strong>the</strong> results of laboratory test results<br />
performed by <strong>the</strong> Environmental Quality<br />
Protection Board (EQPB) - <strong>the</strong> equivalent<br />
of our USEPA - <strong>the</strong> water available to <strong>the</strong> children<br />
at <strong>the</strong>se facilities is contaminated and<br />
not fit to drink.<br />
Each Head Start facility has a roof catchment<br />

HAWAII SECTION AWWA<br />
2006 Scholarship Program<br />
PURPOSE<br />
To provide financial assistance to AWWA-Hawaii Section members and <strong>the</strong>ir dependents in <strong>the</strong>ir quest for<br />
higher education, and to encourage academic and social excellence.<br />
ELIGIBILITY<br />
Member: Any dues-paying member of <strong>the</strong> AWWA/Hawaii Section.<br />
Dependent: Person claimed as a dependent on most recent income tax return of member. Must be at least<br />
a senior in high school and working toward a full-time enrollment at an accredited college or university or<br />
full-time student enrolled in courses leading to a Bachelor or Graduate degree. Financial need is not a<br />
criterion. Engineering major is not a criterion. Previous recipients, since 2003, are not eligible. Previous<br />
two-time AWWA/Hawaii Section scholarship recipients, prior to 2003, are not eligible.<br />

AWARD<br />
A maximum of two $1,500.00 scholarships will be awarded to <strong>the</strong> most outstanding applicant(s) as<br />

shall be invited to <strong>the</strong> AWWA/Hawaii Section Annual Conference awards luncheon at no charge.<br />
SELECTION<br />
Consideration will be given to applicants who are dedicated to <strong>the</strong>ir studies, have set goals for <strong>the</strong>mselves,<br />
and have developed a desire for post-high school education.<br />
TIME SCHEDULE<br />
All applications must be submitted no later than Friday, March 17, 2006.<br />
The Scholarship Committee's decision will be announced at <strong>the</strong> Annual AWWA/Hawaii Section Conference<br />

drinking water source; however, this water becomes<br />
contaminated from unsanitary roof<br />
sources and results in water that tests positive<br />
for both non-fecal and fecal Coliform.<br />
WFP has purchased and tested a Solar Pasteurization<br />
Unit at two separate locations in<br />
Palau and has received formal approval from<br />
EQPB in <strong>the</strong> use of <strong>the</strong> pasteurization unit as an<br />
acceptable treatment process in <strong>the</strong>se rural locations.<br />
Fur<strong>the</strong>r, we have also received approval<br />
and a pledge of support from <strong>the</strong> Head Start<br />
Coordinator in Palau for this project.<br />
Approximately $50,000 in funding for <strong>the</strong><br />
Solar <strong>Water</strong> Pasteurization Project for <strong>the</strong> 11<br />
Head Start schools is close to being secured through a grant from Rotary International. The project will<br />
supply pasteurization units at each of <strong>the</strong> schools, which will provide a source of safe, clean drinking water<br />
to <strong>the</strong> young students at <strong>the</strong>se facilities. This<br />
proven and economical technology will reduce<br />
<strong>the</strong> negative short and long term affects of drinking<br />
contaminated water and provide <strong>the</strong> children<br />
with an improved educational environment.<br />
<strong>Water</strong> For People - Hawaii fully supports<br />
this project and is prepared to assist Rotary in<br />
<strong>the</strong> implementation of <strong>the</strong> proposed pasteurization<br />
project. To date, <strong>Water</strong> For People - Hawaii<br />
has donated substantial time, effort and funds<br />
to develop this project and is committed to seeing<br />
it through to completion with <strong>the</strong> financial<br />
assistance of Rotary International and its Clubs<br />

Safe drinking water is without question <strong>the</strong><br />
most critical, life-sustaining resource of our<br />
daily lives and generally taken for granted by those fortunate enough to have access to it. Not far away -- in<br />
o<strong>the</strong>r Islands similar to Hawaii in climate, geology and customs -- safe drinking water is not yet available to<br />
everyone. The SWPP will provide a vital resource to <strong>the</strong> greatest "At-Risk" group in Palau, its children who<br />
are just beginning <strong>the</strong>ir educational process.<br />

AWWA Management Institute Scheduled For March 2006<br />
Advanced Management Institute Planned For April 2006<br />
The five-day Basic AWWA <strong>Water</strong> Utility Management Institute<br />
will be presented in Salt Lake City, Utah, March 27-31,<br />
2006. All sessions are held at <strong>the</strong> Comfort Suites Hotel<br />
(near <strong>the</strong> airport) for AWWA members and water department<br />
personnel nationwide. This class brings toge<strong>the</strong>r water<br />
company personnel from every region of <strong>the</strong> county (and<br />
Canada as well) in an atmosphere of learning and sharing<br />
important leadership principles. This affordable, top-notch<br />
training teaches practical, "real world" supervisory and<br />
management skills needed to be effective in today's workplace.<br />
The schedule is as follows:<br />

Membership Committee<br />

With <strong>the</strong> encouragement of Walt Hager and Jon Muraoka, I applied for an open position on <strong>the</strong><br />
<strong>American</strong> <strong>Water</strong> <strong>Works</strong> <strong>Association</strong> (AWWA) Membership Committee last July <strong>2005</strong>. I was<br />
invited to join and I accepted to serve on this committee. My first AWWA Membership Committee<br />
Meeting was held in San Juan, Puerto Rico this past January 2006.<br />
The AWWA Membership Committee is made up of 12 members from different sections of AWWA. Our<br />
major objective is to set forth and advocate strategies, programs and policies to build and retain membership<br />
in <strong>the</strong> <strong>Association</strong> and my personal role is to be a liaison between AWWA and section membership chairs.<br />
As a newcomer, I was very impressed to learn how active this group is. Individually, each of <strong>the</strong> committee<br />
members were very easygoing and personable, yet appropriately professional, and everyone was serious<br />
about accomplishing <strong>the</strong> task set before us. Our meeting covered a wide variety of topics and action items<br />
from AWWA's membership net growth goal of 3% to brain storming ideas on membership retention. By <strong>the</strong><br />
end of our session, we had discovered a common trait among us, we are all passionate about membership and<br />
we hope to infuse o<strong>the</strong>rs with <strong>the</strong> same excitement about membership growth and retention.<br />
I believe that members in AWWA benefit from<br />
<strong>the</strong> knowledge and opportunities this organization<br />
has to offer such as educational literature, classes,<br />
workshops, conferences, and most of all networking.<br />
Since <strong>the</strong> majority of section member participation<br />
in <strong>the</strong> AWWA Hawaii Section is comprised of<br />
volunteers, I commend those self employed individuals<br />
who volunteer <strong>the</strong>ir time as well as <strong>the</strong> employers<br />
who support and encourage <strong>the</strong>ir employees to get<br />
involved. This participation on a volunteer basis<br />
is vital to our section, is greatly appreciated and<br />
will continue to be encouraged. Join us and find out<br />
why being a part of AWWA is beneficial to all<br />
participants.<br />
