Free Early Education Funding Agreement 2012/2013For Two Year OldsGrow 2getherThis <strong>agreement</strong> is made on the (insert date) ……………………………………………BETWEEN(i) <strong>Swindon</strong> <strong>Borough</strong> <strong>Council</strong>, Civic Offices, Euclid Street, <strong>Swindon</strong> SN1 2GJ (“theLocal Authority”)(ii) …………………………………………………………………………. (“The <strong>Provider</strong>”)(insert name of setting)This Local Agreement sets out the conditions under which <strong>Swindon</strong> <strong>Borough</strong> councilwill manage the arrangements for the delivery of the Free Early Years Entitlement forTwo year olds (“the Funding”) to <strong>Provider</strong>s (You).<strong>Swindon</strong> <strong>Borough</strong> <strong>Council</strong> may stop payment or, recover any funding that has notbeen used in accordance with these conditions.Please read through the following proposed <strong>agreement</strong> carefully before signing andreturning to: Mrs Sophie Fletcher, Commissioner – Education Place Planning,Commissioning- Economy & Attainment, 3rd Floor Wat Tyler West, BeckhamptonStreet, <strong>Swindon</strong>, SN1 2JGWhat you can expect from us:<strong>Swindon</strong> <strong>Borough</strong> <strong>Council</strong> is committed to providing the highest standards of customerservice. In respect of this we promise to:‣ Work hard to make prompt payments to you so that you receive the correct amountof funding due to you.‣ Be on hand to offer friendly advice and support with regard to your funding claims‣ Provide you with access to a full range of training opportunities tailored to meet theneeds of your setting and staff‣ Include you on the Eligible <strong>Provider</strong> Registration database as a registered provider.In addition, you will have access to and support and advice from your Early YearsConsultant.


‣ Provide you with free on and off-site mentoring and support from specialist staff toenable you to deliver high quality care and education for young children and theirfamilies. Advisory staff available in each area include:Early Years and Childcare Team‣ Signpost to advice and information for the registration process.‣ Support and advice on growth and expansionEarly Education Consultants provide advice and support. They endeavour to;‣ Support settings, in verse proportion to success, to complete the <strong>Swindon</strong> QualityAssurance Scheme (VSSR)‣ Provide advice on the Ofsted process.‣ Provide support and advice to enable settings to deliver high quality earlyeducational experiences for their children in line with the Early Years FoundationStage framework and guidanceAnd finally, we aim to work in a spirit of partnership and co-operation with all providers ofEarly Years Education in <strong>Swindon</strong> so that together we can provide a high quality service foryoung children and their families.The Offer:I undertake that, in consideration for receiving Two year old Early Education Funding, thissetting agrees to comply with the following conditions while registered:‣ Families will be offered up to 10 hours (this will increase to 15 hours in April2013) of free childcare per week with one provider unless agreed with the LA.‣ Parents must not be charged for any element of the pilot.‣ All funded two year old sessions are a minimum of 2 hours in length and aminimum of 6 hours per week over a minimum of 2 days.‣ Work with your local Children‟s Centre to ensure that the family support andlearning element required is delivered effectively.‣ Have a „good‟ or „outstanding‟ rating by Ofsted or have a „good‟ or„outstanding‟ Local Authority rating via the EY consultant team.‣ Have good level of SEN support (as specified in the VSSR) and demonstratethe ability to identify and support children with additional needs.


‣ Ensure that those practitioners delivering the Early Years Foundation StageFramework are skilled, suitably qualified and have opportunities and policiesin place for continuous professional development as specified in the EYFSrequirements.‣ <strong>Provider</strong>s must have an Early Years Professional or teacher or be committedto employing one or have someone with an EY foundation degree who mustbe directly working with the children or 70% of the workforce is qualified atleast to a level 3 qualification.‣ Supervisors of two year olds are qualified to at least level 3 qualification‣ Child-minders must be on the accredited network and be working towards alevel 3 qualification.‣ Attend the termly leaders and managers EYFS network meetings.‣ Must demonstrate inclusive practice and multi-agency working.‣ Must have effective partnerships with parents.‣ Must have good outdoors facilities for play and learning.‣ Record the presence or absence at each session of each child for whomfunding has been claimed, and submit copies to the Early Years Officer formonitoring purposes every term, or when requested.‣ Inform the Early Years officer immediately if a child is withdrawn from thesetting by the parent/guardian and is no longer accessing the two year oldfunding.‣ Complete the EYFS Two Year progress summaries for each child for whomfunding is claimed for and submit copies to the Early Years Officer formonitoring purposes.I understand and agree that if any of the above conditions are not complied withthen:‣ The Local Authority may, at its discretion, cease further payments of fundingand remove the provider from its directory.‣ The Local Authority will not place any further children with the provider if thequality of education falls below the required standards, this will include Ofsted


judgements falling below „Outstanding‟ or „Good‟ or that the Early Years Teamsupport category falls below the required standard of „good‟.We have read and agreed the criteria set out in this addendum with regard toour funding application.
