PLAN ELEMENTSINTRODUCTIONThe overall goal <strong>of</strong> this planning initiative is to develop an action plan to revitalize West <strong>Las</strong><strong>Vegas</strong> by:• Providing the opportunity for citizen empowerment so as to effectuate change in the community• Improving the quality <strong>of</strong> life for all residents• Improving the physical conditions and overall image <strong>of</strong> the area• Encouraging reinvestment in housing and commercial areas• Promoting diverse employment opportunities for all area residents. . . Ensure that theplanning is done with theresidents rather than forthe residents . . .This <strong>section</strong> discusses the existing conditions for each <strong>of</strong> the following Elements <strong>of</strong> the Plan andthe various issues raised as a result <strong>of</strong> the input from the West <strong>Las</strong> <strong>Vegas</strong> NeighborhoodAdvisory Board, public meetings with West <strong>Las</strong> <strong>Vegas</strong> residents, and Community Planning’s staffresearch <strong>of</strong> existing conditions. Goals, objectives, and recommendations are also outlined foreach <strong>of</strong> the following Elements.• Socio-Economic• Land Use• Housing• Community Facilities• Circulation• Business Activity• Urban Design/Visual ImageCitizen ParticipationGoal: Ensure that planning for West <strong>Las</strong> <strong>Vegas</strong> is done with the residents rather thanfor the residents.Critical to the revitalization <strong>of</strong> West <strong>Las</strong> <strong>Vegas</strong> is citizen participation. This is important becausethe community needs to be involved in the decisions that affect its future and it also provides themeans for strengthening neighborhood identity while improving the effectiveness <strong>of</strong> local government.There is also a need to begin building capacity in the neighborhood so that theresidents can begin to solve the problems in their community with the support <strong>of</strong> the <strong>City</strong>.From the outset <strong>of</strong> this planning process, the residents <strong>of</strong> West <strong>Las</strong> <strong>Vegas</strong> stated their desire forthe <strong>City</strong> to plan with them rather than for them.
