REQUEST <strong>FOR</strong> IN<strong>FOR</strong>MATION <strong>FOR</strong> PROCUREMENT <strong>OF</strong><strong>SEARCH</strong> <strong>AND</strong> <strong>RESCUE</strong> <strong>SYSTEM</strong>1. The Ministry of Defence, Government of India, intends to procure Search and Rescuesystem for carrying out secure rescue of aircrew and aircraft during combat as well as peacetime.2. This Request for Information (<strong>RFI</strong>) consists of two parts as indicated below:-(a) Part I The first part of the <strong>RFI</strong> incorporates operational characteristicsand features that should be met by the equipment. Few important technicalparameters of the proposed equipment are also mentioned.(b) Part II The second part of the <strong>RFI</strong> states the methodology of seeking responseof vendors.PART-I3. The Intended Use of Equipment (Operational Requirements). The Search andrescue system would be employed in the Indian Air Force for carrying out secure rescuefunctions for search and rescue of downed aircrew and aircraft during combat and peace.4. Important Technical Parameters. The required technical parameters are placed asAnnexure.5. Vendor should confirm that following conditions are acceptable:-(a) The solicitation of offers will be as per ‘Single Stage-Two Bid System’ it wouldimply that a ‘Request for Proposal’ would be issued soliciting the technical andcommercial offers together, but in two separate sealed envelopes. The validity ofcommercial offers would be at least 18 months from the submitting of offers.(b) The technical offer would be evaluated by a Technical Evaluation Committee(TEC) to check its compliance with RFP.(c) The equipment of the TEC cleared vendors would be put through a fieldevaluation on a ‘No Cost No Commitment’ basis. A staff evaluation would be carried out toanalyse the result of field evaluation and shortlist the vendors.(d) After clearance by Field evaluation team, a Contract NegotiationsCommittee would decide the lowest cost bidder (L1) and conclude theappropriate contract.(e) Vendor would be bound to provide product support for time period specified inthe RFP, which includes spares and maintenance tools/jigs/fixtures for field andcomponent level repairs.(f) The vendor would be required to accept the general conditions of contractgiven in the Standard Contract Document at Chapter V of DPP 2008 and offsets of 30 % of


the total value of the contract ( if applicable) as per DPP 08 placed on www.mod.nic.in.2(g) Integrity Pact. An integrity pact along with appropriate EMD is amandatory requirement in the instant case (refer Annx I to Appx H of schedule I ofChapter I of DPP-2008).(h) Performance /Warranty Bonds. Performance Bond and Warranty Bond arerequired to be submitted after signing of contract as per provisions of DPP 2008.6. Procedure for Response.PART-II(a) Vendor must fill the details sought in the Annexure. Additional literature on theproduct can also be attached with the reply. The <strong>RFI</strong> is to seek information on productsthat are available with the vendor. Deviations in parameters are acceptable at this stageand flexibility is possible. Other additional features if available may be indicated asoptional equipment. Where possible a rough order of magnitude of costs is requestedfor planning and budgeting.(b)The filled form should be dispatched at under mentioned address:PD ASR (Room No 442)Air HQ (Vayu Bhawan)Rafi Marg New Delhi-110106Fax 011-230151047. The Government of India invites responses to this request only from OriginalEquipment Manufacturers (OEM) / authorised Vendors/Government Sponsored ExportAgencies (applicable in the case of countries where domestic laws do not permit directexport by OEMs). A confirmation to this effect is requested in the response. The enduser of the equipment is the Indian Air Force.8. Vendor is to state if the system is already in use or under development. NecessaryGovernment clearances would need to be obtained, where applicable by the vendor forsupply of the equipment to Government of India.9. The vendor is to attach detailed technical specifications of the equipment being offeredand the tentative delivery schedule of the system may be intimated as response to this <strong>RFI</strong>.The expected date of response is within four weeks from the date of receipt of this <strong>RFI</strong>.10. This information is being issued with no financial commitment and the Ministry of Defencereserves the right to change or vary any part thereof at any stage. The Government of Indiaalso reserves the right to withdraw it should it be so necessary at any stage. The acquisitionprocess would be carried out under the provisions of DPP-2008. Kindly acknowledge receiptof the <strong>RFI</strong>.
