2.5 BOUNDARIES<br />

In the process of becom<strong>in</strong>g a CO2 neutral municipality, there are some organizational, fiscal and<br />

legislative boundaries which have <strong>to</strong> be considered. There are multiple f<strong>in</strong>ancial and regulative<br />

preconditions that Zaanstad needs <strong>to</strong> take <strong>in</strong><strong>to</strong> account. These are stated <strong>in</strong> the Integral Climate<br />

Program 2010-2020 [2]. The most important boundaries will be summarized.<br />

MJA<br />

This law is signed by the government, municipalities and 20 organizations. The goal of MJA is an<br />

<strong>energy</strong> efficiency improvement of 30% by all participants <strong>to</strong>gether <strong>in</strong> the period 2005-2020.<br />

Environment Preservation Law (Wet Milieubeheer)<br />

Accord<strong>in</strong>g <strong>to</strong> this law, municipalities can force companies <strong>to</strong> reduce <strong>energy</strong> demand if <strong>in</strong>vestigations<br />

show that the payback of these measures is lower than 5 years.<br />

Subsidies<br />

By provid<strong>in</strong>g subsidies Zaanstad can create <strong>in</strong>centives for companies and cus<strong>to</strong>mers <strong>to</strong> reduce <strong>energy</strong><br />

and <strong>in</strong>vest <strong>in</strong> susta<strong>in</strong>able distributed generation.<br />

Fiscal<br />

By apply<strong>in</strong>g fiscal <strong>in</strong>centives, cus<strong>to</strong>mers and companies can be stimulated <strong>to</strong> reduce <strong>energy</strong>.<br />

Fees<br />

By charg<strong>in</strong>g fees the municipality can provide discount for parties how are evidently preserv<strong>in</strong>g<br />

<strong>energy</strong> and <strong>in</strong>vest<strong>in</strong>g <strong>in</strong> susta<strong>in</strong>able <strong>energy</strong> <strong>in</strong> market activities.<br />
