<strong>Khoja</strong> (<strong>Pirhai</strong>) <strong>Shia</strong> <strong>Isna</strong> <strong>Asheri</strong> <strong>Jamaat</strong>, <strong>Karachi</strong><strong>Performance</strong> <strong>Report</strong>For the period from January 2007 to March 2009The Management of the <strong>Khoja</strong> (<strong>Pirhai</strong>) <strong>Shia</strong> <strong>Isna</strong> <strong>Asheri</strong> <strong>Jamaat</strong> is pleased to present a brief report on the performance andachievements for the period from January 2007 to March 2009.Hospital and HealthCareFatimiyah Hospital had soft opening in June 2006 with only outpatient services. Laboratory services were added in November2006, whereas the formal inauguration of the hospital was held in December 2006. The newly elected management ofthe <strong>Jamaat</strong> was confronted with a big challenge to run the hospital effectively to the satisfaction of its beneficiaries.The <strong>Jamaat</strong> Management undertook every possible measure to handle the teething problems. The most pressing need was tohave an efficient management system in place. In this regard, key appointments were made. With a competent managementstructure in place, the hospital organogram and basic policies were formulated. Required staff was hired and excess andunproductive staff relieved. At the same time, the salary structure was streamlined to address the grievances of some staffand to motivate them and send a clear signal that remuneration was based upon performance.With the acquisition of a 1,000 sq. yd. plot at the front of the hospital on main Britto Road, many structural changes weremade as originally the hospital had an entrance from a back street. Even minor work had to be carried out in the quietestpossible manner to ensure the comfort of the patients. Despite these constraints, we were able to expand and relocate thepharmacy outside, giving easier access to outpatients and increasing the sales potential of the pharmacy by making it moreaccessible to the public. The hospital pharmacy is serving inpatients and outpatients, as well as the general public, as it isthe only pharmacy in the area, to have a full time qualified pharmacist on site at all times.The reception was relocated in the front of the building to have a clear approach for information and registration. Namazrooms were made in the basement for the convenience of employees and visitors. Offices for the administrator and the MSwere constructed and furnished. The entrance of the wash rooms were relocated for easy access and hygiene in the hospital.A tuck shop was completed and made operational, and a shed was erected for the guards at the entrance.Infrastructure improvements were also made. The IT network was widened and the in-house telecommunication systemwas expanded. Digital call bell system for patients was added, air conditioners were installed in private rooms, and bedsiderailings were fixed to all hospital beds for the convenience of the patients.Security cameras were added and fire-fighting system and waste disposal arrangements were made. A Fog Master machinewas procured to control insects. These and other measures were taken to make the hospital compliant with ISO regulations.A HiAce ambulance (Rs.20 lacs) was also added.The most vital link in the hospital chain is the medical staff. With sustained efforts of the MS, we have gathered a team ofexcellent professionals, which is reflected in the increased number of both outpatients and inpatients.With the infrastructure and manpower in place, it was time to re-launch the hospital. The biggest hurdle was the negativeperception that the public had formed in their minds about the hospital. It was only possible to change this, by providing1


a level of service that would compel them to change their minds. After all the hospital was built to serve the communityand without any commercial motive. As such, it was imperative that the community had faith in the hospital and a sense ofownership.A Health Mela was organized on 12 October 2008. Free medical checkups and health screening were carried out. This wasa resounding success as more than 8,000 people attended the Health Mela. It proved to be an overwhelming event.During 24-26 October 2008, an Eye Camp was organized. This too proved to be a tremendous success. More than 3,000patients were given free consultations, 153 cataract operations were carried out and over 500 free reading glasses were givento needy patients.Before the eye camp was organized, additional equipment and surgical instruments worth nearly Rs.8 lacs was purchasedthus completely revamping the eye department. Necessary equipment such as a C-Arm for assisting in orthopedic surgeriesat a cost of Rs.18.5 lacs along with much needed neurosurgical instruments and a De-fibrillator for the emergency roomwere made. A state of the art Hospital Management System has also been put in place, with the staff trained on the system.This will assist in establishing controls and obtaining MIS reports to enable considered decisions.Fatimiyah Hospital now has a thriving inpatient and outpatient department. With hard work and dedication of the Fatimiyahhospital team, we are now treating roughly 6,000 patients per month. Our immediate goal is to reach traffic of 10,000patients per month. The revenue generated for the first quarter of 2009 (Jan-Mar) is in excess of Rs.1 crore, whereas therevenue for the first quarter of 2007 was less than Rs.10 lacs.However still is much to be done and there is still plenty of scope for growth in the hospital.With the increase in occupancy up to 80 % now (previously less than 30% only) the most pressing need is to increase thenumber of beds. We have three very well equipped operation theatres, labs and radiology facility, which remain under utilizedowing to limited number of beds. Unless we increase beds, we will not be in a position to have an optimum level ofutilization of the facilities created with enormous investment. Addition of one more floor with significant number of beds,in house catering and a Physiotherapy department are under active consideration.At present, we carry out on average 60 to 70 procedures and 20 deliveries per month. The pharmacy and the lab are open 24hours. The charges for medical services, laboratory tests, ultrasound and X-ray are lower than those of comparable hospitals,and even lower than hospitals, which are not up to the standards followed by Fatimiyah.A visit to the hospital is necessary to appreciate the level of cleanliness, pleasing aesthetic and friendly atmosphere. This setsFatimiyah apart from the other community and welfare hospitals.Fatimiyah Education NetworkOverall, the Fatimiyah Education Network (FEN) provides excellent education to the students of all grades i.e. Early ChildhoodEducation to Graduation. The results achieved by the students are one of the best amongst the schools and colleges.Over the years, Fatimiyah students have always brought laurels to us. The SSC results have always been 100% with approximately80 % students securing an A1 or A grade. The HSC results were almost 95%.Fatimiyah School of Early Childhood Education (FSECE)The early years of life are very important and to create a secure, stimulating and happy environment as well as to lay a strongfoundation for our upcoming generation, an exclusive school with the name of Fatimiyah School of Early Childhood Education(FSECE) and Fatimiyah Teachers Training Centre were inaugurated on 3 April 2007. At FSECE we work towards theholistic development of the child. In this regard a stimulating learning environment has been set with spacious classroomsand colourful and child friendly furniture. The teachers of ECE got the required training through Teachers Resource Centrefor more than two years. Every day is planned with activities integrating work and play. We nurture positive self image inchildren through setting clear, reasonable rules and expectation of appropriate behavior. Alhamdolillah 600 students arestudying in FSECE.FEN has made concerted efforts for promoting teaching as a career in the community. One of the major intended outcomesof this exercise was to attract community members for professional development and induct them as teachers at FEN orother schools. Through these training programs, more than 650 prospective teachers were trained and many of them tookteaching as a profession. These courses were not only offered on subsidized rates but scholarships were also given to thedeserving candidates.Fatimiyah Sports CentreAs part of a very strong need for the community, the project of Fatimiyah Sports Centre was launched on 17 August 2007.The Fatimiyah Sports Centre has been envisaged to have facilities such as gymnasium, jogging track, park, table tennis,swimming pool, basketball court and a full floor for library cum study centre and an enclave for the Senior Citizens. Theestimated project cost is Rs.2.5 crore. The project drawings and layouts are in the process of approval and the constructionwork will begin after the necessary approvals from KBCA.Fatimiyah School of Early Childhood Development (FSECD)The establishment of one more school, FSECD is expected to be ready by the next academic year after acquiring the plotadjacent to Fatimiyah Girls School (opposite Nishter Park). The tota l cost of the project of FSECD is Rs.14 Crores out of2


which Rs.6 Crores has already been paid for the purchase of the plot. The balance payment for the plot is expected to becompleted by October 2009, in monthly installments. Our Management has received firm pledges from donors and wellwishersof the community to purchase the plot and for construction.FSECD will cater to the needs of the community in the sphere of early childhood development. It would cater for childrenof the age of two years and above. It would nurture the child’s potential through participation of the mother who will bean active partner in the learning and development process of her child. Apart from this, mother’s vocational training whichincludes computer and language learning and other emerging skills is also part of the plan. It is estimated that with the establishmentof FSECD and with reorganization of enrollments in various other units of FEN, the total enrollment of 2,500will go up to 3,400 students in 2010.Careers and Scholarship DepartmentThe establishment of Careers and Scholarship Department was the need of the time. Alhamdolillah in a short span of timethis department has made its presence felt. FEN is proud to have initiated this unique activity for the benefit of our communityand the service is also available to other Momineen. Career Counseling has not found place yet in other prestigiousinstitutions but FEN has adopted it with an extra emphasis to lay out a clear path for our youth to achieve excellence intheir academic pursuits. The career counseling process starts from class VIII and goes up to the graduation level. Until now,around 1,400 students have been counseled in various fields. Besides this other strategies like career seminars, visits to universitiesand inviting guest speakers have also been used.Scholarship ProgramA robust Scholarship Program for students of our community, Sadaat and Non Sadaat is in place with ample funds. In thefirst phase, the scholarship program was launched for students who were admitted to Public Universities. By 2010, we hadaimed to serve the deserving students for higher studies in the Private Universities as well. Until now, altogether 110 students(males and females) have received scholarships through this department with a commitment for full course. About tenof these recipients are doing their PhD. The process of giving the scholarships is very transparent, quick and is processedthrough the approved standard operating procedures.On 25 June 25 2008, FEN launched its website www.fen.edu.pk during the ceremony of Wiladat celebrations of Bibi FatimaZehra (SA).Besides having strong academic programs at FEN, due importance is given to co-curricular activities. Seminars, workshops,Wiladats, and Shahadats of Aaima-e-Tahereen (AS) are celebrated/observed at all the units of FEN with great fervor andzeal. Our students have also represented FEN at various platforms, which include Spelling Bee, Kangaroo Mathematicscompetition, activities of IEARN and ITA (Idara-e-Taleem-o-Agahi) etc. Besides this, the students of Fatimiyah Schoolsand College have also performed well in sports events. Different awareness programs about health and hygiene were alsoorganized at all the units.As a result of our efforts, FEN became part of a consortium for the Benazir Bhutto Shaheed Youth Development Program(BBSYDP), which aims to train 6000 youth in the province of Sindh. We were assigned to plan and implement the Careerscomponent of the BBSYDP. Through this, we were able to generate revenue for FEN and contribute towards the bettermentof the society. We had the privilege to work with the organizations like SPELT, British Council, Habib University Foundation,NDIE, ERDC, School of Leadership, IEARN, TDC and Dadabhoy Institute of Higher Education.Fatimiyah Language Learning Centre was an addition to the already existing facility of Fatimiyah Centre of Computer Sciences.The reason for creating these additional facilities was to have optimum utilization of the campus after school hours.The vision of our network is to provide quality education at affordable terms and we have carefully followed the guidelinesset by Shaheed Hamid Ali Bhojani in 1988. One of the strong indicators is our modest fee structure at school, whichis Rs.750 per month. Owing to this modest fee, we are running at almost 50 % deficit (Rs.10 lacs per month) for which wehave certain mechanisms to generate donations.A FEN Endowment Fund of Rs.1.1 crore was established in 2003. By the Grace of Almighty Allah as of today, we havean amount of Rs.3.15 crore in this account. In addition to this, Rs.85 lacs were added through Sajjad Ali Hussain GhoghaiEndowment Fund. This fund is invested and the income generated is utilized to meet the deficit of the education sector.There are other donations schemes such as Education Donation Box, Family Participation Program and of course, generaldonations.Other areas of activities of <strong>Jamaat</strong>The strength of the membership of the <strong>Jamaat</strong> at the end of March 2009 stands at 9,954 members as under:Patron members 78Life members 1,362Ordinary members 8,514Shaheed Hamid Ali Bhojani Hall has been extensively renovated at a cost of more than Rs.20 lacs. All facilities have beenrelocated with improved air circulation. New lighting and paneling have given it an excellent ambience. The facelift hasimproved the bookings of the hall, thus generating more revenues for the <strong>Jamaat</strong>. A latest microphone system is in place.The hall in the basement has also been renovated and a separate enclosure has been assigned for the daily evening madressa.Separate space for warehouse and stores has also been made available.An extra space of 800 sq. ft. has been apportioned forextending the <strong>Jamaat</strong> office to house the management and staff.3


At Fatimiyah Community Centre three Industrial fans have been added to minimize the suffocation and heat. Besides twomore split Air Conditioners, multi media system in the ladies section upstairs and extra washrooms have been added.Extensive renovation at Hussaini Bagh No. 1 Graveyard has been completed. The renovation of Imambara with fresh electrificationand equipment, the quarter for the staff, concrete pavements and lighting poles, water connections at various points,washrooms and storage and repair of graves and plantation were completed at a cost of Rs.25 lacs. Space for 200 graveshas been retrieved for future use for community members. 29 unauthorized occupants of the graveyard premises have beenrelocated in Manghopir.The registration of the Pakistan Federation is in final stage. The registration of the Federation was necessitated with the passageof a resolution that henceforth, only Federation of <strong>Jamaat</strong>s in a region would qualify for the membership of the WorldFederation after 2009. The <strong>Jamaat</strong>s in Dist. Badin, <strong>Karachi</strong>, Hyderabad and Mirpur Bathoro in Dist Thatta are qualified tobecome members of the Federation.The FRC has worked hard in reconciling matrimonial disputes. With the increase in number of disputes among the coupleand family, vigorous efforts had to be made to reunite the families.The aging transport fleet has been kept moving with extensive repairs at a high cost. 800 school children are ferried daily toand from the school, with punctuality. Besides the funeral entourage, the transport is hired out on weekends to earn a substantialamount to meet the high cost of maintaining the fleet, which being old entails extra burden on the <strong>Jamaat</strong> finances.A number of constitutional amendments were proposed after a lot of deliberation. These were however withdrawn due totechnical reasons at the AGM in Dec.2007. Several clauses of the Constitution are obsolete with the passage of time andneed to be amended immediately.The Accounting system has been restructured and is now working efficiently. The draft accounts for the period from 1 July2008 to 31 March 2009 (9 months) have been presented to the Managing Committee and discussed in its meeting held on 1April 2009 and placed on record.Patient Welfare at Fatimiyah Hospital has been introduced with collection of donations and zakat amounting to 40 lacs. Thisis disbursed to needy patients.Marriage support for the brides has been enhanced and quite significant number of families have benefited from this facility.Total disbursement exceeded Rs.20 lacs in the last two years.Donation Box – Alhamdulillah in the nine months to 31 March 2009, we have achieved the collection of Rs.12 lacs, whichcompares to the entire collection of the previous year.Total amount of Donations collected under various heads during this period amounts to Rs. 13.5 crore and an amount ofRs.1.5 crore as Khums. Payment of share of Khums, as per the instructions of Ayatullah Syed Ali Seestani, is being regularlymade to Agha Yusuf Ali Nafsi.The properties of the <strong>Jamaat</strong> on Britto Road presently valued at Rs.100 crore have been meticulously maintained to provideutmost benefit to the community. Continuous repairs and maintenance were carried out as a routine activity. Incompletedocumentation with the Excise and Tax authorities was completed and arrears cleared. All properties belong solely to the<strong>Jamaat</strong> and are owned and registered in the name of <strong>Khoja</strong> (<strong>Pirhai</strong>) <strong>Shia</strong> <strong>Isna</strong> <strong>Asheri</strong> <strong>Jamaat</strong> <strong>Karachi</strong> without any claim fromany quarter whatsoever. These are meant for the benefit of the community and managed by the elected representatives ofthe <strong>Khoja</strong> community.It is for human to err, and there may be shortcomings in the management of the affairs of the <strong>Jamaat</strong> despite the best effortsput in. The affairs of the <strong>Jamaat</strong> need extensive time and efforts by the office bearers and the volunteers who, despite severalconstraints, have tried to manage the affairs in the best possible manner.We are highly indebted to Ayatullah Seestani for the Ijaza for Khums amounting Rs.14 crore for the FSECD (2008) and ofRs.50 lacs per annum each, for health and educational activities on account of running expenditure.
