Advisers do not always have a good understanding about the liabilityissues when a micro-provider employs someone using a state-funded Personal Budget <strong>to</strong>help them in their enterprise. The local authority, the adviser and the insurance companymay be confused about where liability lies in this situation.Some insurance companies increase their charges for micro-entrepreneurs <strong>with</strong> <strong>s<strong>up</strong>port</strong><strong>needs</strong> as they assume that someone <strong>with</strong> <strong>s<strong>up</strong>port</strong> <strong>needs</strong> will be less reliable when runningtheir own enterprise and that there will be more risk.7.13 TransportGood accessible transport is important for providers delivering a <strong>care</strong> or <strong>s<strong>up</strong>port</strong> service;however this can pose a major challenge. Many train and bus stations are still inaccessiblefor <strong>people</strong> who use a wheelchair and, for those that drive; parking spaces are often limitedor wrongly used by the general public. Potential providers who are unable <strong>to</strong> travel <strong>with</strong>outhelp and <strong>s<strong>up</strong>port</strong> face additional challenges. Transport difficulties may mean that providersarrive late at meetings or not at all compounding the preconceived notions that disabled<strong>people</strong> cannot provide a reliable service of a high quality.The additional barriers that <strong>people</strong> face led us <strong>to</strong> recognise the need <strong>to</strong> develop a differentand more intensive approach <strong>to</strong> working <strong>with</strong> <strong>people</strong> who need <strong>s<strong>up</strong>port</strong> than the approachthat we had previously taken <strong>with</strong> other providers in Oldham8. A strategy <strong>to</strong> address issues and barriersLocally:8.1 Work <strong>to</strong>getherIt is essential that all relevant local agencies work <strong>to</strong>gether if <strong>people</strong> <strong>with</strong> <strong>s<strong>up</strong>port</strong> <strong>needs</strong> are<strong>to</strong> establish successful <strong>enterprises</strong>. In Oldham a local Steering Gro<strong>up</strong> approach was testedand found <strong>to</strong> be a helpful way <strong>to</strong> bring agencies <strong>to</strong>gether. The Steering Gro<strong>up</strong> should include<strong>people</strong> <strong>with</strong> a strategic overview and the power <strong>to</strong> effect change in their area. SuggestedSteering Gro<strong>up</strong> members include: disabled entrepreneurs, council representatives,representatives from the local Centre for Independent Living, local business <strong>s<strong>up</strong>port</strong>agencies, Job Centre Plus and Employment Advisers. The Steering Gro<strong>up</strong> members shouldbe expected <strong>to</strong> use their networks and contacts <strong>to</strong> create clear advice and information10
