Rainwater Tank Checklist for Development ApplicationsYou need <strong>Council</strong> approval to install your tank if you answer YES to any of the following questionsIs the property listed as a heritage item, in a heritage conservation area or in a stormwater overlandflow path? Will the tank be located on a villa home or residential flat building site? Is the land flood affected? Will any trees over 5 metres in height be removed? Will the tank be less than 1 metre from any easement or public sewer main? Does the capacity of the tank or combined tanks exceed 10,000 litres? Will the installation of the tank require excavation or fill of more than 1 metre from existing ground level? Will the tank exceed 2.4 metres in height (including any stand) above ground level? Will the tank be located within 450 mm from any property boundary? Will the tank or stand rest on a footing of any building/ structure, including a retaining wall? Will the tank be located within the front setback, or on a corner block within the side setback thatfaces the street? YESNOEXEMPT DEVELOPMENT (does not need <strong>Council</strong> approval)If you answered NO to all of the above questions, your development is exempt from <strong>Council</strong> approval (but subject to<strong>Council</strong> requirements attached).DEVELOPMENT APPLICATION (needs <strong>Council</strong> approval)If you answered YES to any of the above questions, you need to submit a Development Application to <strong>Council</strong>. Rainwater tanks – when they can be installed without approvalIf you live in a house and wish to install a rainwater tank on a house lot, you do not need <strong>Council</strong> approval if:a) The capacity of the tank, or the combined capacity of tanks, on a lot does not exceed 10,000 litres,b) The tank is designed to capture and store roof water from gutters or downpipes on a building,c) The tank does not collect water from a source other than gutters or downpipes on a building or a water supplyservice pipe,d) The tank is fitted with a first-flush device, being a device that causes the initial run-off of any rain to bypass the tankto reduce pollutants entering the tank,e) The tank is structurally sound,f) The tank is prefabricated, or constructed from prefabricated elements that were designed and manufactured for thepurpose of the construction of a rainwater tank,g) The tank is assembled and installed in accordance with the instructions of the manufacturer or designer of the tank,h) The tank, and any stand for the tank, is installed and maintained in accordance with any requirements of the publicauthority that has responsibility for the supply of water to the premises on which the tank is installed,i) The installation of the tank does not involve the excavation of more than 1 metre from the existing ground level, orthe filling of more than 1 metre above the existing ground level,j) The tank is not installed over or immediately adjacent to a water main or a sewer main, unless it is installed inaccordance with any requirements of the public authority that has responsibility for the main,k) The tank is not installed over any structure or fittings used by a public authority to maintain a water or sewer main,l) No part of the tank or any stand for the tank rests on a footing of any building or other structure, including a retainingwall,m) The tank is located behind the front alignment to the street of the building to which the tank is connected (or, in thecase of a building on a corner block, the tank must be located behind both the street front and street side alignmentsof the building),n) The tank does not exceed 2.4 metres in height above ground level, including any stand for the tank,o) The tank is located at least 450 millimetres from any property boundary,p) A sign is affixed to the tank clearly stating that the water in the tank is rainwater,q) Any overflow from the tank is directed into an existing stormwater system,r) The tank is enclosed, and any inlet to the tank is screened or filtered, to prevent the entry of foreign matter orcreatures,s) The tank is maintained at all times so as not to cause a nuisance with respect to mosquito breeding or overland flowof water,t) Any plumbing work undertaken on or for the tank that affects a water supply service pipe or a water main isundertaken:(i) with the consent of Sydney Water, and(ii) in accordance with any requirements by Sydney Water for the plumbing work, and(iii) by a licensed plumber in accordance with the New South Wales Code of Practice—Plumbing and Drainageproduced by the Committee on Uniformity of Plumbing and Drainage Regulations in New South Wales,u) Any motorised or electric pump used to draw water from the tank or to transfer water between tanks:(i) does not create an offensive noise, and(ii) in the case of a permanent electric pump, is installed by a licensed electrician.Notes1. Can I install a tank?If your property is part of a strata plan, you will need to get consent from the body corporate and lodge aDevelopment Application with <strong>Council</strong>.I am building a new house or doing major additions/alterations. Can I install a tank and get a rebate?All new dwellings and major alterations/additions (valued over $50,000 from July 1, 2007) are required to meet<strong>NSW</strong> <strong>Government</strong> BASIX water reduction targets of between 0 and 40% according to location. A rainwater tankplumbed to the toilet, garden and/or laundry can help meet these targets, however, owners would not be eligiblefor a rebate. If you choose a supplier or installer who is not on <strong>Council</strong>’s preferred list, youwill need to ensure that they use a licensed plumber to install the minimum size tank to be eligible for a rebate.Can I choose another financial institution for a loan?You may choose a different financial institution, however, alternative financial institutions may not offer loansthat are comparable to <strong>Council</strong>’s preferred financial institutions.Is rainwater safe to drink and cook with?The <strong>NSW</strong> Department of Health recommends not to drink or cook with rainwater collected in most urban areas.You can use rainwater safely for watering the garden, washing the car, laundry washing or toilet flushing. (gardening, washing clothes, washing the car or toilet flushing).Can I install my tank underground?Tanks can be installed above or below ground. What kind of tank can I install?Any tank that is designed and manufactured for the specific purpose of collecting rainwater is suitable. Asrainwater tanks come in a range of shapes and materials (galvanised or colourbond steel, concrete, fibreglassand plastic or polyethylene) it is best to discuss your needs and budget with your supplier / installer to determinethe best type of tank for your purpose.How much rainfall can be collected?This depends on how much water you plan to use and your total available roof collection area. Every square metreof roof area collects 1 litre of water for every 1 millimetre of rainfall received. As an example, an averagehouse has a roof area of 200 square metres. Assume 80% can be collected through existing gutters and downpipes(ie.160 sq.m). If 10mm of rain falls onto the roof approximately 1600 litres of rainwater will be collected,that’s twice the amount an average Sydney household would use in one day.What size tank is most suitable for me?A tank of between 2,000 and 4,000 litres is usually sufficient size to store water for the garden only during dryspells. Tanks up to 10,000 litres can be installed without needing council approval. If you would like to install atank or a combination of tanks that have over 10,000 litres capacity, you will need to lodge a Development Applicationwith <strong>Council</strong>. The preferred suppliers and installers can advise you on the most suitable size to meet yourwater needs.Will I need to buy a pump for my tank?Depending on the type and location of the tank and its intended use, you may not need to pump the water (underpressure) and could rely on gravity feeding the water only. You should discuss your needs with your supplier /installer.What other accessories will I need?Additional accessories to be considered when purchasing a rainwater tank include: gutter protectors from leaves,first flush diverters (preventing the first 20 litres of ‘muck’ from entering the tank), mosquito proofing the openingsto prevent breeding, specialist connections/pipes/fittings to meet plumbing standards, backflow prevention valveto prevent tank water mixing with the mains water supply particularly if considering a mains water top up systemwithin the tank, and tank stands (tank size and location dependent).
