Currently, the RMA ComplianceDivision has a staff <strong>of</strong> approximately 100 people to monitor 1.3 million crop policies with acombined liability, or risk, <strong>of</strong> nearly $50 billion. RMA uses data mining to identify policies andpolicyholders whose program experience appears inconsistent with their peers. Currently, thecompliance staff is unable to investigate all <strong>of</strong> the results rendered by the data mining activities.The compliance staff must also assist in criminal prosecutions, investigate complaints, andconduct random reviews to assess program performance.Section 522(e) <strong>of</strong> the Federal Crop Insurance Act provides $15 million annually to reimburse theresearch and development costs and cover maintenance costs <strong>of</strong> private submitters <strong>of</strong> approvedinsurance products and $25 million annually to carry out research and development for states thatare underserved, states that have low participation, or for underserved agricultural commodities,including specialty crops. Funds not used for these purposes may be used for partnerships withpublic and private entities to increase the availability and use <strong>of</strong> risk management tools byproducers. Each year, a substantial portion <strong>of</strong> the $40 million has not been used for the primaryintended purposes <strong>of</strong> research contracting and reimbursement <strong>of</strong> research costs for privatelysubmitted products. These funds have been redirected for use in other approved activities.
