The dams are connected by an open channel orig<strong>in</strong>ally thought to be <strong>the</strong> pr<strong>in</strong>cipalspillway for <strong>the</strong> primary dam. The dams were rehabilitated dur<strong>in</strong>g <strong>the</strong> 2006-2007 construction season tocomply with current state dam safety requirements. Three unusual conditions were encountered dur<strong>in</strong>g<strong>the</strong> rehabilitation: (1) a "bucket pipe" pr<strong>in</strong>cipal spillway buried <strong>in</strong> <strong>the</strong> primary dam embankment, (2)occurrence <strong>of</strong> an upstream slope failure dur<strong>in</strong>g drawdown <strong>of</strong> <strong>the</strong> primary dam reservoir, and (3) runn<strong>in</strong>gclear seeps beneath <strong>the</strong> toe <strong>of</strong> <strong>the</strong> secondary embankment. This case history reflects some <strong>of</strong> <strong>the</strong> designand construction issues faced by owners, dam safety eng<strong>in</strong>eers, regulators and contractors, particularly<strong>the</strong> differences between <strong>in</strong>itial assumptions used <strong>in</strong> <strong>the</strong> design phase and actual conditions discovereddur<strong>in</strong>g <strong>the</strong> construction phase. As unforeseen obstacles arose throughout <strong>the</strong> project, each party had torespond promptly and effectively to address each issue.
