student outreach <strong>in</strong>itiatives <strong>of</strong> <strong>the</strong> Association <strong>of</strong> State <strong>Dam</strong> <strong>Safety</strong> Officials (ASDSO), a national nonpr<strong>of</strong>itassociation <strong>of</strong> more than 2,800 members represent<strong>in</strong>g state and federal agencies, consult<strong>in</strong>g firms,dam and levee owners, manufacturers and suppliers, researchers, college faculty, students and o<strong>the</strong>rsdedicated to ensur<strong>in</strong>g <strong>the</strong> safety <strong>of</strong> our nation’s dams. Accord<strong>in</strong>g to surveys conducted by <strong>the</strong> authors <strong>in</strong>2004 and 2009, <strong>the</strong>re is an <strong>in</strong>adequate supply <strong>of</strong> qualified candidates for jobs relat<strong>in</strong>g to dam and leveesafety, and <strong>the</strong> shortage will likely <strong>in</strong>crease as “boomer-era” experts retire. The <strong>Journal</strong> <strong>of</strong> <strong>Dam</strong> <strong>Safety</strong> -12/2010 (V. 8 N. 4)This paper discusses an <strong>in</strong>itiative by Wash<strong>in</strong>gton State’s dam safety program to f<strong>in</strong>d, <strong>in</strong>spect and br<strong>in</strong>g<strong>in</strong>to compliance dams constructed without state approval. The <strong>Dam</strong> <strong>Safety</strong> Office (DSO) <strong>of</strong> <strong>the</strong>Wash<strong>in</strong>gton State Department <strong>of</strong> Ecology has jurisdiction over any dam that can impound 10 or moreacre-feet <strong>of</strong> water at its crest. In March 2008, <strong>the</strong> DSO began an effort to f<strong>in</strong>d unpermitted dams that metthis threshold. Over <strong>the</strong> next four months, this search uncovered some 600 water bodies that appearedto be impounded beh<strong>in</strong>d unpermitted dams. DSO personnel visited each site where aerial photossuggested <strong>the</strong> presence <strong>of</strong> a high-hazard-potential dam, and assessed <strong>the</strong> condition and hazard-potentialclassification <strong>of</strong> those confirmed. Follow<strong>in</strong>g <strong>the</strong>se evaluations, <strong>the</strong> DSO required <strong>the</strong> dams’ owners to firstmake emergency repairs; <strong>the</strong>n hire eng<strong>in</strong>eers to perform fur<strong>the</strong>r assessments and design neededmodifications based on current standards.
