DRAFT INTEGRATED GENERAL REEVALUATION REPORT II AND SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT JACKSONVILLE HARBOR, DUVAL COUNTY, FLORIDALEAD AGENCY: Jacksonville District, U.S. Army Corps of EngineersJacksonville Harbor is located in Duval County, Florida. Jacksonville Harborconsists of 27 river miles starting at the mouth of the St. Johns River where itempties into the Atlantic Ocean, the study focuses on the portion of the Harborup to river mile 20. The harbor project provides access to deep draft vesseltraffic using terminal facilities located in the City of Jacksonville, Florida. Theprimary concentration of port facilities on Jacksonville Harbor is between mile 8and 20 of the Federal navigation project. EXECUTIVE SUMMARY INTEGRATED GENERAL REEVALUATION REPORT AND SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENTJACKSONVILLE HARBOR NAVIGATION STUDYDUVAL COUNTY, FLORIDADescription of Report: This report is an integrated General Reevaluation Report(GRR) and Supplemental Environmental Impact Statement (SEIS). This report(GRRII) updates the 1998 EIS prepared for the Jacksonville Harbor NavigationStudy (Record of Decision signed in 2001) as well as the Jacksonville HarborNavigation Study-General Reevaluation Report completed in 2002. The reportand SEIS present formulation and evaluation of plans considered to addressnavigation needs of Jacksonville Harbor, economic and environmental conditionsand effects of the alternative plans, environmental mitigation, and project costsand implementation information.Purpose and Need: The purpose of this study is to evaluate federal and nonfederalinterest in alternative plans (including the no-action plan) for reducingtransportation costs at Jacksonville Harbor and effects of the alternatives on thenatural system and human environment, including economic developmenteffects. The study area encompasses the St. Johns River from its mouth at theAtlantic Ocean near Mayport, FL up to river mile 20 in Jacksonville, FL. The nonfederalsponsor is the Jacksonville Port Authority. Port facilities and usersinclude container and bulk shipping facilities at Blount Island, Dames Point,Talleyrand and several private terminal facilities including oil terminals. There isan opportunity to improve navigation at Jacksonville Harbor by reducingtransportation costs for larger ships forecasted to call at Jacksonville Harbor.History, Authority, Prior Studies: The study was originally authorized through aresolution from the Committee on Public Works and Transportation, U.S. Houseof Representatives, dated February 5, 1992 resulting in a feasibility study thatrecommended deepening from the entrance channel to River Mile 14.7deepening from 38 feet to 40 feet. Deepening of that segment was authorized inWRDA 1999, and construction was completed in 2003.A General Reevaluation Report was then authorized through the Energy andWater Development Appropriations, 2003, United States House ofRepresentatives, House Report 107-681 and the Senate explanatory statementas delineated in the Congressional Record of January 15, 2003, pages S492through S546 resulting in a GRR that recommended deepening from River Mile14.7 to 20 from 38 feet to 40 feet. That segment was authorized in the FY2006Appropriations Act and construction was completed in 2010.iii
