National Informatics Centre Project Implementation Guidelines – AGMARKNETFOREWORD(February, 2001)National Informatics Centre (NIC) has taken many initiatives todesign and develop “informatics for sustainable agriculturaldevelopment”, in collaboration with the Ministry of Agriculture, since the National Conference on Informatics for SustainableAgricultural Development (ISDA-95), held in May, 1995. TheInformation Technology Plan (1998) of National InformaticsCentre submitted to the Ministry of Agriculture envisaged“Agricultural Informatics and Communication” over NICNET(AGRISNET) for decision support on sustainable agriculturaldevelopment programmes in the country, and also “IndianAgriculture On-line”. This Plan is under different phases ofimplementation in the Ministry of Agriculture. As a step to globalise “Indian Agriculture”, it was felt necessaryto establish a state-of-the-art Agricultural Marketing InformationSystem Network (AGMARK-NET) by linking all Wholesalemarkets, located through out the country over NICNET. TheDirectorate of Marketing and Inspection (DMI), headed by theAgricultural Marketing Advisor, has formulated a Central SectorScheme in this regard and sponsored to NIC for implementationusing NICNET facilities available through out the country, as aturn-key project. NIC commits itself for successful andqualitative implementation of this project. The ProjectImplementation Guidelines will facilitate in achieving this goal.(M.K.Mandal)Agricultural Marketing AdviserDte. of Marketing & Inspection(N.Vijayaditya)Director GeneralNational Informatics CentreNIC-AGRID-AGMARKNET-PIG-001 Version 1.2 Release: 20/07/2004 Page 5 of 40

National Informatics Centre Project Implementation Guidelines – AGMARKNETNICNET Based Agricultural Marketing Information System Network(AGMARK-NET)1. Introduction1.0 Agricultural Marketing is an area for the "second generation" of green revolution problems.Indian Marketing is undergoing a significant metamorphosis because of economicliberalization and globalisation. Infrastructure development is the critical factor for determiningthe success of market-oriented strategy and macro-economic policies in developing countries. Both national and global players are trying to capture the urban markets of India, which hasalready reached a saturation level, and it is extremely difficult to tap the urban markets withhigh profit margin. In export market, a firm has to face challenges from Multi-NationalCorporates (MNCs), other foreign companies and domestic firms of the concerned exportmarkets. While urban market or export market is difficult to plough, rural market is relativelyeasy and feasible to cultivate, in India.1.1 Market information is an important aspect of Agricultural Marketing. The importance ofsound agricultural marketing policies for ensuring fair returns to the farmers can hardly be overemphasized. It, therefore, becomes necessary on the part of regulatory agencies to ensureremunerative prices to the farmers for the sale of their produce, to boost up their efforts forincreasing and sustaining the agricultural production. A number of measures have been taken bythe Government to protect and safeguard the interests of farmers, like regulation of markets, grading of agricultural produce, cooperative marketing etc. Still the benefits are notpercolating down to the farmers, as they are unable to plan their strategies for sale of theirproduce at remunerative prices, in the absence of correct and timely market information andadvice about arrivals, prices, market trend, etc.NIC-AGRID-AGMARKNET-PIG-001 Version 1.2 Release: 20/07/2004 Page 6 of 40

National Informatics Centre Project Implementation Guidelines – AGMARKNET6. Agricultural Marketing Information System 2Marketing of agricultural products comprises different business activities, different flows ofproducts (called “marketing channel”) and different firms (called “middle man”) performingtwo main functions:Physical handling, storage, processing and transfer of goods as they movefrom producers to consumers – “operational efficiency”; andExchange and price setting processes in the market system – “pricingefficiency”As in all aspects of business, realising potential net gains of efficient marketing activitiesrequires technically sound analysis. Increasing competition and complexities in agriculturalmarketing will require more sophisticated analysis and understanding (InformationTechnology diffusion) in the future than what has been in the past.6.1 The availability of prompt and reliable market information about what is happening in themarket, what quantities are arriving and what prices are quoted for different commoditiesconsiderably improves the decision making capability of the farmers and strengthens theirbargaining power. At present, the information is disseminated through various media like radio, newspapers, blackboard display and public address system at Wholesale Market yards.Theinformation provided by these methods has a limited use and does not help much to the farmersin taking decisions in marketing of their produce. The farmers are also not able to know aboutthe prices prevailing in other markets, as the Market Committees are able to disseminateinformation mostly in respect of their own markets. The farmers are, therefore, left with noalternative but to dispose off their produce in the nearest market, even at uneconomic prices.Further, the market intelligence data are presently compiled in registers, which are difficult tomaintain. It is also difficult to analyse the voluminous information thus collected for makingdecision. Therefore, a need has been felt to improve the existing market information system by2 See also http://www.agmark.nic.inNIC-AGRID-AGMARKNET-PIG-001 Version 1.2 Release: 20/07/2004 Page 15 of 40

National Informatics Centre Project Implementation Guidelines – AGMARKNETlinking all the important Wholesale Markets in the States and Union Territories, the StateAgricultural Marketing Boards, and State Agricultural Marketing Directorates, underAgricultural Marketing Information Network, by installing computer facilities andconnecting with NICNET for Internet and Intranet services.6.2 A large amount of data with more accuracy, can be stored in computer , analysed andretrieved within shortest possible time. AGMARKNET will ensure dissemination of datathrough network to any distance with the help of communication devices for the benefit ofcitizens, farmers, traders, consumers, etc. The improved communication system will enable theproducers to know about probable markets where they can dispose of their produce moreprofitably. The traders and consumers can also derive maximum advantage out of theirpurchases at low communication cost. The modernisation of market information system, willlead to the efficiency in the markets and increased participation of the farmers. This efficiencyof the markets and farmers participation in the markets will be increased. This will increase theincome of the farmers which, in turn, will activate them to increase the agricultural production.6.3 In order to make the Agricultural Marketing Information system demand-driven, User'sGroups comprising the potential users both from the private & public sector need to be formedboth at the State and Central Level. This Group will provide a forum for interaction between thesupplier and the users of the data. At the state level, the Director, Marketing/Managing Director,State Agricultural Marketing Board and at the central level Agricultural marketing Advisor tothe Govt. of India can be the chairman / convenor of the group. The group should meet at leasttwice a year and the recommendations of the Group should be implemented for making thesystem needs-based in all respects. Since the Potential members of the Users group themselvesmay not know the utility of the data base, it should be properly marketed at the state level by therespective Board/Directorate for enlisting move and more number of members both from privatesector (traders, exporters, food processors, NGOS, chambers of commerce) and the PublicSector.7. National Informatics Centre Project Implementation Guidelines – AGMARKNETAnnexure-IIIStrategy for building Regional Sub Portals under AGMARKNETThis is regarding evolving of regional sub portals under national AGMARKNET portal . OurState co-ordinators are being requested to co-ordinate with respective State MarketingBoards/Directorates for preparation of contents in local languages. The content development inHindi for the National level portal has been taken-up here by NIC-DMI. As in theAGMARKNET portal , the regional sub portals will include static and dynamic parts. The subportals will be maintained under AGMARKNET directory so that AGMARKNET provides asingle window for accessing state specific sub portal. The states should maintain information inEnglish also besides the local language. The approach for building regional sub portals underAGMARKNET is suggested as follows :A. Content PrepartionStatic PartThe static pages will include , marketing related information/developments at the State level(schemes, activities, facilities available etc) as well as the material available on AGMARKNETportal .The states may be conducting market research studies under their existing schemes.Besides they are being provided funds by DMI for conducting such studies under 10 th plan.Findings of these studies have also be published by respective State Deptt. on the respective subportal under AGMARKNET. These contents need to be prepared/translated in local languages.Dynamic PartVarious directories of AGMARK software need to be translated and prepared in local languagesby respective Boards (one time). These directories will be ported to central database andintegrated with the existing application. Necessary modification on the server side applicationsoftware will be carried out by the project team here. Hyperlinks to appropriate asp pages fromAGMARKNET server will be provided to various regional sub portals to facilitate retrieval inregional languages.(The preparation of directories in local languages may be taken up on priority followed bycontents for static pages. ) The Directories to be updated are :Commodity,Group,Commodity,Variety,Grade,Unit,State,District, Market Centre.Since AGMARK software as well as ISM fonts CD is awailable with Boards, same can be usedfor building directories in local languages. States where Hindi is official language need notprepare these directories as the same is being completed through DMI Hqrs.NIC-AGRID-AGMARKNET-PIG-001 Version 1.2 Release: 20/07/2004 Page 39 of 40
